Parish of Cameron

The Cameron Parish School Board met at its regular meeting on this date, members in attendance are: Marsha Trahan, Tracy Carter, Karen Nunez, James Boudreaux, R. Scott Nunez, Dwayne Sanner and Dorothy Theriot.

 

The prayer and the pledge were led by Mr. Nunez and Mr. Boudreaux.

 

On the motion of Mr. Boudreaux, seconded by Mrs. Theriot, the Board approved the agenda.

 

On the motion of Mr. Nunez, seconded by Mr. Sanner, the Board approved the minutes of the February 10, 2014, Cameron Parish School Board meetings, as presented by the Superintendent.

 

On the motion of Mrs. Carter, seconded by Mrs. Nunez, the Board received presentation of Quarterly Report, as presented by Dr. Geoffrey Collins and Trainer Travis Theriot, Center for Orthopaedics.

 

On the motion of Mrs. Carter, seconded by Mrs. Nunez, the Board received the following reports, as presented by Mr. Lee Bloch, Bloch, Briggs and Associates, Mr. David Bruchhaus, Mudd and Bruchhaus, LLC.

·         Monthly report on property income, including future reports reflecting previous month to denote all payments received within a month.

·         Update on potential property exchange with U.S. Fish & Wildlife

 

On the motion of Mrs. Theriot, seconded by Mr. Nunez, the Board approved the mineral lease development issues on Chalkley section (Sect. 16T12SR6W) with United World Energy, as presented by Mr. Lee Bloch, Bloch, Briggs and Associates, Mr. David Bruchhaus, Mudd and Bruchhaus, LLC.

 

A.    Voluntary Unit Agreement

B.    Lease Extension in order to drill a committed well.

 

The motion of Mr. Sanner, seconded by Mrs. Theriot,  to enter into a partnership with SOWELA Technical Community College for the purpose of offering in the fall of 2014, online courses in English and mathematics for credit that would be accepted by all Louisiana public colleges and universities, adding online introductory process technology and safety courses for credit in the spring of 2015, and revisiting face-to-face instruction and any purchases of hands-on equipment at a later day when SOWELA instructors might become available failed.  Nays: Karen Nunez, James Boudreaux, Tracy Carter, Scott Nunez

 

On the motion by Scott Nunez, seconded by Tracy Carter, the Board approved offering low cost, online credit courses through SOWELA Technical Community College only if no additional Cameron Parish School Board teachers were hired to facilitate the courses. Vice Chancellor of Academic Affairs, Paula Hellums, clarified that exact per credit hour course cost and waivers of non-mandatory fees would be determined by the SOWELA finance office, in conjunction with decisions of the Board of Regents.

 

On the motion of Mr. Nunez, seconded by Mrs. Carter, the Board received presentation of Ms. Jackie Decareaux, Branch Manager, Pelican State Credit Union, and approved offer to include Cameron Parish School Board Employees in their services now rendered to employees of other Cameron Parish governmental agencies, as presented by Mrs. Trahan and Ms. Decareaux.      

 

 

                        On the motion of Mrs. Theriot, seconded by Mrs. Carter, the Board approved the following financial issues, as presented by Mrs. Michelle Trahan:

 

·         Authorization of payment of the bills

·         Report of Finance Committee

·         Receipt of Financial Statement and Reports of Current Investments

·         Receipt of Eagle Asset Management February Report

·         Agreement to work toward a five year budget projection

·         Update on March 6, 2014 Millage Training

·         Official announcement that millage rates will be set by the Cameron Parish School Board at the April 14, 2014 meeting of the Cameron Parish School Board at 5:00 PM, at the Cameron Parish School Board Office, 510 Marshall Street, Cameron, LA

·         Receipt of monthly report on FEMA Project Worksheets, as prepared by Hoffpauir Architects

 

On the motion of Mrs. Nunez, seconded by Mr. Boudreaux, the Board approved current construction bid activities, as presented by James Hoffpauir, Project Management:

None at this time

 

C.  Quote out for response-   James Hoffpauir, Project Management

·         None at this time.

 

D.   Approval of bid and quote awards- Architects and Project Management

On the motion of Mrs. Nunez, seconded by Mr. Boudreaux, the Board approved updates on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites' projects from Hoffpauir Architects, LLC, Cameron Parish School Board's Project Management Firm, as presented by James Hoffpauir, Architect.

 

On the motion of Mrs. Theriot, seconded by Mrs. Nunez, the Board received update on Early Childhood Community Network Pilot, as presented by Mrs. Boudreaux.

 

On the motion of Mrs. Theriot, seconded by Mrs. Carter, the Board approved winter storm make-up days for Hackberry High School, Johnson Bayou High School and South Cameron High School as follows: Friday, April 4, 2014 (full day prior to high stakes test week) and Thursday, April 17, 2014 (originally half-day prior to Easter holidays), as recommended by school administrators and presented by the Superintendent.

 

                        On the motion of Mr. Boudreaux, seconded by Mrs. Carter, the Board approved the 2014-15 school calendars, as presented to school administrators for review and input and presented by the Superintendent.

 

The Board voted to enter into executive session for the purpose personnel matters, as presented by President Marsha Trahan:
