The Cameron Parish School Board met at its regular meeting on this date, members in attendance are: Tracy Carter, Dot Theriot, Marsha Trahan, Dwayne Sanner, Karen Nunez, James Boudreaux and R. Scott Nunez.
The prayer and the pledge were led by Mrs. Nunez and Mr. Sanner.
The Cameron Parish School Board Members were sworn in by Carl Broussard, Cameron Parish Clerk of Court.
On the motion of Mr. Dwayne Sanner, seconded by Mr. James Boudreaux, the Board approved the election of Mrs. Dorothy Theriot as President for the two (2) year term of 2011-2013 as per policy BBA “Officers”, as presented by the Superintendent.
On the motion of Mr. Sanner, seconded by Mrs. Carter, the Board approved the election of Mrs. Marsha Trahan as Vice President for the two (2) year term of 2011-2013 as per policy BBA “Officers”, as presented by the Superintendent.
On the motion of Mrs. Trahan, seconded by Mrs. Nunez, the Board approved the board minutes of the regular meeting on December 13, 2010, as presented by the Superintendent.
On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board approved the following financial issues, as presented by Mrs. Smythe.
Payment of the bills
Financial Statement and Reports of Current Investments
On the motion of Mrs. Karen Nunez, seconded by Mr. James Boudreaux, the Board approved the Revised 2010/2011 Budget, as presented by Mrs. Smythe.
On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board received monthly update on FEMA issues, with overall payments of $38,417,357.67 (Rita, Gustav and Ike payments) to date, per spread sheet, $11,966,911.48 in request for funds submitted to be paid, as presented by Ms. Cisneros.
On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board received documentation of Cooperative Endeavor Agreement and Payment in Lieu of Tax Agreement for annual payment of $811,537. by Sabine Pass LNG-GP, LLC (Cheniere Energy), as presented by the Superintendent.
On the motion of Mrs. Nunez, seconded by Mrs. Carter, the Board accepted the Independent Auditor's Report, as prepared by Kolder, Champagne, Slaven and Company, LLC, as presented by Mr. Rob Carter, CPA.
On the motion of Mrs. Trahan, seconded by Mr. Sanner, the Board approved the following insurance issues, as presented by Mrs. Nancy Sylvester, Managing Director, Gallagher Public Entity and Scholastic Division:
Approved renewing Pollution Coverage at a $62,925.66 annual premium, until major construction projects are complete;
Approved renewing Boiler and Machinery at a $4,281.00 annual premium (a 20% rate reduction);
Approved renewing Property Coverage at a $915,516.45 annual premium (a 21% rate reduction);
All reflecting an increase of insured values from $43,732,176.00 to $79,068,011.00.
Accepted summary report on Risk Management Training and Voluntary Employee Benefits Update held Friday, January 7, 2011.
On the motion of Mr. Boudreaux, seconded by Mrs. Nunez, the Board approved the uniform front end construction documents, including modified General Conditions of the Contract of Construction, modified Agreement between Owner and Contractor, Advertisement for Bids, Instructions to Bidders, and accompanying forms, to be used for all future CPSB construction projects as prepared by Charles F. Hardie of Hammonds & Sills Law Firm, as presented by Mr. Hardie.
On the motion of Mrs. Nunez, seconded by Mr. Nunez, the Board reaffirmed the current School Board procedure of authorizing the Superintendent to sign and execute pre-approved construction and design contracts on behalf of School Board as prepared by Charles F. Hardie of Hammonds & Sills Law Firm, as presented by the Superintendent and Mr. Hardie.
On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board approved current construction bid activities, as presented by James Hoffpauir, Project Management.

Grand Lake High School Renovations, Phase I (former kitchen/cafeteria area)- January bid date projected
South Cameron High School-Site Restoration-January/February bid date projected

Approval of bid awards, as presented by Selena Cisneros, Project Management.
No bids received in December
On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board approved authorizing the Superintendent to advertise for new bids and accept low bids on currently advertised projects due to requisite number of advertising days and a need to move forward on projects, as presented by the Superintendent.
On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board received update on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites' projects from Hoffpauir Architects, LLC, Cameron Parish School Board's Project Management Firm, as presented by James Hoffpauir, Architect, and Selena Cisneros, Engineer, Superintendent and Project Architects.
On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board approved the following new policies and revisions to existing policies, per the 2010 Regular Session of the Louisiana Legislature and/or other updates, as presented by the Superintendent.

On the motion of Mrs. Trahan, seconded by Mr. Nunez, the Board approved the Personnel Report, as presented by Superintendent.
On the motion of Mrs. Trahan, seconded by Mr. Boudreaux, the Board approved granting Professional Development leave to Hailey Coburn, Vocal Music Teacher at Hackberry High School and Johnson Bayou High School to participate in the Gateway Conference, February 21-23, 2011, at no cost to the Cameron Parish School Board, as presented by the Superintendent.
On the motion of Mrs. Nunez, seconded by Mrs. Carter, the Board adjourned the regular school board meeting.
