Parish of Cameron
October 12, 2009
The Cameron Parish School Board met at its regular meeting on this date, members in attendance are: Loston McEvers, Dot Theriot, Marsha Trahan, Dwayne Sanner, Karen Nunez, R. Scott Nunez and Marvin Trahan.
The prayer and the pledge were led by Mr. Loston McEvers and Mrs. Marsha Trahan.
On the motion of Mr. McEvers, seconded by Mr. Trahan, the Board approved the agenda with addendum.
On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board approved the minutes as printed from the September 14, 2009 regular board meeting.
On the motion of Mr. Trahan, seconded by Mrs. Trahan, the Board approved the following Financial Issues and Budget Revision:
· Authorized the payment of the bills - Ms. Lannin
· Considered the Financial Statement and Reports of Current Investments - Ms. Smythe
· Received monthly update on FEMA issues, with overall payments of $23,850,544,70 (Rita and Ike payments) to date, per spread sheet, $1,567,646.21 in request for funds submitted to be paid - Superintendent, Mrs. Angie Styron
· Approved the firm of Kolder, Champagne, Slaven & Co. LLC, Cameron Parish School Board audit firm, to assist in developing a policy for financial contributions from school-affiliated and non-school affiliated organizations, associations and activities - Superintendent
On the motion of Mrs. Nunez, seconded by Mr. Nunez, requested a roll call vote by board members to rescind the motion of September 14, 2009 Cameron Parish School Board action of approval of an advertised solicitation of Request for Qualifications for architectural/engineering services to begin the FEMA process of approval to reconstruct the Cameron Elementary Auditorium at 510 Marshall Street, Cameron, LA 70631, seeking actual costs and locating within the footprint of the original structure.

On the motion of Mr. McEvers, seconded by Mrs. Nunez, the Board approved the construction/repair/renovation issues as listed:
· Received update on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites' projects from Hoffpauir Architects, LLC, Cameron Parish School Board's Project Management Firm as presented by James Hoffpauir, Architect, and Selena Cisneros, Engineer, Superintendent
· Received American Appraisal’s Summary Appraisal Report for Insurance Purposes as of September 9, 2009 as presented by Ms. Nancy Sylvester.
· Received report and approved insuring the remaining structures currently uninsured against flood and located within a special flood hazard zone (all Cameron Parish School Board properties) through NFIP at cost of $549,453 with a $5,000 per building/per contents deductible, as required when accepting FEMA funding as presented by Ms. Nancy Sylvester.
· Authorized District Attorney Cecil Sanner to obtain necessary appraisals and abstracts and negotiate with landowners whose properties border Hackberry High School for the purpose of expanded parking with funding for property procurement and parking lot construction to be considered as FEMA Alternate and/or CDBG projects as presented by Mr. Sanner.
· Authorized Moss Architect’s Scope of Work at Grand Lake High School to be expanded to include lockers for upper elementary grades in elementary wing with funding to considered as FEMA Alternate and/or CDBG Projects as presented by Mrs. Nunez.
· Authorized the rewiring of network infrastructure at Grand Lake High School and Hackberry High Schools in the renovation and repair projects, respectively, with funding to be considered as FEMA Repair, Alternate and/or CDBG funds as presented by the Superintendent.
· Approved the Proposed CDBG Funding Budget, as revised October 12, 2009 as presented by Selena Cisneros.
On the motion of Mr. Trahan, seconded by Mrs. Theriot, the Board considered current bid activities as presented by Mr. Hoffpauir.

· Grand Lake High School Gym - date pending CDBG additional verbiage, then CDBG approval
· Grand Lake Roofing Project - date pending design, then CDBG approval
· Hackberry High School Ancillary Buildings - Architect to determine date
· Johnson Bayou High School Concession Stand/Restroom - Architect to determine date
· Johnson Bayou Temporary Campus Elevation - date pending final specs and FEMA approval
· Audrey Memorial Storage Facilities - date pending FEMA relocation PW approval
On the motion of Mr. McEvers, seconded by Mrs. Trahan, the Board authorized the Superintendent to advertise for new bids and accept low bids on currently advertised projects due to requisite number of advertising days and a need to move forward on projects as presented by the Superintendent.
On the motion by Mr. Trahan, seconded by Mrs. Nunez, the Board approved the allocation of $500 to McKayla Fountain, South Cameron High School junior, who has been selected to attend the National Youth Leadership Law Forum in Washington, DC, in November, 2009 as presented by the Superintendent.
On the motion of Mrs. Trahan, seconded by Mr. McEvers, the Board authorized to continue participating in regular flu vaccinations and to participate in the Louisiana Department of Education’s H1N1 (“Swine”) Vaccination Campaign through the Department of Health and Hospital/Office of Public Health to provide H1N1 vaccine to students with parental consent at no cost and upon availability to be administered by School Nurse(s) at each school site with the Center for Disease Control providing for consents and documentation which precludes the Cameron Parish School Board from liability in the event of adverse reactions as presented by the Superintendent.
On the motion of Mr. Trahan, seconded by Mr. Nunez, the Board authorized updates to Cameron Parish School Board policies based on late 2008 and early 2009 legislative changes and/or board action, that was submitted for approval on October 12, 2009, for implementation beginning October 15, 2009 as presented by the Superintendent.
