Parish of Cameron

The Cameron Parish School Board met at its regular meeting on this date at 5:00 pm and meeting was called to order, members in attendance were: Marsha Trahan, Robin Morales, Telesha Bertrand, Sheila Miller and Sharon Picou
Absent: Randall Faulk, Christi Labove and Joseph Delcambre
The prayer and the pledge were led by Mrs. Bertrand and Mrs. Miller.
On the motion of Mrs. Miller, seconded by Mrs. Bertrand, the Board approved the agenda.
On the motion of Mrs. Morales, seconded by Mrs. Miller, the Board approved the board minutes of the October 12, 2021 regular meeting of the Cameron Parish School Board, as presented by the Superintendent.
On the motion of Mrs. Miller, seconded by Mrs. Bertrand, the Board approved payment of the bills, as presented by Mrs. Michelle Trahan.
The Board received Financial Statement and Reports of Current Investments, as presented by Mrs. Michelle Trahan.
The Board received information on the monthly report on property income, as prepared by District Attorney Tom Barrett and Mr. Mike Cassidy- Cameron Parish District Attorney office.
The Board received information on a property proposal with the Louisiana Department of Wildlife and Fisheries, and the United States Fish and Wildlife Service, as presented by District Attorney Tom Barrett and Mr. Mike Cassidy- Cameron Parish District Attorney office.
On the motion of Mrs. Miller, seconded by Mrs. Trahan, the Board approved Cooperative Endeavor Agreement with the Cameron Parish Sheriff’s Office, as presented by District Attorney Tom Barrett and Mr. Mike Cassidy- Cameron Parish District Attorney office.
On the motion of Mrs. Miller, seconded by Mrs. Bertrand, the Board approved Hold Harmless Agreement for the Dewey St., Cameron Property, as presented by District Attorney Tom Barrett and Mr. Mike Cassidy- Cameron Parish District Attorney office.
The Board received reports on current construction bid activities, as presented by Mr. James Hoffpauir, Hoffpauir Project Management Team:
A. Projects to be bid/quotes
James Hoffpauir, Project Management
Ø Administration Building Restoration Repair Phase II out for bid November 11, 2021-
Ø Grand Lake High School- Final Phase Restoration Repairs- Out for Bid late October/November
Ø Grand Lake High School- Bleacher Cover at Softball Field- Out for bid December
Ø Johnson Bayou High School- Restoration Repair Phase II- preparing package for remaining damages including outdoor gym, concession building, fencing and other site damaged items
Ø Hackberry High School- VoAg- Demo and Rebuild- Project will be in Phase I. Anticipated out for bid early November/December 2021
Ø South Cameron High School- Various Final Restoration Repairs-Miscellaneous
Repairs to Athletic Field Structures (stadium, light poles, bleachers, press Box, Green House, etc.)- To receive bids in the next several months
Ø South Cameron High School New Gym Complex- Preliminary floor plan updated- to be reviewed by Superintendent and Principal
B. Projects out for bid/quotes- James Hoffpauir, Project Management
Ø None at this time
On the motion of Mrs. Miller, seconded by Mrs. Trahan, the Board approved to reject low bidder LA Tech, and accept next low bidder Acadian Security for Security Camera System Grand Lake High and Elementary School, as presented by the Superintendent
On the motion of Mrs. Trahan, seconded by Mrs. Miller, the Board approved authorizing the Superintendent to advertise for new bids and accept low bids on currently advertised projects due to requisite number of advertising days and a need to move forward on projects, as presented by the Superintendent.
The Board received updates on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites' projects from Hoffpauir Architects, LLC, Cameron Parish School Board's Project Management Firm, as presented by Hoffpauir Architects, LLC and Project Architects.
On the motion of Mrs. Miller, seconded by Mrs. Bertrand, the Board approved adoption of resolution to increase hourly rates for Special Counsel as approved by the Attorney General, as presented by the Superintendent.
The Board received update on COVID-19, as presented by the Superintendent.
The Board received update on information of Cameron Parish School Board 2020 Reapportionment / Redistricting proposal for professional services, as presented by the Superintendent.
The Board discussed and received updates on appraisal services for the Cameron Parish School Board building located at 510 Marshall St., Cameron, LA, as presented by the Superintendent.

Please accept this report regarding my efforts to meet the following Performance Objectives as outlined in Exhibit A of my employment contract:
1. Human Resource Management
a. Visited each school at least once a week to meet with administration regarding any issues and to visit various classrooms and teachers
b. Filled staffing vacancies by making a teacher itinerant-eliminated a hire
c. Attended MSU teacher fair on 10/11
d. Met with teachers at GLES on 10/26 to hear concerns regarding a teacher opening
2. District Operations and Financial Management
a. Worked with Police Jury and Sheriff to complete flooring project at Cameron Rec
b. Attended FF&E meeting at Donald Brinkman’s office on 10/7 regarding the new HHS
c. Met with Scooter Trosclair on 10/18 regarding some upcoming projects on the refuge that could impact Sec 16-15-5
d. Attended a meeting with parish officials at the Police Jury building regarding upcoming VNG projects
e. Attended meeting on 10/15 @ Mr. Barrett’s office regarding redistricting process
f. Attended construction meetings at Audrey Memorial on 10/14 & 10/28
3. Student Growth and Achievement
a. Met with all respective schools regarding students on the JPAMS truancy list
b. Reviewed grading summary prior to grade checkpoint date, notified schools of teachers not meeting requirements
4. Communication and Community Relations
a. Attended GLHS vs. Hamilton Christian on 10/15
b. Attended CRPR meeting on 10/20
c. Attended State Fair Livestock in Shreveport-10/29-10/31
5. Organizational Leadership
a. Participated in monthly school system planning call on 10/1
b. Attended staffing meeting on 10/12 with the Bailey Group regarding RTIs
c. Participated in SWLA Superintendents meeting via Zoom on 10/21
On the motion of Mrs. Miller, seconded by Mrs. Morales, the Board adjourned the regular school board meeting at 5:40 pm.
