The Cameron Parish School Board met at its regular meeting on this date, members in attendance are: Loston McEvers, Dot Theriot, Marsha Trahan, Dwayne Sanner, Karen Nunez, Marvin Trahan and R. Scott Nunez.
The prayer and the pledge were led by Mrs. Marsha Trahan and Mrs. Dot Theriot.
On the motion of Mrs. Theriot , seconded by Mrs. Nunez, the Board approved the board minutes of the regular meeting on June 14, 2010, as presented by the Superintendent.
On the motion of Mrs. Nunez, seconded by Mr. Nunez, the Board approved the following Financial Issues:
Authorized the payment of the bills, as presented by Mrs. Smythe.
Received Financial Statement and Reports of Current Investments, as presented by Mrs. Smythe.
Consider approval of Louisiana Compliance Questionnaire for audit engagement of Government entities as required by Kolder, Champagne, Slaven & Co., as presented by Mrs. Smythe.
Received monthly update on FEMA issues, with overall payments of $33,581,038.87 (Rita, Gustav and Ike payments) to date, per spread sheet; $8,174,358.34 in request for funds submitted to be paid, as presented by the Superintendent and Ms. Cisneros.
On the motion of Mrs. Nunez, seconded by Mr. Sanner, the Board approved the annual revisions to the Cameron Parish School Board:
Pupil Progression Plan, as mandated by the State Department of Education, and as presented by Mrs. Miller.
Parental Involvement Policy, as mandated by the State Department of Education, and as presented by Mrs. Marcantel.
On the motion of Mrs. Theriot, seconded by Mr. Nunez, the Board approved the following land issues:
Approved request from Durelle Allen with Allen and Kirmse for a right of way across Section 16.15.14 in Johnson Bayou for the initial sum of Thirty Thousand Dollars ($30,000.00) and annual rental payments payable by Grantee to Grantor for roadway rights shall be Twenty Thousand Dollars ($20,000.00) per year for the first well drilled by Grantee using the above described existing gravel road. These rental payments shall be due annually on or before the anniversary date of this Agreement. In the event that Grantee elects to drill additional wells using the above-described existing gravel road, an additional annual rental payment of Thirty Thousand Dollars ($30,000.00) per well shall be paid for each well which is a unit well for a production unit which includes all or a portion of Grantor’s lands in Section 16, Township 15 South, Range 14 West. If the well is a unit well for a production unit which does not include any portion of Grantor’s lands, the additional annual rental payment shall be Forty Thousand Dollars ($40,000.00) per well. These additional well payments shall be due on or before the spud date(s) of the said additional well(s) and annually thereafter. If during the term of this lease any of the wells are plugged and abandoned, then Grantee’s obligation to pay rentals for that well shall cease, the intent of this provision being that Grantee shall at all times be paying rentals for all wells then being serviced using the above described existing gravel road, as presented by District Attorney Cecil Sanner.
Approved advertising for expired and unexpired surface leases and for a contract alligator hunter for tags not being used by surface lessees on Cameron Parish School Board properties, as presented by Mr. Eddie Benoit.
On the motion of Mr. McEvers, seconded by Mr. Sanner, the Board approved to advertise for a mineral lease for Section 16.14.5, as presented by Mr. Benoit.
On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board approved developing a new policy of breathalyzer analyses of students by third party vendor; to be submitted to Forethought Consulting for draft version; to be received August 9, 2010 for 30 day review; to be considered September 14, 2010 for approval, as presented by Mr. Benoit. Opposed: Loston McEvers
On the motion of Mr. Nunez, seconded by Mrs. Trahan, the Board approved annual revisions to the Cameron Parish School Board Discipline Policy (Student Code of Conduct), as presented by Mr. Benoit, with references to breathalyzer analyses to be added, if approved at the September 14, 2010 Cameron Parish School Board Meeting.
On the motion of Mrs. Trahan, seconded by Mr. Nunez, the Board approved projected bid dates current construction activities, as presented by James Hoffpauir, Project Manager.

Hackberry High School- (PreK-12) Ancillary Buildings-Bid date to be reviewed by PM Team with Architect to provide date.
On the motion of Mrs. Theriot, seconded by Mr. Nunez, the Board approved low bidders at a total cost of $474,130.54 for the following:
South Cameron High School Furnishings and Equipment –Lake Charles Office Supply, Teachers Pet, Louisiana School Equipment, as presented by Mrs. Murphy.
South Cameron High School Home Economic / Food Service-Louisiana Food Service Equipment, Sears, Scott Equipment, School Health Corporation, Lafayette Restaurant Supply, as presented by Mrs. Murphy.
On the motion of Mr. Sanner, seconded by Mrs. Trahan, the Board approved revisions to Policy CF:GBR1B, Bereavement Leave, to reflect business days for absences, and include stepchildren, to be verified by the Payroll Department, as presented by the Superintendent.
On the motion of Mrs. Theriot, seconded by Mr. McEvers, the Board approved providing bus service from Grand Lake to South Cameron High School and from Hackberry to Johnson Bayou High School for the 2010-2011 School year to allow time for Cameron Parish Police Jury housing grants to be awarded, as presented by Mrs. Dot Theriot. Opposed: Mr. Nunez, Mrs. Nunez, Mr. Sanner
On the motion of Mr. McEvers, seconded by Mrs. Nunez, the Board received the report of an exemplary audit of LA 4 Preschool Program by the Louisiana Department of Education, as presented by the Superintendent.
On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board approved the Louisiana Department of Education Statement of Assurance to confirm that the Plan for Evaluation includes all new teachers who may have previously participated in LATAAP, as presented by the Superintendent.
On the motion of Mrs. Trahan, seconded by Mrs. Nunez, the Board approved scheduling Bob Hammonds of Hammonds and Sills Law Firm, attorney for the Louisiana School Boards Association, to present a professional development opportunity for School Board Members on duties and responsibilities of School Board Members, to be held on Monday August 9, 2010 from 12:00 until 4:00 pm, as presented by the Superintendent.
On the motion of Mr. McEvers, seconded by Mrs. Nunez, the Board received notice from the Louisiana Board of Ethics regarding filing of disclosure notices by August 11, 2010 for immediate family members employed by Cameron Parish School Board, as presented by the Superintendent.
On the motion of Mrs. Nunez, seconded by Mrs. Theriot, the Board approved a 30 day review of the new Policy JBH “Attendance Reports for Student Drivers” as mandated by the Louisiana Legislature, as presented by the Superintendent.
On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board received report on Enrolled Bills, 2010 Regular Legislative Session, as tracked by the Louisiana Association of School Executives and the Louisiana Association of School Superintendents, as presented by the Superintendent.
On the motion of Mr. Nunez, seconded by Mr. McEvers, the Board approved the Personnel Report, as presented by Superintendent.
On the motion of Mrs. Theriot, seconded by Mrs. Nunez, the Board adjourned the regular school board meeting.
