Cameron, Louisiana

November 10, 2003

 

The Cameron Parish School Board met in regular session on this date with the following members present: Clifton Morris - President, Loston McEvers, Dot Theriot, Dwayne Sanner, Pat Howerton, Marvin Trahan and Rachel Abadie.  Absent: None.

 

The Board heard an announcement from Cyndi Sellers regarding a community Thanksgiving program on November 19, 2003.

 

On motion of Mr. Trahan, seconded by Mr. Howerton, the Board approved the agenda.

 

On motion of Mr. McEvers, seconded by Mrs. Theriot, the Board approved the minutes from the October 13, 2003 regular meeting as printed.

 

On motion of Mr. Howerton, seconded by Mrs. Theriot, and on a roll call vote, the Board moved into executive session, as authorized by L. R. S. 42:6.1 pursuant to prospective litigation and investigative proceedings regarding a parental concern, as expressed by counsel, in order to prevent a detrimental effect on the Board’s position.

On motion of Mr. McEvers, seconded by Mrs. Theriot, the Board returned to regular session and accepted the report on prospective litigation and investigative proceedings regarding a parental concern.

 

On motion of Mr. Howerton, seconded by Mr. Trahan, the Board approved a report from Siemens Building Technologies for the period July 2002 - June 2003.

 

On motion of Mrs. Abadie, seconded by Mr. Trahan, the Board granted permission to sell, by bid, school buses that have been removed from the fleet and considered surplus.

 

On motion of Mr. McEvers, seconded by Mrs. Theriot, the Board approved the financial report as discussed in the Finance Committee Meeting.

 

On motion of Mr. Sanner, seconded by Mr. Howerton, the Board approved payment of bills as discussed in the Finance Committee Meeting.

 

On motion of Mr. Sanner, seconded by Mr. Howerton, the Board received comments from Mr. Rick Merchant, CAE President.

 

On motion of Mr. Howerton, seconded by Mrs. Abadie, the Board approved personnel items as follows:

 

Appointment:

Brenda Hantz - Grade 3 Teacher - Johnson Bayou High School

 

Resignation:

Teresa Chance - Grade 4 Teacher - Cameron Elementary School

 

On motion of Mr. Sanner, seconded by Mr. McEvers, the Board approved payment of application #15 in the amount of $18,681.75 to Bessette Development construction for School District #5 (bond issue construction funds).

 

On motion of Mr. Howerton, seconded by Mrs. Abadie, the Board received a student management report from the Superintendent.

 

On motion of Mrs. Abadie, seconded by Mr. Sanner, the Board received a report regarding the Superintendent’s Community Meetings.

 

On motion of Mr. Howerton, seconded by Mrs. Abadie the Board reviewed the status of Board Members authorized to sign checks and reaffirmed Mr. Marvin Trahan as authorized to sign checks.

 

On motion of Mrs. Theriot, seconded by Mr. McEvers, the Board accepted the Superintendent’s recommendation to pay a 14th check in the amount of $300.00 each to all employees actively employed as of November 10, 2003.

 

The Superintendent discussed the process of increasing the compensation provided to Board Members.

 

On motion of Mr. Howerton, seconded by Mr. Sanner, the Board moved into executive session, on a roll call vote, for the purpose of hearing appeals regarding expulsions.  The vote is recorded as follows:

 

 YEAS:       Mrs. Theriot, Mr. McEvers, Mr. Morris, Mr. Sanner, Mr. Howerton, Mr. Trahan, Mrs. Abadie

 NAYS:       None

         ABSENT:       None

 

On motion of Mr. Howerton, seconded by Mrs. Abadie, the Board returned to regular session.

 

On motion of Mr. McEvers, seconded by Mr. Howerton, the Board accepted the Superintendent’s recommendation to modify the expulsion to allow the student to re-enroll in school at the beginning of next school year, August, 2004, on a probationary basis under special terms and conditions stipulated by the Board.  The vote is recorded as follows:

NAYS:       Mr. Morris

   ABSTAINED:       Mr. Trahan

        ABSENT:       None

 

On motion of Mrs. Abadie, seconded by Mr. Trahan, the Board adjourned until the next regular session on Monday, December 8, 2003.

The Committee of the Whole met on this date at 3:00 p.m. with the following members present:  Clifton Morris - President, Loston McEvers, Dot Theriot, Dwayne Sanner, Pat Howerton, Marvin Trahan, and Rachel Abadie.  Absent: None.

 

On motion of Mr. Howerton, seconded by Mrs. Abadie, the Committee approved the agenda.

 

On motion of Mr. McEvers, seconded by Mr. Sanner, the Committee approved the minutes from the October 13, 2003 meeting as printed.

 

On motion of Mr. Howerton, seconded by Mrs. Theriot, the Committee received the financial report and reviewed bills for payment.

 

On motion of Mr. Howerton, seconded by Mrs. Abadie, the Committee received a report from Siemens Building Technologies, Inc. (energy management firm) for the period July 2002 - June 2003.

 

On motion of Mr. Howerton, seconded by Mr. Sanner, the Committee adjourned.
