The Cameron Parish School Board met at its regular meeting on this date at 5:00 pm and meeting was called to order, members in attendance were: Telesha Bertrand, Robin Morales, Sheila Miller, Christi Labove, Joseph Delcambre, Randall Faulk and Sharon Picou Absent: Marsha Trahan

 

The prayer and the pledge were led by Mrs. Miller and Mrs. Picou.

 

On the motion of Mrs. Miller, seconded by Mrs. Picou, the Board approved the agenda.

 

On the motion of Mrs. Picou seconded by Mrs. Miller, the Board approved the board minutes of the October 10, 2022 regular meeting of the Cameron Parish School Board, as presented by the Superintendent.

 

On the motion of Mrs. Miller, seconded by Mrs. Morales, the Board approved payment of the bills, as presented by Mrs. Michelle Trahan.

 

The Board received Financial Statement and Reports of Current Investments, as presented by Mrs. Michelle Trahan.

 

The Board received information on the monthly report on property income, as prepared by Mr. Mike Cassidy- Cameron Parish District Attorney office.

 

On the motion of Mrs. Miller, seconded by Mrs. Bertrand, the Board approved to execute authorization for the Wildlife Service to appraise Cameron Parish School Board property for possible exchange, as presented by Cameron Parish District Attorney office.

 

On the motion of Mrs. Miller, seconded by Mrs. Bertrand, the Board approved to advertise lease for Section 16-13S-R13W due to failure to pay lease, as presented by Cameron Parish District Attorney office.

 

The Board received updated information on potential mineral lease, as presented by Cameron Parish District Attorney office.

 

The Board tabled discussion regarding Assistant District Attorney Michael Cassidy being placed on Cameron Parish School Board payroll/insurance in lieu of prior arrangement, as presented by District Attorney Tom Barrett.

 

The Board received reports on current construction bid activities, as presented by Mr. James Hoffpauir, Hoffpauir Project Management Team:

A.     Projects to be bid/quotes James Hoffpauir, Project Management

Pending Insurance and FEMA Review

> South Cameron High School – Various Final Restoration Repairs – Miscellaneous Repairs to Athletic Field Structures (Stadium Light Poles, Bleachers, Press Box, Green House, etc.)

> South Cameron High School – Men’s Restroom, Women’s Restroom and Concession Stand

> South Cameron High School New Gym Complex – Preliminary Floor Plan updated. Out for Bid, pending FEMA review.

B.           Projects out for bid/quotes- James Hoffpauir, Project Management > None at this time

C.           Approval of bid and quote awards-  Superintendent

> None at this time

 

On the motion of Mr. Delcambre, seconded by Mrs. Miller, the Board approved authorizing the Superintendent to advertise for new bids and accept low bids on currently advertised projects due to requisite number of advertising days and a need to move forward on projects, as presented by the Superintendent.

 

The Board received updates on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites' projects from Hoffpauir Architects, LLC, Cameron Parish School Board's Project Management Firm, as presented by Hoffpauir Architects, LLC and Project Architects.

 

On the motion of Mrs. Miller, seconded by Mr. Faullk, the Board approved granting out-of- state travel to Hackberry High School Students- Pre-K through 2nd Grade travel to Beaumont, TX Children’s Museum- STEM Center on November 17, 2022- transportation will be by school bus, as presented by the Superintendent.

 

On the motion of Mrs. Miller, seconded by Mrs. Picou, the Board approved placing Lunch Room Director on the Central Office 12-month Teacher Salary Schedule, as presented by the Superintendent.

 

On the motion of Mr. Delcambre, seconded by Mr. Faulk, the Board approved counsel to enter into contract negotiations for buy/sell agreement with buyer/seller stipulations regarding the sale of property located at 510 Marshall St., Cameron, LA, as presented by the Superintendent.

 

On the motion of Mrs. Miller, seconded by Mrs. Morales the Board approved Cooperative Endeavor Agreement with the Louisiana Fur and Wildlife Festival, as presented by the Superintendent.

Superintendent’s Report

November 7, 2022

 

Please accept this report regarding my efforts to meet the following Performance Objectives as outlined in Exhibit A of my employment contract:

1. Human Resource Management

a.       Visited each school at least once a week to meet with administration regarding any issues and to visit various classrooms and teachers

b.       Conducted interviews for new Food and Nutrition Director on 10/25

2. District Operations and Financial Management

a.       Met with DA and Tax assessor to discuss tax dollar info from LNGs on 10/5 and 10/21

b.       Attended FEMA meeting at the Hoffpauir’s on 10/20 in regards to the SC Gymnasium rebuild

c.       Met DA, Tax Assessor, and a rep from Cheniere on 10/27 to discuss tax dollars

d.       Attended meeting on 10/31 with Mr. Hoffpauir, Justin G, and C. Ladner for update on FEMA requests for SC GYM

3. Student Growth and Achievement

a.       Held district wide PD day on 10/12 with multiple mini-sessions for our faculty and staff to learn and grow in their profession

b.       Participated in Ed Rising Field trip here at central office on 10/17 for all aspiring educators

4. Communication and Community Relations

a.       Met with Patricia Prudhomme with Christus St. Patrick, regarding a partnership on school/community development

b.       Attended check presentation for SC Tarpon Mart with Venture Global and Focus Foods on 10/5

c.       Attended GLHS vs. Welsh football on 10/6

d.       Attended CPR Geaux Meeting on 10/19

e.       Attended State Fair Livestock in Shreveport-10/28-10/30

5. Organizational Leadership

a.       Participated in monthly school system planning call on 10/7

b.       Participated in group book study with supervisors on 10/20 @ HHS

c.       Participated in SWLA Superintendents meeting on 10/27

 

On the motion of Mrs. Picou, seconded by Mrs. Miller, the Board adjourned the regular school board meeting at 5:30 pm.
