The Cameron Parish School Board met at its regular meeting on this date, members in attendance are: Rachel Abadie, Scott Nunez, Loston McEvers, Dot Theriot, Marvin Trahan, Dwayne Sanner, and Patty Morris.
On the motion of Mrs. Abadie, seconded by Mrs. Theriot, the Board approved the agenda and addendum.
On the motion of Mr. Nunez, seconded by Mrs. Morris, the Board approved the minutes as printed from the October 8, 2007 regular and November 7, 2007 special board meetings.
On the motion of Mrs. Theriot, seconded by Mr. Trahan, the Board received the following reports:
Mr. Corey Broussard, Louisiana State FFA Secretary, Grand Lake High School FFA President;
Introduction of Mrs. Ruby Miller, new 4-H agent, by Mrs. Penny Thibodeaux and Mr. Gary Wicke;
Recognition of 4-H University 2007 Blue Ribbon Winners Sarah Taylor of Grand Lake High School, Baret Bercier of Grand Lake High School, Jordan Poole of Grand Lake High School, Javen Little of South Cameron High School, Cody Jouett of South Cameron High School, Alan Myers of South Cameron High School, Amanda Wicke of South Cameron High School, Lacey Broussard of Grand Lake High School, Gabe LaLande of South Cameron High School, Kobi Richard of South Cameron High School;
Recognition of South Cameron High School Football Coach Parry LaLande on his 200th career victory in football.
On the motion of Mr. Nunez, seconded by Mr. Trahan, the Board approved the bid of Riceland Petroleum Company on mineral lease section 16-12-3.

On the motion of Mr. Trahan, seconded by Mr. Nunez, the Board approved the revision to policy JCDA, Code of Conduct to include in-school or Friday suspensions for specific eligible offenses with school personnel continuing to make initial determination as to whether or not the offense is applicable, as presented by Mr. Benoit.
On the motion of Mrs. Theriot, seconded by Mrs. Abadie, the Board received a report on Cheniere Community Ceremony, as presented by Mr. McEvers.
On the motion of Mr. Sanner, seconded by Mr. Nunez, the Board approved payment of bills and acceptance of financial statement.
On the motion of Mrs. Theriot, seconded by Mr. Nunez, the Board approved the bid from Ralphs Industrial Electronics on Surveillance Camera Systems for Grand Lake High School, Hackberry High School, and South Cameron High School (Johnson Bayous new system was included in building restoration and improvements) Mr. Doug Welch.

On the motion of Mrs. Abadie, seconded by Mr. Nunez, the Board approved out-of-state travel as follows with no cost to the Cameron Parish School Board:
· Grand Lake High School Boys Basketball Team (Coach: Neal Kiser) Tournament in Fouke, Arkansas, December 27-29, 2007 (20 students via private automobiles with requisite insurance and liability paperwork)
· Grand Lake High School Track and Field (Coach: Ancil Delaney) Track and Field Meet at Disneyworld Orlando, Florida, March 25-30, 2008 (15 students via charter bus)
· South Cameron High School Art Class (Teacher: Sharon Campbell) Stark Museum of Art in Orange, Texas, December 4, 2007 (25 students via Cameron Parish School Board bus)
On the motion of Mr. Nunez, seconded by Mrs. Abadie, the Board approved the revisions to the Policy GBRL Holidays, as explained by the Superintendent.
On the motion of Mrs. Abadie, seconded by Mr. Nunez, the Board received a report on the Special Project Fund Softball Field (total cost to the Board is estimated at $49,870.00), as presented by Mrs. Abadie and Mr. Nunez.
On the motion of Mr. Sanner, seconded by Mr. Nunez, the Board approved a contract between Cameron Parish School Board and Lake Charles Memorial Hospital for Sports Medicine Services at all 4 schools with weekly school site visits by athletic trainers and trainer services on a rotating basis at athletic events at a pro-rated cost of $6,600.00 ($1,650.00 per school) for 2007-2008, and an annual cost of $10,000 ($2,500 per school), thereafter, as presented by the Superintendent.
On the motion of Mr. Nunez, seconded by Mr. Trahan, the Board received technology update reports from the Superintendent:
· Student Apple Laptop Initiative at Grand Lake High School, grade 6 project (required a school with 2 sections of sixth grade) to be expanded to include all sixth grades in Cameron Parish with additional funding provided through Restart;
· Provision of laptop and Activ Board bundles to all math and science teachers, grades 6 through 12, as well as PASCO scientific probes and equipment, funded through Chevrons Energy for Learning Grant; and
· Provision of instructional laptops to all other teachers at Grand Lake High School and South Cameron High School through Restart funding (Johnson Bayou High School teacher laptops were donated by Cheniere Energy in 2006 and Hackberry High School teacher laptops were donated by Volunteers on Call in 2007)
On the motion of Mr. Nunez, seconded by Mrs. Abadie, the Board approved a procedure for all community non-profit organizations and churches that requires every request for use of school buildings to be approved by Cameron Parish School Board at an official meeting, with the Superintendent to poll board members if an emergency request is made not within the timeframe of an official meeting.

On the motion of Mrs. Abadie, seconded by Mrs. Theriot, the Board received the monthly update on FEMA issues presented by the Superintendent.

Current challenges:
· Johnson Bayou High School Repairs over $450,000 in change orders that are in question because of non-identified improvements and questionable adherence to scope of work with extensive efforts being made to justify the change orders
· Administrative Office FEMA is assisting in procuring an after the fact process for public comment on plans because there was no initial public input on design; request for environmental review in que; request for change of location in que
· South Cameron High School FEMA is requiring justification of the size of classrooms from 1958 to present without state standards for education buildings; request for environmental review in que; request for consolidation in que
· Grand Lake High School Greenhouse and Barn request for environmental review in que; request for change of location in que
· Grand Lake High School, Johnson Bayou High School, and South Cameron High School tracks in initial engineering study
· Advisement to Architects Gayle Zembower and Steve Shows in reference to construction of Central Administrative Office and South Cameron High School respectively, and in consideration of current contracts with Cameron Communications, Computer One and Siemens Building Technologies in the development of the bid packages; thus leaving communication systems, networking, and utility control systems out of the bid packages.
· October 26, 2007 request from State Superintendent Paul Pastorek to all severe hurricane impacted parishes to each submit 5 requests for expedition of FEMA projects to Chairman Don Powell in Washington with only 5 overall to be selected from the state for submission South Cameron High School project submitted by Superintendent.
On the motion of Mr. Trahan, seconded by Mrs. Theriot, the Board received correspondence from the Superintendent as follows;
· Information on 13th checks and special payroll dates (as disseminated to all personnel)
· November 2, 2007 packet to parents (including information on the online Parent Command Center, staph infections, influenza and absenteeism with special note that all faculty members and janitorial staffs have been inserviced on necessary hygiene and cleaning procedures)
· October 28, 2007 Baton Rouge Advocate article and map of proposed Southwest Louisiana levee plans
· November 6, 2007 New York Times article on FEMA rebuilding issues
· November 7, 2007 New York Times article on attempt to override water bill veto (same approach to be used to secure Road Home Funding in defense bill)
· October 28, 2007 Parade article on the cost of academic testing in the United States
· Information packet on Louisiana School Board Association 2008 Convention in Shreveport. (Please call Stephanie Rodrigue by December 31, 2007, if you wish to attend any or all of the 3 day conference, so that registrations and room reservations can be confirmed)

WHEREAS, in accordance with the laws of the State of Louisiana, application was made to the Cameron Parish School Board requesting that Section 16, Township 12 South, Range 3 West containing 650.35 acres, more or less, belonging to the Cameron Parish School Board, be advertised for an oil and gas lease, and
WHEREAS, in due course the requested advertisement for this lease was
published in the Official Journal of the State of Louisiana and the Parish of Cameron for the prescribed statutory period of time, and
WHEREAS, in response to said advertisement the following bid was received and opened in public session of the Cameron Parish School Board on the 12th day of November, 2007 at a regular meeting of the Cameron Parish School Board:
BIDDER: Riceland Petroleum Company
BID: For a three (3) year lease on Oil, Gas and other Liquid Gaseous Hydrocarbon Mineral Lease on 650.35 acres more or less fully described as:
That certain tract or parcel of land containing 650.35 acres, more or less, being all of Section 16, Township 12 South, Range 3 West, Cameron Parish, Louisiana.
CASH PAYMENT: $104,706.35
ANNUAL RENTAL: $104,706.35
ROYALTIES: 25%
WHEREAS, the Cameron Parish School Board feels that it is in the best interest of the Cameron Parish School Board to accept the bid of Riceland Petroleum Company.
NOW, THEREFORE BE IT RESOLVED by the Cameron Parish School Board in regular session convened at the Creole Fire Station, 184 E. Creole Hwy, Creole, LA 70632 on the 12th day of November, 2007 the bid of $104,76.35 be accepted, and
BE IT FURTHER RESOLVED that Loston McEvers, President of the Cameron Parish School Board, be and he is hereby authorized and directed to execute on behalf of the Cameron Parish School Board an oil and gas lease in favor of Fleetwood Resources, Inc. covering the above described bid as submitted and said lease to be subject to the approval of the State Mineral Board.
