Parish of Cameron

The Cameron Parish School Board met at its regular meeting on this date at 5:00 pm and meeting was called to order, members in attendance were: Marsha Trahan, Telesha Bertrand, Robin Morales, Christi Labove, Sharon Picou, Randall Faulk and Joseph Delcambre Absent: Sheila Miller

 

The prayer and the pledge were led by Mrs. Picou and Mr. Delcambre.

 

On the motion of Mrs. Picou, seconded by Mrs. Bertrand, the Board approved the agenda.

 

On the motion of Mrs. Picou, seconded by Mrs. Trahan, the Board approved the board minutes of the February 7, 2022 regular meeting of the Cameron Parish School Board, as presented by the Superintendent.

 

On the motion of Mr. Delcambre, seconded by Mrs. Bertrand, the Board approved payment of the bills, as presented by Mrs. Michelle Trahan.

 

The Board received Financial Statement and Reports of Current Investments, as presented by Mrs. Michelle Trahan.

 

The Board received information of official announcement that millage rates will be set by the Cameron Parish School Board at the April 11, 2022 meeting of the Cameron Parish School Board at 5:00 PM, at the Cameron Parish School Board Office, 510 Marshall Street, Cameron, LA, as presented by Mrs. Michelle Trahan.

 

The Board received information on the monthly report on property income, as prepared by District Attorney Tom Barrett and Mr. Mike Cassidy- Cameron Parish District Attorney office.

 

On the motion of Mr. Delcambre, seconded by Mrs. Trahan, the Board approved advertising the following 16 sections out for bid, as presented by Mr. Mike Cassidy-Cameron Parish District Attorney office:

·       16-T12S-R10W West Hackberry

·       16-T14S-R5W Little Chenier

·       16-T14S-R10W Rabbit Island

·       16-T15S-R6W Hog Bayou

·       16-T15S-R15W West Johnson Bayou

 

On the motion of Mrs. Picou, seconded by Mrs. Trahan, the Board approved advertising of alligator egg collection rights for the East side- (ie., East of the Calcasieu River to the Vermilion Parish line- Based on previous experience, the East Side allotment has been 1330 eggs), as presented by Mr. Mike Cassidy- Cameron Parish District Attorney office.

 

The Board received reports on current construction bid activities, as presented by Mr. James Hoffpauir, Hoffpauir Project Management Team:

A.              Projects to be bid/quotes - James Hoffpauir, Project Management

> Grand Lake High School- Final Phase Restoration Repairs- Out for Bid mid- April 2022

> Grand Lake High School- Bleacher Cover at Softball Field- Out for bid in GLHS Final Phase project to go out for bid April

> Johnson Bayou High School- Restoration Repair Phase II- preparing package for remaining damages including outdoor gym, concession building, fencing and other site damaged items

> South Cameron High School- Various Final Restoration Repairs-Miscellaneous

Repairs to Athletic Field Structures (stadium, light poles, bleachers, press Box, Green House, etc.)- Anticipated advertising early Summer 2022

> South Cameron High School New Gym Complex- Preliminary floor plan updated New covered basketball pavilion- Will be on grade (ground) level-Anticipate advertising in next two weeks

B.              Projects out for bid/quotes- James Hoffpauir, Project Management

> Covered Basketball Pavilion South Cameron High School- Bids to be received on Thursday, March 17, 2022 at 2:00 pm

 

On the motion of Mrs. Bertrand, seconded by Mrs. Picou, the Board approved of Garden City Construction Co. Inc., as low bidder at a cost of $3,602,000. for the Hackberry High School New Vo-Ag/ Smokehouse Building, as presented by James Hoffpauir, Project Management.

 

On the motion of Mrs. Trahan, seconded by Mrs. Morales, the Board approved authorizing the Superintendent to advertise for new bids and accept low bids on currently advertised projects due to requisite number of advertising days and a need to move forward on projects, as presented by the Superintendent.

 

The Board received updates on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites' projects from Hoffpauir Architects, LLC, Cameron Parish School Board's Project Management Firm, as presented by Hoffpauir Architects, LLC and Project Architects.

 

On the motion of Mrs. Picou, seconded by Mr. Faulk, the Board approved advertising for bids for the 2022-2023 school year on items noted, as presented by Superintendent:

1.       Copy Paper

2.       Official Journal

3.       Janitorial Supplies

4.       Paper Goods

 

On the motion of Mr. Delcambre, seconded by Mr. Faulk, the Board approved 13th check allocation for the 2021-2022 fiscal year at 7% of the employee’s base salary to be paid May 31, 2022, as presented by the Superintendent.

 

The Board received information on Covid-19 update, leave set to expire March 15, 2022 and will not be renewed at this time, as presented by the Superintendent.

 

The Board received quarterly report information from the Center for Orthopaedics, as presented by the Superintendent.

 

On the motion of Mr. Delcambre, seconded by Mrs. Picou, the Board discussed and approved recommendation to sale property located at 510 Marshall St. Cameron LA through bid process, as presented by the Superintendent.

Please accept this report regarding my efforts to meet the following Performance Objectives as outlined in

Exhibit A of my employment contract:

1. Human Resource Management

a.   Prepared and planned for staffing process in March

2. District Operations and Financial Management

a.    Met with Insurance reps on 2/7 and 2/21

b.    Met with reps from VG on 2/23 regarding building lease and purchase

c.    Met with David Brossett and Mr. Hoffpauir regarding Phase II of Admin Building repairs

d.    Met with Architect and Coaches @ GLHS to discuss plans for baseball/softball locker rooms

e.    Met with Hahn Enterprises on 2/22 @ GLHS regarding a quote for football bleacher expansion

f.     Attended SC Construction meeting on 2/24

3. Student Growth and Achievement

a.    Held C&I meetings with Supervisors on 2/10

b.    Visited each campus weekly to meet with administration regarding any issues and also visited various classrooms and teachers

c.    Met with Dr. Freeman on 2/9 via phone conference to discuss prelim plans for 22-23 learning walks

4. Communication and Community Relations

a.    Attended District Livestock show on 2/3-2/5

b.    Attended State Livestock show on 2/16-2/19

c.    Attended VG CAC meeting on 2/9

d.    Attended JBHS home basketball game vs. SCHS on 2/10

e.    Attended GLHS baseball and softball games on 2/22

5. Organizational Leadership

a.   Participated in SWLA superintendent’s call on 2/24

 

On the motion of Mrs. Picou, seconded by Mrs. Morales, the Board adjourned the regular school board meeting at 5:34 pm.
