The Cameron Parish School Board met at its regular meeting on this date, members in attendance are: Marsha Trahan, Tracy Carter, Karen Nunez, James Boudreaux, R. Scott Nunez, Dwayne Sanner and Dorothy Theriot.
The prayer and the pledge were led by Mrs. Carter and Mr. Boudreaux.
On the motion of Mrs. Theriot, seconded by Mrs. Carter, the Board approved the agenda.
On the motion of Mr. Boudreaux, seconded by Mrs. Nunez, the Board approved the board minutes of the regular meeting of July 8, 2013, as prepared by the Superintendent.
On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board received the revenue summary on the 16th sections, listed per individual location, acreage, type, lessee, description and amount totaling $1,071,690.58 per 2012-13 fiscal year, as presented by Mr. Lee Bloch, Bloch, Briggs and Associates.
On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board approved high bidders for expired camp site and surface leases at projected revenues of $109,434.56 per year or $547,172.80 over the five year period, and an additional $11,232.75 for the remaining five years of camp site leases, as presented by Mr. Lee Bloch, Bloch, Briggs and Associates.

On the motion of Mr. Nunez, seconded by Mrs. Theriot, the Board approved the following financial issues:
· Authorization of payment of the bills, as presented by Mrs. Trahan.
· Receipt of Financial Statement and Reports of Current Investments, as presented by Mrs. Trahan.
· Receipt of monthly spreadsheet on FEMA issues, with overall payments of $62,661,551.43 (Rita, Gustav and Ike) to date, as presented by Mrs. Trahan.
On the motion of Mr. Nunez, seconded by Mrs. Theriot, the Board approved adding fog lights and security cameras to the bid specification packet for new busses, as presented by the Superintendent.
On the motion of Mr. Nunez, seconded by Mrs. Theriot, the Board approved a bid process to retrofit all remaining busses with security cameras, as presented by the Superintendent.
On the motion of Mrs. Nunez, seconded by Mr. Boudreaux, the Board approved two equal payments of $1,332.58 to Pritchard and Abbott, through the Cameron Parish Tax Assessor, for previously agreed upon contracts by all Cameron Parish taxing entities for the purpose of appraising the storage caverns in Hackberry and related assessment issues, as presented by the Superintendent.
On the motion of Mrs. Nunez, seconded by Mrs. Carter, the Board approved a $200 per teacher reimbursement allotment for instructional materials and a $1500 per site for school maintenance expenditures, at a total approximate cost of $40,800., as presented by the Superintendent.
On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board received preliminary enrollment figures for the 2013-14 school year, as presented by the Superintendent.
On the motion of Mrs. Theriot, seconded by Mrs. Nunez, the Board approved current construction bid activities, as presented by James Hoffpauir, Project Management:

On the motion of Mrs. Theriot, seconded by Mrs. Nunez, the Board approved authorizing the Superintendent to advertise for new bids and accept low bids on currently advertised projects due to requisite number of advertising days and a need to move forward on projects, as presented by the Superintendent.
On the motion of Mrs. Theriot, seconded by Mrs. Nunez, the Board approved updates on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites' projects from Hoffpauir Architects, LLC, Cameron Parish School Board's Project Management Firm, as presented by James Hoffpauir, Architect, and Selena Cisneros, Engineer, Superintendent and Project Architects.
On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board approved returning the September meeting date to second Monday on September 9, 2013, as presented by the Superintendent.
On the motion of Mrs. Theriot, seconded by Mr. Nunez, the Board approved renaming and reorganization of district-level positions to align with district leadership needs in instructional support with other responsibilities, as presented by the Superintendent.
On the motion of Mrs. Nunez, seconded by Mrs. Theriot, the Board approved, with editorial revisions of Hammonds, Sills, Adkins and Guice, LLP, policies to align with the newly revised Bulletin 741, as presented by Mr. Bob Hammonds, Hammonds, Sills, Adkins and Guice, LLP:

On the motion of Mr. Nunez, seconded by Mr. Boudreaux, the Board received for 30 day review, recommendations to the following policies with recommendations by Mr. Bob Hammonds, Hammonds, Sills, Adkins & Guice, LLP, as presented by the Superintendent.

On the motion of Mrs. Nunez, seconded by Mr. Sanner, the Board received overview of the 2013 Regular Session of the Louisiana Legislature and Rights and Responsibilities of School Board Members, in accordance with ACT 705, School Board Member Training, as presented by Attorney Bob Hammonds, Hammonds, Sills, Adkins & Guice, LLP.
The Board voted to enter into executive session for the purpose of receiving updates on the following cases and issues, as presented by the Superintendent:

On the motion of Mr. Nunez, seconded by Mr. Boudreaux, the Cameron Parish School Board President was authorized to sign documents relative to completing settlements in the case entitled “Cameron Parish School Board vs. Aspect, et al, 38th JDC Docket No. 10-18673” (“the Johnson Bayou case”) with Noble Energy, Inc., Aspect Energy, LLC, Azimuth Energy, LLC, Texas Petroleum Investment Company, Elysium West, LLC and Elysium Jennings, LLC, subject to review by the Cameron Parish District Attorney. The Cameron Parish School Board President was also authorized to sign documents relative to completing a settlement in the case entitled “Cameron Parish School Board vs. Noble Energy, Inc., et al, 38th JDC, Docket No. 10-18669” (“the West Johnson Bayou case”) with Noble Energy, Inc., subject to review by the Cameron Parish District Attorney. The Cameron Parish School Board President was further authorized to sign any and all documents relative to completing settlements in the cases entitled “State of Louisiana and the Cameron Parish School Board vs. Central Crude, et al, 38th JDC Docket No. 10-18628” (“the Chalkley case”) and “Cameron Parish School Board vs. BP America Production Company, 38th JDC, Docket No. 10-18627” (“the West Hackberry case”), all subject to review by the Cameron Parish District Attorney.
