The Cameron Parish School Board met at its regular meeting on this date, members in attendance are: Loston McEvers, Dot Theriot, Marsha Trahan, Dwayne Sanner, Karen Nunez, Marvin Trahan, absent was: R. Scott Nunez.
The prayer and the pledge were led by and Mr. McEvers, seconded by Mr. Sanner.
On the motion of Mr. McEvers, seconded by Mrs. Trahan, the Board approved the board minutes of the regular meeting on January 11, 2010 and special board meeting minutes of February 1, 2010 as presented by the Superintendent.
On the motion of Mrs. Nunez, seconded by Mrs. Theriot, the Board received the presentation by Johnson Bayou Teacher Emma Hobbs and student participants in the Protecting You/Protecting Me Program, a high school/elementary school mentoring program, to fulfill the program requirement of a presentation at a public meeting as presented by Mrs. Marsha Trahan.
On the motion of Mrs. Theriot, seconded by Mrs. Nunez, the Board approved the annual financial report and procedures of the Cameron Parish School Board for the fiscal year ending June 30, 2009 as presented by Robert S. Carter, CPA of Kolder, Champagne, Slaven and Company, LLC.
On the motion of Mr. Sanner, seconded by Mrs. Trahan, the Board approved the following Financial Issues:
Authorized the payment of the bills as presented by Ms. Smythe.
Consider Financial Statement and Reports of Current Investments as presented by Ms. Smythe.
Receive monthly update on FEMA issues, with overall payments of $28,649,404.75 (Rita, Gustav and Ike payments) to date, per spread sheet, $4,319,873.85 in request for funds submitted to be paid as presented by the Superintendent and Mrs. Angie Styron.
On the motion of Mrs. Trahan, seconded by Mrs. Nunez, the Board approved the sole bidders Cameron Communications and Sprint, E-Rate vendors, based on electronic bidding, for the 2010-2011 E-Rate cycle to include a Voice Over Internet Protocol (VOIP) to replace current telephone services for all Cameron Parish School Board schools and office as presented by the Superintendent.
On the motion of Mr. McEvers, seconded by Mrs. Theriot, the Board approved out-of-state travel: South Cameron High School – April 29, 2010, Moody Gardens, Galveston, Texas; departure/arrival: 6:00 AM, 6:30 PM; 77 students, 1 teacher, two Cameron Parish School Buses, Coordinator: Melissa Bonsall as presented by the Superintendent.
On the motion of Mrs. Nunez, seconded by Mr. McEvers, the Board approved the proposed CDBG Funding Budget, as revised February 8, 2010 and presented by Selena Cisneros, Hoffpauir Architects, LLC.
On the motion of Mr. McEvers, seconded by Mrs. Theriot, the Board approved current bid activities as presented by James Hoffpauir, Project Manager, Hoffpauir Architects, and LLC.

South Cameron High School (PreK-12) and Johnson Bayou High School (PreK-12) Tracks, and Hackberry High School Tracks – architect to determine date
Grand Lake High School (PreK-12) Pole Barn – architect to determine date

Hackberry High School (PreK-12) Ancillary Buildings - architect to determine date
Johnson Bayou High School (PreK-12) Concession Stand/Restroom - architect to determine date
On the motion of Mrs. Nunez, seconded by Mrs. Trahan, the Board approved current bid activities as presented by James Hoffpauir, Project Manager, Hoffpauir Architects, and LLC.

On the motion of Mrs. Nunez, seconded by Mrs. Theriot, the Board authorized the Superintendent to advertise for new bids and accept low bids on currently advertised projects due to requisite number of advertising days and a need to move forward on projects as presented by the Superintendent.
On the motion of Mrs. Nunez, seconded by Mrs. Theriot, the Board received 2009 Legislative Update series of POLICY Alert to Cameron Parish School Board policies and/or board action, to be reviewed for 30 days and then submitted for approval on March 8, 2010 as presented by the Superintendent.

On the motion of Mrs. Theriot, seconded by Mrs. Nunez, the Board received the report that Interquest Detection Services was available as a third party vendor at a cost of $400 per school function and tabled any further discussion on adopting policies and/or procedures involving the use of breathalyzers in schools.
On the motion of Mrs. Nunez, seconded by Mr. Sanner, the Board approved the Personnel Report as presented by the Superintendent.
On the motion of Mr. McEvers, seconded by Mrs. Nunez, the Board voted to enter into executive session for the purpose of clarifying action on a Grand Lake student’s disciplinary issue as presented by the Superintendent.

On the motion of Mrs. Theriot, seconded by Mrs. Nunez, the Board allowed a Grand Lake High School student, currently in Alternative School, to be eligible to return to regular classes at the close of the school day on February 11, 2010.
On the motion of Mr. McEvers, seconded by Mrs. Nunez, the Board entered into Executive Session for the purpose of potential litigation as presented by the Superintendent.

On the motion of Mrs. Theriot, seconded by Mrs. Nunez, the Board authorized the Superintendent to sign a memorandum drafted by District Attorney Cecil Sanner to Louisiana Attorney General James Caldwell indicating that the Cameron Parish School Board has no intention to pursue litigation against Siemens Industrial Technologies in reference to a guaranteed energy savings contract for which all supporting documentation was lost to Hurricane Rita on September 24, 2005 in Cameron, Louisiana.
On the motion of Mr. McEvers, seconded by Mrs. Theriot, the Board adjourned the regular school board meeting.
