Parish of Cameron
February 10, 2009
The Cameron Parish School Board met at its regular meeting on this date, members in attendance are: R. Scott Nunez, Loston McEvers, Dot Theriot, Marsha Trahan, Dwayne Sanner, and Karen Nunez; absent was Marvin Trahan.
The prayer and the pledge were led by Mr. Scott Nunez and Mr. Loston McEvers.
On the motion of Mrs. Trahan seconded by Mrs. Nunez, the Board approved the agenda with addendum.
On the motion of Mr. Nunez, seconded by Mr. McEvers, the Board approved the minutes as printed from the January 12, 2009 regular board meeting.
On the motion of Mrs. Nunez, seconded by Mrs. Theriot, the Board approved the resolution making application to the State Bond Commission for approval of the issuance by Cameron Parish School Board of the Parish of Cameron, State of Louisiana, of not exceeding Five Million Dollars ($5,000,000.00) of Revenue Anticipation Notes, and providing for other matters in connection with the Community Disaster Loan as presented by the Superintendent.
On the motion of Mr. McEvers seconded by Mrs. Nunez, the Board approved the following Financial Issues:
· Approved the Financial Statement and reports of Current Investments Mrs. Smythe
· Authorized payment of the bills Ms. Smythe
· Received monthly update on FEMA issues, with overall payments of $7,151,958.77 to date, per spread sheet, $3,988,722.09 in request for funds submitted to be paid Superintendent
· Receive advisement of Cameron Parish School Board projected share in American Recovery and Reinvestment Act of 2009 - Superintendent
On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board received an update on current FEMA and General Fund Construction, Repairs, and Renovations to permanent, and temporary sites' projects from Hoffpauir Architects, LLC, Cameron Parish School Board's Project Management Firm as presented by James Hoffpauir, Architect and Selena Cisneros, Engineer.
On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board authorized the low bidding on current projects - James Hoffpauir, Project Manager

On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board approved to advertise the following items:
· Projects out for Bid
a. Re-advertisement playground repairs and equipment replacement
at all four (4) schools (no bids received)
b. South Cameron High School Gymnasium, Phase I of III
c. Hackberry High School Rodeo Arena
d. Johnson Bayou High School Pavilion
· Projects to be advertised in February 2009
a. Hackberry High School Phase II
b. South Cameron High School Gymnasium Phase II
On the motion of Mr. McEvers, seconded by Mrs. Trahan, the Board authorized the Superintendent to accept low bids on currently advertised projects due to requisite number of advertising days and a need to move forward on projects.
The Board received a report from District Attorney Cecil Sanner that he had not received any updated information on Section 16-12-10 (Black Lake-Hackberry), Lake Charles Harbor & Terminal District, Right of Way, to lay a temporary pipeline to bring dredge material from the Calcasieu River to the marsh creation site, September 30, 2009 or completion of the project whichever comes first.
On the motion of Mrs. Nunez, seconded by Mr. Nunez, the Board approved to accept a seismic permit from United World Energy Corporation for one year for $32,000 ($50 per acre), Section 16-12-16 as presented by District Attorney Cecil Sanner. Also, District Attorney Cecil Sanner advised the Board that Grand Lake land swap with Cameron Parish Police Jury is officially complete.
On the motion of Mr. McEvers, seconded by Mrs. Nunez, the Board approved the following out-of-state travel requests as presented by the Superintendent.
· All Schools: Friday February 20th, 2009 - Houston Museum of Natural Science, Houston, TX, to observe an exhibit of 200 preserved human bodies by Biology I and Biology II students; transportation by two Cameron Parish School Board busses and drivers; transportation and $7.50 per person tickets to be funded through 2006 Chevron Energy for Learning Grant; parents will be required to sign permission for their children to view the explicit specimens; approximately 90 students and 10 Cameron Parish School Board employees; Coordinator: Gene Reynolds
· Grand Lake High School: Tuesday, March 17, 2009 - Friday, March 20, 2009 - Columbia University, New York, for 4 students to attend the Columbia Scholastic Press Association's Spring Conference; 4 students, 1 teacher, 3 parents; transportation to and from New Orleans Airport by Cameron Parish School bus and driver; costs of trip to be funded by community donations and fund raisers to Grand Lake - Yearbook Fund; Coordinator: Lindsay Smythe
On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board received the advisement that 2009-2010 school calendars are pending proposed BESE action that, if approved would significantly alter the testing schedule and calendars of all schools district in Louisiana as presented by the Superintendent.
On the motion of Mrs. Trahan, seconded by Mrs. Nunez, the Board will consider for review of the following policies for one month consideration of approval as presented by the Superintendent:
GBRK - Annual Leave, revised to use July 1 anniversary date to coincide with sick leave and fiscal year, per audit recommendation.
GBAA - Overtime (more complex version will be available for consideration in the future), to meet federal requirements, including FEMA
On the motion of Mrs. Nunez, seconded by Mr. Nunez, the Board received advisement that any 4 session hours of LSBA convention is eligible to be credited to ACT 380 (4 hours of training per board member per year - information sent directly to Cameron Parish School Board members, Fall 2008 by Louisiana School Boards Association) as presented by the Superintendent.
On the motion of Mrs. Nunez, seconded by Mrs. Trahan, the Board approved the Personnel Report as follows:
