June 8, 2009

 

            The Cameron Parish School Board met at its regular meeting on this date, members in attendance are: Loston McEvers, Dot Theriot, Marsha Trahan, Dwayne Sanner, Karen Nunez; absent are: R. Scott Nunez and Marvin Trahan.

 

            The prayer and the pledge were led by Mr. Loston McEvers and Mrs. Dot Theriot.

 

On the motion of Mr. McEvers seconded by Mrs. Nunez, the Board approved the agenda with addendum.

 

            On the motion of Mr. Trahan, seconded by Mrs. Theriot, the Board approved the minutes as printed from the May 11, 2009 regular board meeting.

 

            On the motion of Mrs. Trahan, seconded by Mr. McEvers, the Board approved the following Financial Issues and Budget Revision:

 

 

On the motion of Mrs. Theriot, seconded by Mrs. Nunez to approve the roll call vote with respect to adopting a resolution calling for redemption on July 20, 2009, of the outstanding General Obligation School Bonds, Series 2000, of School District No. 10 of Cameron Parish, State of Louisiana, and providing for other matters in connection therewith as presented by the Superintendent.             On the motion of Mrs. Theriot, seconded by Mrs. Trahan, the Board received an update on current FEMA and General Fund Construction, Repairs, and Renovations to permanent and temporary sites' projects from Hoffpauir Architects, LLC, Cameron Parish School Board's Project Management Firm, as presented by James Hoffpauir, Architect and Stephen Reed, Engineer.

           

On the motion of Mr. McEvers, seconded by Mrs. Nunez, the Board received the June 2, 2009 FEMA Fact Sheet inclusive of FEMA Decision on Projects in V-Zone as presented by the Superintendent.

 

On the motion of Mrs. Trahan, seconded by Mrs. Theriot, the Board approved the rebuilding of Johnson Bayou High School, elevated, in its exact footprint under the FEMA guidelines of Reconstruction in a V-Zone as presented by Mrs. Trahan, Mrs. Theriot and the Superintendent.

 

            On the motion of Mrs. Nunez, seconded by Mrs. Trahan, the Board approved bid advertisements for current projects as presented by James Hoffpauir, Project Manager.

2.       Hackberry High School Phase II Bids to be received June 12, 2009

1.       Johnson Bayou Sewer Treatment Plant

Murphy Cormier General Contractor, LLC (Hoot) Base Bid $66,644.00

(only one bid received)

 

C.      Projects to be advertised in June/July 2009

1.       South Cameron High School Gymnasium Phase III

2.       South Cameron High School Football Field Renovations Phase I

3.       Grand Lake High School Softball Field Phase II

 

On the motion of Mrs. Theriot, seconded by Mrs. Nunez, the Board approved the sole bid of the Cameron Pilot as the official journal of Cameron Parish School Board for the fiscal year 2009-2010 from the Cameron Pilot at $6.00 per square of 100 words, as presented by the Superintendent.  Board Member Loston McEvers did not vote on the bid acceptance because of his conflict of interest as a writer for the Cameron Pilot.

 

            On the motion of Mrs. Nunez, seconded by Mrs. Trahan, the Board approved the following bids for 2009-2010 fiscal year. (Attachment)

 

1.       Janitorial Supplies General Fund

2.       Non-Food Supplies Lunch Fund

3.       Milk

4.       Bread

5.       Copy Paper Bid not being taken until June 18, 2009; requesting approval for low bid to be accepted for order to be placed in order to have delivery before school begins for 2009-2010 school year

           

On the motion of Mrs. Theriot, seconded by Mrs. Trahan, the Board authorized the Superintendent to advertise for new bids and accept low bids on currently advertised projects due to requisite number of advertising days and a need to move forward on projects.

           

            On the motion of Mrs. Theriot, seconded by Mrs. Nunez, the Board authorized the purchase of an outside storage building at Grand Lake High School to replace classrooms currently being used as storage rooms with cost not to exceed $9,999.00 as presented by the Superintendent.

 

            On the motion of Mrs. Theriot, seconded by Mrs. Trahan, the Board approved to consider for 30 day review, annual revisions to Policy JCDA Student Code of Conduct and Policy IDFA, Interscholastic Athletics as presented by Mr. Benoit.

 

            On the motion of Mr. McEvers, seconded by Mrs. Nunez, the Board authorized Out-of-State Travel request:

 

·         Johnson Bayou High School and Hackberry High School, Gulf of Mexico Foundation Workshop, Freeport, Texas; June 14, 2009 through June 17, 2009; 3 teachers, 2 supervisors; mileage only, funded by Chevron Energy for Learning

 

On the motion of Mr. McEvers, seconded by Mrs. Theriot, the Board entered into Executive Session for the purpose of receiving a report from Mudd and Bruchhaus; Talbot, Carmouche and Marcello in reference to potential litigation as presented by the Superintendent.

            On the motion of Mrs. Theriot, seconded by Karen Nunez, the Board approved a resolution and contract retaining Talbot, Carmouche and Marcello, Mudd and Bruchhaus and the Cameron Parish District Attorneys Office to represent Cameron Parish School Board environmental issues and Cameron Parish School Board properties, as per contract, and to direct Mudd and Bruchhaus and Talbot, Carmouche & Marcello to work through a retention agreement with District Attorney Cecil Sanner representing the interests of Cameron Parish School Board.

           

            On the motion of Mr. McEvers, seconded by Mrs.  Theriot, the Board approved the Personnel Report as presented by the Superintendent.
