Cameron, Louisiana

February 18, 2002

 

The Cameron Parish School Board met in special session at 3:00 p.m. on this date with the following members present:  Pat Howerton - President, Glenda Abshire, Clifton Morris, Tony Johnson, Marvin Trahan, and Clarence Vidrine.  Absent: None.

 

On motion of Mr. Morris, seconded by Mr. Johnson, the Board approved hiring personnel as follows:

 

Linda Vining - (transfer) - Teacher’s Aide - Johnson Bayou High School

Betty Phillips - Food Service Technician (6 hr.) - Johnson Bayou High School

Christine Gothreaux - Food Service Technician (7 hr.) - Grand Lake High School

 

On motion of Mr. Johnson, seconded by Mrs. Abshire, the Board tabled revising Board Meeting dates.

 

Comments were heard from Dot Theriot and Teddy Broussard before the item on reapportionment was considered.

 

Comments were heard from Lyndon Miller, consultant on reapportionment.

 

A motion by Mrs. Abshire, seconded by Mr. Morris, that the Board approve Reapportionment Proposal #1 (with one at-large member), failed in a tied vote.  The vote is recorded as follows:

 

     YEAS:         Mr. Morris, Mrs. Abshire, Mr. Howerton

    NAYS:          Mr. Johnson, Mr. Trahan Mr. Vidrine

ABSENT:          None

 

A motion by Mr. Trahan, seconded by Mr. Johnson, that the Board approve Reapportionment Proposal #4 (with one at-large member) failed in a tied vote.  The vote is recorded as follows:

 

     YEAS:         Mr. Trahan, Mr. Johnson, Mr. Vidrine

    NAYS:          Mr. Morris, Mrs. Abshire, Mr. Howerton

ABSENT:          None

 

On motion of Mrs. Abshire, seconded by Mr. Morris, the Board approved Reapportionment Proposal #1 (with no at-large member). (Resolution attached.) The vote is recorded as follows:

 

     YEAS:         Mr. Trahan, Mr. Morris, Mr. Howerton, Mr. Johnson, Mrs. Abshire

    NAYS:          Mr. Vidrine

ABSENT:          None

RESOLUTION

 

STATE OF LOUISIANA

PARISH OF CAMERON

 

BE IT RESOLVED by the Cameron Parish School Board in special session convened on this 18th day of February, 2002, that:

 

WHEREAS, under the provisions of Louisiana Revised Statutes 17:71.1, 71.3, 71.6, and 18:532 and that Cameron Parish School Board is authorized to reapportion itself so that each member thereof represents as nearly the same number of constituents as is possible as is required by decisions of the United States Supreme Court; and

 

WHEREAS, under the provisions of Louisiana Revised Statutes 17:71.5, 71.3, 71.6,  and 18:532, the Cameron Parish School Board is required to reapportion itself based upon each decennial census, the last such census having been taken in 2000; and

 

WHEREAS, Louisiana Revised Statutes 17:71.3, 71.5, and 18:532 specifically provide that school boards may create such special school board election districts as they deem desirable, which districts need not be coterminous with the wards that may be created by any governing authority, but that after January 1, 1984, such election districts shall contain whole election precincts established by the parish governing authority under L.R.S. 18:532 or 532.1; and

 

WHEREAS, the Cameron Parish School Board has examined its apportionment and the populations of its six (6) presently existing districts as established by Resolution of the Cameron Parish School Board in special session convened on February 18, 2002, and determined that according to the 2000 decennial census the populations of the various districts are as follows:

WHEREAS, the Cameron Parish School Board has further examined the populations of the various election precincts established by the Cameron Parish Police Jury under L.R.S. 18:532 and 532.1 following the 2000 decennial census, and has determined the following precincts:

BE IT THEREFORE RESOLVED THAT:

 

Section 1: The Cameron Parish School Board is hereby apportioned into six (6) election districts identified as shown on plat attached hereto and made a part hereof as Exhibit "A" and more particularly described as follows:

 

District 1:

(See attached description.)

 

 

Section  2:  All present members of the Cameron Parish School Board shall serve in that position until their present term expires. If a vacancy occurs, by virtue of death, removal, and resignation of otherwise of any member of the Cameron Parish School Board now presently serving, then said vacancy shall be filled in the manner provided by law; and if an election is

necessary, said election shall be conducted from the district in which said member is a qualified elector at the time of the adoption of this Resolution.

 

Section 3: Except as provided herein above, the six members of the Cameron Parish School Board shall be elected at the Congressional elections beginning in 2002 shall serve four year concurrent terms beginning January 1 following their election as provided by Louisiana Revised Statute 17:52.

 

Section 4: This Resolution shall be effective upon its approval by the Department of Justice of the United States of America as provided by law.

The foregoing Resolution was considered and a vote thereon was called for with the following result:
