The Cameron Parish School Board met at its regular meeting on this date and meeting was called to order at 5:00 pm, members in attendance are: Marsha Trahan, Rhonda Boudreaux, John Canik, Sheila Miller, Sharon Picou, Joseph Delcambre. and Paula Smythe. Absent: Christi Labove
The prayer and the pledge were led by Mrs. Smythe and Mrs. Trahan.
On the motion of Mrs. Miller, seconded by Mrs. Boudreaux, the Board held a roll call vote to amend the agenda by adding an agenda item to employ Special Public Finance Legal Counsel to the Cameron Parish School Board and providing for other matters in connection therewith. It is in the form written and submitted a copy to each member.

On the motion of Mrs. Boudreaux, seconded by Mrs. Picou, the Board approved the agenda.
On the motion of Mrs. Trahan, seconded by Mrs. Miller, the Board approved the minutes of the November 7, 2016 regular meeting of the Cameron Parish School Board, as prepared by the Superintendent.
On the motion of Mrs. Miller, seconded by Mrs. Picou, the Board held a roll call vote to employ Special Public Finance Legal Counsel for the Cameron Parish School Board and providing for other matters in connection therewith. It is in the form written and submitted a copy to each member.

The Board received presentation of Quarterly Report for the period of August through October 2016, as presented by Trainer Jason Rodriguez, Center for Orthopaedics.
The Board received information on the following land issues as prepared by Mr. Lee Bloch- Bloch, Briggs & Associates:
A. Monthly report on property income
B. Notice from United World Energy that they will commence operations on the CPSB #1 Chalkley/ Pine Pasture in Compliance with agreement
On the motion of Mrs. Miller, seconded by Mr. Canik, the Board approved a refund request for overpayment for alligator eggs-Huntin Cajun Enterprises, as prepared by Mr. Lee Bloch- Bloch, Briggs & Associates and presented by the Superintendent.
The Board received information on payment of the bills, as presented by Mrs. Michelle Trahan.
The Board received Financial Statement and Reports of Current Investments, as presented by Mrs. Michelle Trahan.
The Board received monthly report on FEMA Project Worksheets, as prepared and presented by Mr. James Hoffpauir, Hoffpauir Architects.
The Board received reports on current construction bid activities, as presented by Mr. James Hoffpauir, Hoffpauir Project Management Team:
A. Projects to be bid- James Hoffpauir, Project Management
● South Cameron High School Parking Lot- FEMA PW4813- pending FEMA Obligation letter received November 23, 2016- Bid Date TBD

On the motion of Mrs. Trahan, seconded by Mrs. Picou, the Board approved award of bid for Hackberry High School Entry Canopy Bid 2016-09-13 to Sam Istre Construction Co., Inc. as low bidder for the project, as presented by the Superintendent.
On the motion of Mrs. Miller, seconded by Mrs. Boudreaux, the Board approved authorizing the Superintendent to advertise for new bids and accept low bids on currently advertised projects due to requisite number of advertising days and a need to move forward on projects, as presented by the Superintendent.
The Board received updates on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites' projects from Hoffpauir Architects, LLC, Cameron Parish School Board's Project Management Firm, as presented by Hoffpauir Architects, LLC and Project Architects.
On the motion of Mrs. Trahan, seconded by Mrs. Boudreaux, the Board approved revisions on policies to align with the 2016 Louisiana Legislative Session, as presented by the Superintendent.

The Board received for 30-day review revision to Policy GBRA-Employee Conduct, as presented by the Superintendent.
On the motion of Mrs. Miller, seconded by Mrs. Trahan, the Board approved revisions to policy IDFA- Interscholastic Athletics, as presented by Mr. Stevie Barnett and the Superintendent.
The Board received information on request of waiver of BESE Policies on Accountability as it relates to calculation of Hackberry High School 2016 PS, as presented by the Superintendent.
On the motion of Mrs. Miller, seconded by Mrs. Picou, the Board approved granting out-of-state travel to the Grand Lake High School fourth grade classes to travel to Orange, Texas to watch a musical production titled “Rock the Presidents”, on February 17, 2017. Transportation by school bus with certified driver, as presented by the Superintendent.
On the motion of Mrs. Miller, seconded by Mrs. Boudreaux, the Board took no action on the election of Board Officers per policy BBA, as presented by the Superintendent.
On the motion of Mrs. Trahan, seconded by Mrs. Miller, the Board approved the dates for the 2017 Cameron Parish School Board meetings, schedule as follows, as presented by the Superintendent:

On the motion of Mrs. Miller, seconded by Mr. Canik, the Board approved the Cooperative Endeavor Agreement with the Louisiana Fur and Wildlife Festival for events to be held January 12, 2017 through January 14, 2017, as presented by the Superintendent.

Please accept this report regarding my efforts to meet the following Performance Objectives as outlined in Exhibit A of my employment contract:
1. Human Resource Management
a. Met with parish Athletic Director to continue work toward revising parish athletic participation policy.
b. Participated in conference call related to COMPASS scores for teachers and how those scores can affect teacher tenure.
2. District Operations and Financial Management
a. Attended meeting related to Cameron Meadows 16th section and nearby sections impacted by a coastal restoration project.
b. Participated in conference call with representatives of Cameron LNG LLC to continue negotiations on the proposed Cooperative Endeavor Agreement.
c. Met with legal counsel and local architect to discuss plans for closing out construction projects.
3. Student Growth and Achievement
a. Participated in District SPS Data call with LDOE to receive/review school and district performance score data.
b. Participated in conference with representatives of LDOE to prepare waiver request for Hackberry High School SPS calculation.
c. Participated in Superintendent’s Conference call with Superintendent White.
d. Participated in LDOE District Planning Call with Curriculum and Instruction Staff.
4. Communication and Community Relations
a. Attended the Veteran’s Day Programs at South Cameron High School and Hackberry High School.
b. Met with representatives of Venture Global prior to Open House sponsored by Venture Global Calcasieu Pass LLC.
c. Received student/school submissions for annual Cameron Parish School Board Christmas Card Design.
d. Attended faculty meeting at South Cameron High School.
5. Organizational Leadership
a. Attended Superintendent’s Task Force Meeting at the LDOE to receive report on the Accountability Commission’s presentation.
On the motion of Mrs. Picou, seconded by Mrs. Boudreaux, the Board adjourned the regular school board meeting at 5:36 p.m.
