Parish of Cameron

The Cameron Parish School Board met at its regular meeting on this date and meeting was called to order at 5:00 pm, members in attendance are: Marsha Trahan, Christi Labove, John Canik, Sheila Miller, Sharon Picou, and Joseph Delcambre

Arrived @ 5:24 pm- Paula Smythe   Absent: Rhonda Boudreaux

 

The prayer and the pledge were led by Mr. Delcambre and Mr. Canik.

 

                          On the motion of Mrs. Picou, seconded by Mrs. Labove, the Board approved the agenda.

 

On the motion of Mrs. Picou, seconded by Mr. Canik, the Board approved the minutes of the July 11, 2016 regular meeting of the Cameron Parish School Board, as prepared by the Superintendent.

 

On the motion of Mrs. Miller, seconded by Mrs. Labove, the Board approved for 30 day review revisions to Policy IDFA-Interscholastic Athletics, as presented by Mr. Stevie Barnett.

 

On the motion of Mrs. Miller, seconded by Mrs. Labove, the Board approved for 30 day review revisions to the Cameron Parish School Board Pupil Progression Plan as presented for input to local stakeholders committee, as presented by Mrs. Stephanie Rogers.

 

On the motion of Mrs. Miller, seconded by Mrs. Picou, the Board approved revisions to Policy JCDA, Student Code of Conduct for 2016-2017, per annual Discipline Policy Review Committee meeting, that guidelines be consistent throughout entire parish, as presented at the June 2016 Cameron Parish School Board meeting, as presented by Supervisor Stephanie Rogers.

 

                          The Board received information on the following land issues as prepared by Mr. Lee Bloch- Bloch, Briggs & Associates:

 

1.   Operational Updates

      A. September surface lease sales

      B. Mitigation Banking

      C. Projected well update- United World Energy

      D. Potential Mineral lease

      E. USDA- Wild Boar Population Control

      F.  Developing Issues

                   1. Road Usage

                   2. Possible Ducks Unlimited Project

2.  Monthly report on property income

 

                          On the motion of Mrs. Picou, seconded by Mrs. Labove the Board accepted Michael R. Rue as high bidder on Cameron Parish School Board Section 16T12SR6W Surface Lease, as presented by Mr. Lee Bloch- Bloch, Briggs & Associates.

            

The Board received information on payment of the bills, as presented by Mrs. Michelle Trahan.

 

The Board received Financial Statement and Reports of Current Investments, as presented by Mrs. Michelle Trahan.

 

On the motion of Mrs. Trahan, seconded by Mrs. Labove, the Board approved revisions to Bus Driver Salary Schedules, as presented by Mrs. Michelle Trahan.

 

The Board received information on NCLB-No Child Left Behind- MOE- Maintenance of Effort status notification, as presented by Mrs. Michelle Trahan.

 

On the motion of Mrs. Miller, seconded by Mr. Canik, the Board approved the Louisiana Compliance Questionnaire as requested by Gragson, Casiday and Guillory, L.L. P., as presented by Mrs. Michelle Trahan.

 

The Board received monthly report on FEMA Project Worksheets, as prepared and presented by Mr. James Hoffpauir, Hoffpauir Architects.

 

The Board received Official announcement that the millage rates will be set by the Cameron Parish School Board at the September 12, 2016 meeting of the Cameron Parish School Board at 5:00 PM, at the Cameron Parish School Board Office, 510 Marshall Street, Cameron, LA, as presented by Mrs. Michelle Trahan.

 

The Board discussed the Budget for 2016-2017 fiscal year, budget to be adopted at the September 12, 2016 meeting of the Cameron Parish School Board at 5:00 PM, at the Cameron Parish School Board Office, 510 Marshall Street, Cameron, LA, as presented by Mrs. Michelle Trahan.

 

On the motion of Mrs. Miller, seconded by Mrs. Picou, the Board accepted the Final Budget for the 2015-2016 fiscal year, as presented by Mrs. Michelle Trahan.

 

The Board received reports on current construction bid activities, as presented by Mr. James Hoffpauir, Hoffpauir Project Management Team:

 

A.          Projects to be bid-   James Hoffpauir, Project Management

·        South Cameron High School Parking Lot- FEMA PW4813- pending FEMA Obligation- no bid date set

B.           Projects out for bid/quotes-   James Hoffpauir, Project Management

o   None at this time.

 

C.          Quote out for response-   James Hoffpauir, Project Management

o   None at this time.

 

D.           Approval of bid and quote awards- Architects and Project Management

o   None at this time.

 

On the motion of Mrs. Trahan, seconded by Mr. Canik, the Board approved authorizing the Superintendent to advertise for new bids and accept low bids on currently advertised projects due to requisite number of advertising days and a need to move forward on projects, as presented by the Superintendent.

 

The Board received updates on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites' projects from Hoffpauir Architects, LLC, Cameron Parish School Board's Project Management Firm, as presented by Hoffpauir Architects, LLC and Project Architects.    

 

On the motion of Mrs. Miller, seconded by Mrs. Smythe, the Board approved revisions to Cameron Parish School Board Policy GBE, to clarify allotment of teacher aides to schools, changing the policy to state that an aide to be assigned to each Kindergarten, as presented by the Superintendent.

 

On the motion of Mrs. Miller, seconded by Mrs. Picou, the Board approved revisions to Policy IEC, to clarify Cameron Parish’s target for teacher to student ratio (class size), to set the maximum number to 22 students per class in grades K-3 and to change the maximum number to 24 per class in grades 4-12, as presented by the Superintendent.

 

On the motion of Mrs. Miller, seconded by Mrs. Smythe, the Board approved Certified Instructional Personnel Evaluation Draft, as presented by the Superintendent.

 

On the motion of Mrs. Miller, seconded by Mrs. Picou, the Board authorized the Superintendent to enter into contract negotiations for possible certified candidates for Educational Diagnostician and Social Worker, as presented by the Superintendent.

Superintendent’s Report

August 08, 2016

 

Please accept this report regarding my efforts to meet the following Performance Objectives as outlined in Exhibit A of my employment contract:

1.     Human Resource Management

a.     Completed the annual evaluations of the Central Office staff.

b.     Met with representative of School Bus Drivers employee group.

c.     Observed school bus driver safety meeting and orientation meeting for new system employees.

d.     Participated in District Planning Call with C & I staff and representatives of LDOE Network Team.

e.     Participated in back-to-school in-services for system teachers.

 

2.     District Operations and Financial Management

a.     Conducted/hosted back-to-school in-service meeting for all school-level administrators and curriculum and instruction staff.

b.     Met with JBHS architect to review/inspect proposals for correcting board approved solutions to several construction issues.

c.     Participated in conference call with Project Management Team, school system insurers, and GOHSEP representatives to discuss appeal process for recent de-obligation of a PW.

3.     Student Growth and Achievement

a.     Attended Every Student Succeeds Act (ESSA) discussion/input meeting at LCB Academy in Lake Charles.

b.     Received testing data and phone conference with LDOE for spring 2016 testing in grades 3 – 8.

c.     Observed District Common Assessments (DCA) and Student Learning Target (SLT) writing teams for various grade levels, as well as Teacher Collaboration meetings.

 

4.     Communication and Community Relations

a.     Met with representative of the Louisiana Federation of Teachers to discuss a membership drive in Cameron Parish.

b.     Conducted interview with KPLC focusing on why teachers should consider working in Cameron Parish.

 

On the motion of Mrs. Picou, seconded by Mr. Canik, the Board adjourned the regular school board meeting at 7:46 p.m.
