Parish of Cameron

The Cameron Parish School Board met at its regular meeting on this date at 5:02 pm and meeting was called to order, members in attendance were: Marsha Trahan, Robin Morales, Sheila Miller, Christi Labove, Sharon Picou, Joseph Delcambre and Randall Faulk
Absent: Telesha Bertrand
The prayer and the pledge were led by Mrs. Morales and Mrs. Picou.
On the motion of Mrs. Miller, seconded by Mrs. Morales, the Board approved the agenda.
On the motion of Mrs. Miller, seconded by Mrs. Picou, the Board approved the board minutes of the November 8, 2021 regular meeting of the Cameron Parish School Board, as presented by the Superintendent.
On the motion of Mrs. Miller, seconded by Mrs. Trahan, the Board approved payment of the bills, as presented by Mrs. Michelle Trahan.
The Board received Financial Statement and Reports of Current Investments, as presented by Mrs. Michelle Trahan.
The Board received information on the monthly report on property income, as prepared by District Attorney Tom Barrett and Mr. Mike Cassidy- Cameron Parish District Attorney office.
The Board received information on a property proposal with the Louisiana Department of Wildlife and Fisheries, and the United States Fish and Wildlife Service, as presented by District Attorney Tom Barrett and Mr. Mike Cassidy- Cameron Parish District Attorney office.
On the motion of Mrs. Miller, seconded by Mrs. Trahan, the Board approved Cooperative Endeavor Agreement with the Cameron Parish Sheriff’s Office, as presented by District Attorney Tom Barrett and Mr. Mike Cassidy- Cameron Parish District Attorney office.
On the motion of Mrs. Miller, seconded by Mrs. Bertrand, the Board approved Hold Harmless Agreement for the Dewey St., Cameron Property, as presented by District Attorney Tom Barrett and Mr. Mike Cassidy- Cameron Parish District Attorney office.
The Board received reports on current construction bid activities, as presented by Mr. James Hoffpauir, Hoffpauir Project Management Team:
A. Projects to be bid/quotes - James Hoffpauir, Project Management
Ø Grand Lake High School- Final Phase Restoration Repairs- Out for Bid mid-January 2022
Ø Grand Lake High School- Bleacher Cover at Softball Field- Out for bid in GLHS Final Phase to be released soon
Ø Johnson Bayou High School- Restoration Repair Phase II- preparing package for remaining damages including outdoor gym, concession building, fencing and other site damaged items
Ø Hackberry High School- VoAg- Demo and Rebuild- Project will be in one phase
Ø South Cameron High School- Various Final Restoration Repairs-Miscellaneous
Repairs to Athletic Field Structures (stadium, light poles, bleachers, press Box, Green House, etc.)- To receive bids in the next several months
Ø South Cameron High School New Gym Complex- Preliminary floor plan updated- to be reviewed by Superintendent and Principa
B. Projects out for bid/quotes- James Hoffpauir, Project Management
Ø Administration Building- Restoration Phase II- Bids to be received December 17, 2021 @ 10:00 am
C. Approval of bid and quote awards- Superintendent
Ø None at this time
On the motion of Mrs. Miller, seconded by Mrs. Picou, the Board approved authorizing the Superintendent to advertise for new bids and accept low bids on currently advertised projects due to requisite number of advertising days and a need to move forward on projects, as presented by the Superintendent.
The Board received updates on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites' projects from Hoffpauir Architects, LLC, Cameron Parish School Board's Project Management Firm, as presented by Hoffpauir Architects, LLC and Project Architects.
The Board received update on COVID-19, as presented by the Superintendent.
On the motion of Mrs. Miller, seconded by Mrs. Trahan, the Board approved proposal from Mike Hefner-Geographic Planning and Demographic Service, LLC for the Reapportionment / Redistricting professional services, as presented by the Superintendent.
On the motion of Mrs. Miller, seconded by Mr. Delcambre, the Board received updates on appraisal services for the Cameron Parish School Board building located at 510 Marshall St., Cameron, LA and will explore additional discussions of sale of building, as presented by the Superintendent.
On the motion of Mrs. Miller, seconded by Mrs. Picou, the Board approved revision to projected personnel positions for the 2021-2022 school year per CPSB Policy GBB, as presented by the Superintendent.
The Board received for review policies to align with the 2021 Louisiana Legislative Session- Act 102 and Act 275, as presented by the Superintendent:

On the motion of Mrs. Miller, seconded by Mrs. Picou, the Board approved the 2022 Cameron Parish School Board meetings, as presented by the Superintendent:

On the motion of Mrs. Trahan, seconded by Mrs. Picou, the Board approved the Cooperative Endeavor Agreement with the Louisiana Fur and Wildlife Festival, as presented by the Superintendent.
The Board received information on the release of scores from the LDOE, as presented by the Superintendent.
On the motion of Mrs. Miller, seconded by Mrs. Picou, the Board approved of the Spring 2022 Attendance Program, as presented by the Superintendent.

Please accept this report regarding my efforts to meet the following Performance Objectives as outlined in Exhibit A of my employment contract:
1. Human Resource Management
a. Visited each school at least once a week to meet with administration regarding any issues and also to visit various classrooms and teachers
b. Conducted 2nd principal’s meeting for 2021 on 11/9 @ SBO
c. Met with Mrs. Rogers and Mrs. Ray on 11/18 regarding a personnel issue at a school
2. District Operations and Financial Management
a. Met with Pete Pauley on 11/1 regarding the appraisal of the Admin Building
b. Attended phase II construction planning meeting @ GLHS on 11/17
c. Participated in rodeo pen relocation planning @ HHS on 11/18
d. Met with Nancy Sylvester on 11/30 regarding the status of our insurance claims
3. Student Growth and Achievement
a. Participated in conference call with LDOE on 11/30 regarding score releases
b. Met with Supervisors on 11/4 regarding spring observation requirements
4. Communication and Community Relations
a. Met with a representative from Partners in Children’s Safety of LC, Inc. on 11/4
b. Attended SCHS Veteran’s Day program on 11/9
c. Attended HHS Veteran’s Day program on 11/10
5. Organizational Leadership
a. Participated in a LDOE Superintendent’s call on 11/5
b. Attended annual School Law conference in Baton Rouge on 11/15 & 11/16
c. Participated in SWLA Superintendent’s meeting via Zoom on 11/4
d. Participated in LDOE Roundtable System Leaders call on 11/19
On the motion of Mrs. Miller, seconded by Mrs. Picou, the Board adjourned the regular school board meeting at 6:02 pm.
