Parish of Cameron

The Cameron Parish School Board met at its regular meeting on this date, members in attendance are: Tracy Carter, Dot Theriot, Marsha Trahan, Karen Nunez, James Boudreaux, R. Scott Nunez and Dwayne Sanner.

 

The prayer and the pledge were led by Mrs. Trahan and Mr. Sanner.

 

On the motion of Mrs. Nunez, seconded by Mrs. Trahan, the Board approved the agenda as revised.

 

On the motion of Mr. Nunez, seconded by Mr. Boudreaux, the Board approved the board minutes of the regular meeting on April 9, 2012, as presented by the Superintendent.

 

                        On the motion of Mrs. Nunez, seconded by Mr. Nunez, the Board recognized the 2012 Cameron Parish Students of the Year:

 

·         8th grade- Abby Trahan, Hackberry High School

·         12th grade- Meagan Johnson, Hackberry High School

 

On the motion of Mrs. Nunez, seconded by Mr. Sanner the Board recognized the LHSAA State Championship Teams and State Champions:

 

·         Hackberry High School-State Softball Championship Team, Class C

·         Hackberry High School- State Boys’ Track Team         

·         Joshua Wicke, Grand Lake High School- 138 lb. Division III Class B Wrestling

·         Michael Campbell, Grand Lake High School- Discus, Class B Track & Field

·         Jolie Trahan, Hackberry High School- Most Valuable Player, Class C Softball

·         Eddie Bird, Hackberry High School- Shot Put and Discus, Class C Track and Field

·         D.J. Simon, Hackberry High School-400 Meter Dash, Class C Track and Field

·         Reagan Darbonne, Hackberry High School-Pole Vault, Class C Track and Field

 

On the motion of Mr. Boudreaux, seconded by Mrs. Nunez, the Board approved the following financial issues:

 

·         Authorization of payment of the bills, as presented by Mrs. Trahan.

·         Receipt of Financial Statement and Reports of Current Investments, as presented by Mrs. Trahan.

·         Receipt of monthly update on FEMA issues, with overall payments of $ 50,900,888.04 (Rita, Gustav and Ike payments) to date, $17,320,309.98 in request for funds submitted to be paid, as presented by Ms. Sylvia Cisneros.

·         Receipt of Report of $341,699.43, invested by the Treasurer of the State of Louisiana in Education Excellence funds, as presented by Mrs. Trahan.

·         Receipt of correspondence from Tax Assessor Mona Kelly that deadline to set millages has been extended to August 1, 2012, due to re-assessments not yet completed, as presented by Mrs. Trahan.

·         Receipt of correspondence from Brian Eddington, attorney for Cameron Parish taxing entities on ANR litigation, through Tax Assessor Mona Kelly, that the Louisiana Supreme Court ruled in favor of ANR, as presented by Mrs. Trahan.

                                   

On the motion of Mrs. Nunez, seconded by Mrs. Carter, the Board approved current construction bid activities, as presented by James Hoffpauir, Project Management.

 

A.    Receive remarks on Johnson Bayou High School rebuild project and Grand Lake High School Projects- Architect Randy Broussard, Broussard Architects, LLC, and David Moss, Moss Architects Inc., respectively

 

B.  Projects to be bid-  James Hoffpauir, Project Management

·         Hackberry High School Generator/Platform, Climate Control, Playground and Landscaping-CDBG- Bids to be received May 10, 2012.

·         Restoration Contractor for Large Loss Turn Key Projects – Out to Bid April 12, 2012.  Proposals to be received May 10, 2012.

On the motion of Mrs. Nunez, seconded by Mrs. Carter, the Board approved authorizing the Superintendent to advertise for new bids and accept low bids on currently advertised projects due to requisite number of advertising days and a need to move forward on projects, as presented by the Superintendent.

 

On the motion of Mrs. Nunez, seconded by Mrs. Carter, the Board approved updates on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites' projects from Hoffpauir Architects, LLC, Cameron Parish School Board's Project Management Firm , as presented by James Hoffpauir, Architect, and Selena Cisneros, Engineer, Superintendent and Project Architects.

 

On the motion of Mrs. Nunez, seconded by Mrs. Carter, the Board authorized the following to align with CDBG requirements, as presented by the Superintendent.

 

·         Consider authorization to solicit and receive quotes, under the authorization of the Superintendent, to advertise for new bids/quotes, for testing at the Grand Lake High School Renovations Phase II project, CDBG, with quotes received on april 18, 2012, for the purpose of moving forward on the project.- Selena Cisneros, Project Manager

 

·         Consider authorization of Southwest Construction Materials Testing, Inc. as the testing contractor for the Grand Lake High School Renovations Phase II Project, CDBG under the recommendation of the Architect- Selena Cisneros, Project Manager

 

·         Consider authorization to solicit and receive quotes, under the authorization of the Superintendent, to advertise for new bids/quotes, for testing at the Hackberry High School Parking Lot Project, Cheniere Pilot, with quotes received on April 18, 2012, for the purpose of moving forward on the project.- Selena Cisneros, Project Manager

 

·         Consider authorization of Fugro Consultants, Inc. as the testing contractor for the Hackberry High School Parking Lot Project, Cheniere Pilot, under the recommendation of Selena Cisneros, Project Manager

 

On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board approved adoption of “Sexual Harassment Of and By Students” Policy, as prepared by Hammonds and Sills, to be formatted by Forethought Consulting LLC, as presented by the Superintendent.

                       

                        On the motion of Mrs. Nunez, seconded by Mrs. Nunez , the Board approved the Personnel Report, as presented by Superintendent.

 

The Board voted to enter into executive session for the purpose of receiving updates on the following cases, as presented by the Superintendent.

 

·         Unpaid wind insurance claims, as a result of Hurricane Ike- Mr. David Parsiola- Cossich, Sumich, Parsiola and Taylor

·         State of LA and CPSB vs. Anadarko E & P, LP, and Chevron USA Inc., Docket No.10-18671- Mr. Chad Mudd, Mudd and Bruchhaus, LLC

·         State of LA and CPSB vs. Cabot Corporation, Anadarko Petroleum Corporation, Pacific Enterprises Oil Company (USA) and Denovo Oil & Gas Inc., Docket No.10-18670- Mr. Chad Mudd, Mudd and Bruchhaus, LLC

·         State of LA and CPSB v. BP American Production Company, ET AL, Docket No.10-18627- Mr. Chad Mudd, Mudd and Bruchhaus, LLC

On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board approved of the resolution outlining a settlement agreement, through voluntary mediation, of $562,500 from Allied World Insurance Company and $562, 500 from RSUI, both wind insurance carriers at the event of Hurricane Ike, with final amounts received by Cameron Parish School Board to reflect costs of legal representation, expert witnesses and mediation costs, and amounts forwarded to FEMA as payment reductions, as presented by Mr. David Parsiola, Cossich, Sumich, Parsiola and Taylor.

 

On the motion of Mrs. Trahan, seconded by Mrs. Nunez, the Board approved the following disbursement agreements, as presented by Mr. Chad Mudd, Mudd & Bruchhaus, LLC:

 

·         State of LA and CPSB vs. Anadarko E & P, LP, and Chevron USA Inc., Docket No.10-18671 in the amount of $10,032.69

·         State of LA and CPSB vs. Cabot Corporation, Anadarko Petroleum Corporation, Pacific Enterprises Oil Company (USA) and Denovo Oil & Gas Inc., Docket No.10-18670 in the amount of $10,043.63

 

On the motion of Mrs. Nunez, seconded by Mr. Boudreaux, the Board approved that the Cameron Parish School Board grant legal counsel authorization to complete settlement and negotiations and grant the Superintendent authority to sign any and all documents necessary to complete the entire settlement agreement with regards to State of LA and CPSB vs. BP America Production Company, ET AL, Docket No.10-18627, as presented by Mr. Chad Mudd, Mudd and Bruchhaus, LLC.

On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board received information regarding State of LA and CPSB v. Aspect Energy, LLC, Azimuth Energy, LLC, Conoco Phillips Company and Dundee Petroleum, Inc., Docket No.10-18673, as presented by Mr. Chad Mudd, Mudd and Bruchhaus, LLC.
