Parish of Cameron

The Cameron Parish School Board met at its regular meeting on this date, members in attendance are: Loston McEvers, Dot Theriot, Marsha Trahan, Dwayne Sanner, Karen Nunez, Marvin Trahan and R. Scott Nunez.

 

The prayer and the pledge were led by Mr. Loston McEvers and Mr. Dwayne Sanner.

 

            On the motion of Mrs. Nunez, seconded by Mrs. Trahan, the Board approved the board minutes of the regular meeting on August 9, 2010, as presented by the Superintendent.

 

            On the motion of Mrs. Trahan, seconded by Mrs. Theriot, the Board approved the 2010-2011 Cameron Parish School Board Budget as presented by Mrs. Smythe.

 

On the motion of Mrs. Nunez, seconded by Mrs. Theriot, the Board approved the following financial issues, as presented by Mrs. Smythe-Payment of the bills

 

 

On the motion of Mrs. Theriot, seconded by Mrs. Nunez, the Board received monthly update on FEMA issues, with overall payments of $34,817,699.74 (Rita, Gustav and Ike payments) to date, per spread sheet, $8,633,925.75 in request for funds submitted to be paid, as presented by Ms. Cisneros.

 

On the motion of Mrs. Theriot, seconded by Mrs. Nunez, the Board approved the 13th check at $2500.00 per employee, as presented by the Superintendent and Mrs. Smythe.

 

On the motion of Mr. Nunez, seconded by Mrs. Theriot, the Board approved the Stone Oak Southern Insurance Company casualty coverage policy at $ 62,794.15 through Gallagher Risk Management Services Inc., and authorized the Superintendent to sign rejection of terrorism and uninsured/underinsured motorist coverage, as presented by the Superintendent.

 

On the motion of Mr. Nunez, seconded by Mrs. Trahan, the Board approved the adoption of a resolution reaffirming action of December 8, 2008 to retain Cossich, Sumich, Parsiola and Taylor, LLC, to represent Cameron Parish School Board on Hurricane Ike insurance issues, as presented by the Superintendent.

 

            On the motion of Mrs. Trahan, seconded by Mrs. Nunez, the Board approved retaining the legal services of Hammond and Sills for any matters that may arise with construction contracts, as presented by the Superintendent.

 

On the motion of Mrs. Nunez, seconded by Mr. Nunez, the Board received a report of no surface bids received on Section 16-12-10 (Hackberry- Black Bayou), as presented by Mr. Benoit.

 

            On the motion of Mrs. Theriot, seconded by Mrs. Nunez, the Board received a report of no surface lease bids received on Section 16-15-6 (Hog Bayou), as presented by Mr. Benoit.

 

            On the motion of Mr. McEvers, seconded by Mrs. Nunez, the Board approved Kevin Warner at 46% as alligator contract hunter, as presented by Mr. Benoit, and directed that in the case of a tied low bid the hunters are offered the opportunity to share the hunting.

 

            On the motion of Mr. McEvers, seconded by Mr. Nunez, the Board approved the cleaning of ditches by lessee on Section 16-4-7, hunting lease in Creole, upon receipt of approved permits from lessee at no wider than (6) six feet and no deeper than (3) three feet, as presented by Mr. Benoit.

 

On the motion of Mrs. Trahan, seconded by Mr. Sanner, the Board approved the mineral lease assignment of 37.5% interest from Armstrong Louisiana, LLC to Chevron USA, Inc.- Section 16-15-15 (Johnson Bayou), as presented by Mr. Eddie Benoit.

 

On the motion of Mrs. Nunez, seconded by Mr. Nunez, the Board approved Breathalyzer Policy JCDACA mandating breathalyzer testing for all students and guests at homecoming dances,proms,and upon request of school principals for any school activity and amend verbiage to reflect policy in Student Code of Conduct, as presented by Mr.  Benoit. On the motion of Mr. McEvers, seconded by Mrs. Nunez, the Board received notice of Wednesday, September 15, 2010, 10:00 am court date for the ANR, Tennessee Gas and Southern National Gas Pipeline Companies, in reference to appeal on tax money held in protest and received update on issue from Mona Kelly, Cameron Parish Tax Assessor, as presented by the Superintendent.

On the motion of Mr. Sanner, seconded by Mr. Nunez, the Board approved current construction bid activities, as presented by James Hoffpauir, Project Manager.

           

On the motion of Mr. Sanner, seconded by Mr. Nunez, the Board approved the Superintendent’s recommendations on the following qualified firms to handle various small projects on an as needed basis, as presented by the Superintendent :

 

On the motion of Mr. Nunez, seconded by Mrs. Theriot, the Board approved authorizing the Superintendent to advertise for new bids and accept low bids on currently advertised projects due to requisite number of advertising days and a need to move forward on projects, as presented by the Superintendent.

 

On the motion of Mrs. Theriot, seconded by Mr. McEvers, the Board received updates on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites' projects, as presented by Hoffpauir Architects, LLC, Cameron Parish School Board's Project Management Firm, Mr. James Hoffpauir, Architect, Selena Cisneros, Engineer and Superintendent .

 

On the motion of Mr. Sanner, seconded by Mrs. Trahan, the Board approved authorizing District Attorney Cecil Sanner to pursue acquisition of property at 1355 School Street, Hackberry, LA., at fee simple market value of $75,000. for the purpose of constructing additional parking, as a CDBG Project, as presented by District Attorney Cecil Sanner.

 

On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board approved out-of-state travel for Grand Lake High School FFA, October 19-22, 2010; 10 students, 2 sponsors: Scotty Poole and Kim Montie; via air travel; funds from FFA school activity account, as presented by the Superintendent.

 

On the motion of Mr. Sanner, seconded by Mrs. Nunez, the Board approved adopting a Memorandum of Understanding between Cameron Parish School Board and any Cameron Parish School Board employee who accepts part-time employment through another political subdivision while under a full-time contract with Cameron Parish School Board, as presented by the Superintendent.

 

On the motion of Mr. McEvers, seconded by Mrs. Theriot, the Board received for 30 day review the following new policies and revisions to existing policies, per the 2010 Regular Session of the Louisiana Legislatures, as presented by the Superintendent:

 

 

On the motion of Mr. Nunez, seconded by Mrs. Theriot, the Board approved the percentage of 15% inclusive of final grade in each course that an End-of-Course test is required, per mandate of the Board of Elementary and Secondary Education effective for incoming Freshmen of 2010-11 and beyond, to be reflected as addendum to the Pupil Progression Plan, as presented by the Superintendent.  

 

On the motion of Mr. Sanner, seconded by Mrs. Theriot, the Board approved the Personnel Report, as presented by Superintendent.

 

            On the motion of Mr. McEvers, seconded by Mrs. Theriot, the Board adjourned the regular school board meeting.
