Parish of Cameron

The Cameron Parish School Board met at its regular meeting on this date at 5:01 pm and meeting was called to order, members in attendance were: Marsha Trahan, Telesha Bertrand, Robin Morales, Sheila Miller, Sharon Picou and Randall Faulk

 Absent: Joseph Delcambre and Christi Labove

 

The prayer and the pledge were led by Mrs. Morales and Mrs. Bertrand.

 

            On the motion of Mrs. Miller, seconded by Mr. Faulk, the Board approved the agenda.

 

            On the motion of Mrs. Trahan, seconded by Mrs. Morales, the Board approved the board minutes of the June 13, 2022 regular meeting of the Cameron Parish School Board, as presented by the Superintendent.

 

            On the motion of Mrs. Miller, seconded by Mrs. Bertrand, the Board approved renewal of student and athletic accident insurance, as presented by Arthur J. Gallagher & Co., Public Entity Division.

 

            On the motion of Mrs. Bertrand, seconded by Mr. Faulk, the Board approved payment of the bills, as presented by Mrs. Michelle Trahan.

 

The Board received Financial Statement and Reports of Current Investments, as presented by Mrs. Michelle Trahan.

 

The Board received information and discussed initial draft of the 2022/2023 budget, as presented by Mrs. Michelle Trahan.

 

            The Board received information on the monthly report on property income, as prepared by Mr. Mike Cassidy- Cameron Parish District Attorney office.

 

On the motion of Mrs. Miller, seconded by Mrs. Bertrand, the Board approved adoption of amended resolution to increase hourly rates for Special Counsel as approved by the Attorney General, as presented by the Superintendent.

 

              The Board received reports on current construction bid activities, as presented by Mr. James Hoffpauir, Hoffpauir Project Management Team:

 

A.         Projects to be bid/quotes

  James Hoffpauir, Project Management

·        South Cameron High School- Various Final Restoration Repairs-Miscellaneous

Repairs to Athletic Field Structures (stadium, light poles, bleachers, press

Box, Green House, etc.)- Out for bids in August/December

·         South Cameron High School New Gym Complex- Preliminary Floor Plan updated. Out for bid beginning of December 2022

·         South Cameron High School- Men’s Restroom, Women’s Restroom and Concession Stand

B.         Projects out for bid/quotes-   James Hoffpauir, Project Management

·         None at this time

 

On the motion of Mrs. Trahan, seconded by Mrs. Miller, the Board approved of awarding Johnson Bayou High School- Restoration Repair Phase II-to low bidder Group Contractors LLC at $ 668,000, as presented by the Superintendent.

 

On the motion of Mrs. Trahan, seconded by Mrs. Miller, the Board approved authorizing the Superintendent to advertise for new bids and accept low bids on currently advertised projects due to requisite number of advertising days and a need to move forward on projects, as presented by the Superintendent.

 

The Board received updates on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites' projects from Hoffpauir Architects, LLC, Cameron Parish School Board's Project Management Firm, as presented by Hoffpauir Architects, LLC and Project Architects.   

 

            On the motion of Mrs. Miller, seconded by Mr. Faulk, the Board approved accepting bids for the items noted for the 2022-2023 school year, as presented by the Superintendent:

1.     Copy Paper Bid

2.     Janitorial Supplies Bid

3.     Paper Goods Bid

4.     Official Journal

 

            On the motion of Mrs. Miller, seconded by Mrs. Morales, the Board approved receiving information/ update regarding property at 510 Marshall St. Cameron, LA, and to not put property out for bid a second time, as presented by the Superintendent.

 

            On the motion of Mrs. Miller, seconded by Mrs. Morales, the Board approved the following contracts, as presented by the Superintendent:

            South Cameron High School- Principal Lindsey Fontenot

            Supervisor- Stevie Barnett

 

            The Board received the Superintendent’s Report, as presented by the Superintendent:

Please accept this report regarding my efforts to meet the following Performance Objectives as outlined in Exhibit A of my employment contract:

 

1.     Human Resource Management

a.     Scheduled evaluations for central office staff in July

b.     Met with an employee on 6/7 to discuss a testing irregularity

 

2.     District Operations and Financial Management

a.     Met with reps from VNG on 6/22 to discuss the bid and sale of Admin Building

b.     Met with Rep. Bourriaque and James Hoffpauir to discuss FEMA issues

c.     Participated in a Zoom with Mrs. Morales and Mr. Kevin Thompson from Taylor and Sons Financial to discuss Med Plus cost increase

d.     Met with architect and contractor on 6/20 at SCHS to discuss issues with basketball pavilion

 

3.     Student Growth and Achievement

a.     Attended Model Schools Conference with district supervisors and administrators 6/26-6/30

b.     Participated in day 2 scholarship interviews for Cameron LNG

 

4.     Communication and Community Relations

a.     Attended CPR Geaux meeting on 6/8

b.     Met with Deputy Savoie on 6/22 to discuss some school safety training ideas for the upcoming school year

c.     Attended the Hurricane workshop on 6/7 that was held at the police jury building

d.     Attended the 4H awards banquet in Baton Rouge on 6/21 receive an award and also watch a student receive one as well

 

5.     Organizational Leadership

a.     Participated in a superintendent collaboration on 6/3 with other superintendents across the state

 

On the motion of Mrs. Miller, seconded by Mrs. Picou, the Board took a roll call vote to enter into Executive Session for the purpose of discussion of evaluation of the Superintendent, as presented by President.

            On the motion of Mrs. Miller, seconded by Mrs. Bertrand, the Board took a roll call vote to enter into regular session, as presented by the President.

            On the motion of Mrs. Miller, seconded by Mrs. Bertrand, the Board approved evaluation of Superintendent and requested District Attorney review and amend evaluation tool, as presented by the President.

   

            On the motion of Mrs. Miller, seconded by Mrs. Morales, the Board adjourned the regular school board meeting at 6:03 pm.
