The Cameron Parish School Board met at its regular meeting on this date, members in attendance are: Marsha Trahan, Tracy Carter, Karen Nunez, James Boudreaux, R. Scott Nunez, Dwayne Sanner and Dorothy Theriot.
The prayer and the pledge were led by Mr. Nunez and Mrs. Nunez.
On the motion of Mrs. Nunez, seconded by Mrs. Carter, the Board approved the agenda.
On the motion of Mr. Boudreaux, seconded by Mr. Nunez, the Board approved the board minutes of the regular meeting of September 9, 2013, as prepared by the Superintendent.
On the motion of Mr. Nunez, seconded by Mrs. Theriot, the Board received the monthly report on property income prepared by Mr. Lee Bloch, Bloch, Briggs and Associates, as presented by the Superintendent.
On the motion of Mr. Nunez, seconded by Mrs. Theriot, the Board approved high bidders for surface lease bids on the following property, as facilitated by the Mrs. Trahan.

On the motion of Mrs. Nunez, seconded by Mrs. Theriot, the Board approved the following financial issues, as presented by Mrs. Michelle Trahan:
· Authorization of payment of the bills
· Receipt of Financial Statement and Reports of Current Investments
· Receipt of monthly report on FEMA Project Worksheets, as prepared by Hoffpauir Architects
· Cancellation of Community Disaster Loan with $3,900,717 left to expend and no payment required on entire amount
· Receipt of actual cost of 2013 thirteenth checks
· Receipt of finalized 2013 Tax Roll from Tax Assessor
On the motion of Mrs. Theriot, seconded by Mrs. Nunez, the Board approved Ross Bus Sales as low bidder on the following bus purchases, as presented by the Superintendent:

On the motion of Mr. Nunez, seconded by Mr. Boudreaux, the Board approved funding of 13th check at 100% for employee on sabbatical, as presented by the Superintendent. Nay: Dwayne Sanner
On the motion of Mr. Nunez, seconded by Mrs. Carter, the Board authorized District Attorney Cecil Sanner to develop an interagency agreement with the Cameron Parish Sheriff’s Office for the purpose of contracting deputies through a monthly reimbursement process at a rate of approximately $2500 per month, per deputy, plus benefits, from the first day through the last day of school, as presented by the Superintendent and District Attorney Cecil Sanner.
On the motion of Mr. Nunez, seconded by Mr. Boudreaux, the Board approved current construction bid activities, as presented by James Hoffpauir, Project Management:

On the motion of Mrs. Theriot, seconded by Mr. Boudreaux, the Board approve Grand Lake High School Playground – CDBG – low bid received and accepted September 30, 2013 from Priola Construction Corporation on the motion the Board approved authorizing the Superintendent to accept low bids on currently advertised projects due to requisite number of advertising days and a need to move forward on projects, as presented by Hoffpauir Project Management.
On the motion of Mrs. Theriot, seconded by Mr. Boudreaux, the Board approved updates on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites' projects from Hoffpauir Architects, LLC, Cameron Parish School Board's Project Management Firm, as presented by James Hoffpauir, Architect, and Selena Cisneros, Engineer.
On the motion of Mr. Nunez, seconded by Mr. Boudreaux, the Board received enrollment figures as of October 1, 2013, as presented by the Superintendent.
On the motion of Mrs. Nunez, seconded by Mr. Boudreaux, the Board received correspondence through District Attorney Cecil Sanner on status of Attorney General’s decision in reference to hiring specific additional Special Counsel, as presented by District Attorney Cecil Sanner and read by the Superintendent.

On the motion of Mrs. Nunez, seconded by Mr. Boudreaux, at the request of President Marsha Trahan, the Board amended the agenda for October 21, 2013 to add executive session to item 13 on the agenda with regard to the interview with Mr. Richard Gerard as Special Counsel to Cameron Parish School Board for advice and consultation regarding the employment contract of the Superintendent and to move the item to the bottom of the agenda.
On the motion of Mrs. Nunez, seconded by Mr. Nunez, the Board approved moving November meeting to Tuesday, November 12, and establish 4:00 PM official time for Finance Committee Meetings and 5:00 PM official time for Cameron Parish School Board monthly meetings, effective with the November 2013 regularly scheduled meeting, as presented by the Superintendent. Nays: Dwayne Sanner, Dot Theriot, Marsha Trahan
On the motion of Mr. Nunez, seconded by Mr. Sanner, the Board approved requesting two hours of Professional Development in Academic Updates per Act 705 of 2010, from 2:00 – 4:00 PM, on Tuesday, November 12, 2013, prior to the Finance Committee and School Board meetings, as presented by the Superintendent.
On the motion of Mrs. Nunez, seconded by Mr. Nunez, the Board approved policy EGAC Health and Group Hospitalization Insurances with recommendations of Hammonds, Sills, Adkins & Guice, LLP, as presented by the Superintendent.
On the motion of Mrs. Theriot, seconded by Mrs. Nunez, the Board received for 30 day review, with recommendations of Hammonds, Sills, Adkins & Guice, LLP, revision to the following policies, in accordance with Acts of the 2013 Regular Legislative Session, as presented by the Superintendent.

On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board approved use of Title II funds, to the extent available, to reimburse teachers for tuition expenses with the following guidelines as recommended by school administrators, as presented by the Superintendent.
· Summer 2013 for teachers employed in 2012-013 and 2013-14
· Fall 2013 and Spring 2014 for teachers employed in 2013-14
· Maximum reimbursement to be no greater than $750. per course, (tuition only, no fees), 2 courses each per fall and spring semesters, Southern Association of Colleges and Schools accredited institutions only
· Reimbursement only paid for courses with final transcript grade of C or higher
On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board approved utilizing time previously spent at school level to substitute for October 25, 2013 Teacher In-Service, as presented by the Superintendent.
The Board voted to enter into executive session for the purpose of interviewing Mr. Richard Gerard as potential Special Counsel, as presented by the Superintendent:

At the conclusion of Executive Session, President Trahan reported that the Board interviewed Mr. Gerard as special counsel and made a determination that he would not be eligible at this time.
On the motion of Mrs. Nunez, seconded by Mrs. Carter, the Board approved requesting District Attorney Cecil Sanner recommend two attorneys to interview and to send appropriate resolution to Attorney General’s Office for Cameron Parish School Board.
On the motion of Mrs. Nunez, seconded by Mrs. Carter, the Board adjourned the regular school board meeting.
