            The Committee met on this date at 3:00 p.m. with the following members present: Loston McEvers, Dot Theriot, Dwayne Sanner, Pat Howerton, and Rachel Abadie; members absent:  Marvin Trahan and Patty Morris.

           

            On motion of Mrs. Abadie, seconded by Mr. Howerton, the Board approved the agenda.

           

            On motion of Mr. Howerton, seconded by Mrs. Theriot, the Committee received the monthly financial statement.

 

On motion of Mr. Howerton, seconded by Mrs. Abadie, the Committee received the report of payment of bills.

 

            On motion of Mr. Howerton, seconded by Mr. Sanner, the Committee adjourned.

CAMERON PARISH SCHOOL BOARD

            The Cameron Parish School Board met in regular session on this date with the following members present:  Loston McEvers,  Dot Theriot, Rachel Abadie, Pat Howerton, Dwayne Sanner; members absent: Patty Morris and Marvin Trahan.

           

            On motion of Mr. Sanner, seconded by Mr. Howerton, the Board approved the agenda.

                       

On motion of Mr. Howerton, seconded by Mr. Sanner, the Board approved the minutes from the regular meeting of June 12th and the special meeting of June 29th, 2006 with corrections correction of time for special meeting on June 29th, recorded as 9:00 AM and the meeting was held at 9:30 AM and edit per Mr. McEvers request to indicate that he recommended tabling the motion to move the central office complex to the old Cameron Elementary site.

 

            On motion of Mrs. Abadie, seconded by Mrs. Theriot, the Board acknowledged the submission of the Annual Personnel Evaluation Plan Summary by the Board President and Superintendent, based upon the existing program, to the State Department of Education as required by BESE Policy and the Louisiana Revised Statues.

 

            On motion of Mr. Howerton, seconded by Mr. Sanner, the Board will continue the Cameron Pilot as the Boards official journal for 2006 and submit to the Secretary of State as requested; note Mr. Loston McEvers, Board President, recused himself from this discussion.

 

            On motion of Mr. Howerton, seconded by Mr. Sanner, the Board received a review of post-Rita goals for 2005-2006.

 

            On motion of Mr. Sanner, seconded by Mr. Howerton, the Board approved the report on filing for project approval with the Governors Office of Homeland Security by the Superintendent.

 

            On motion of Mr. Sanner, seconded by Mr. Howerton, the Board received a report on trip to Washington, D.C., Rhode Island and Connecticut by the Superintendent.

 

            On motion of Mr. Howerton, seconded by Mrs. Abadie, the Board approved changes to the Student Code of conduct presented by Mr. Uland Guidry.

 

            On motion of Mr. Howerton, seconded by Mr. Sanner, the Board received a report for discussion and further consideration relative to a petroleum consultant as presented by Mr. Uland Guidry.

 

            On motion of Mr. Howerton, seconded by Mr. Sanner, the Board approved to advertise for bids for surface leases as follows:  (Mr. Guidry)

            On motion of Mr. Howerton, seconded by Mr. Sanner, the Board approved the request of Petrofoss, Inc. on behalf of Natural Gas Pipeline Company of America (NGPL) for permission to survey Section 16-12-6 for a proposed pipeline Parallel to NGPLs existing pipeline as presented by Mr. Uland Guidry.

 

            On motion of Mr. Howerton, seconded by Mrs. Abadie, the Board approved the summer maintenance school list as presented by Mr. Doug Welch.

 

            On motion of Mr. Sanner, seconded by Mr. Howerton the Board received a report on portable classrooms at Johnson Bayou School and South Cameron School site presented by Mr. Doug Welch.

 

            On motion of Mrs. Abadie, seconded by Mrs. Theriot, the Board approved the milk and bread bid for the 2006 2007 school year as presented by Mrs. Carpenter.

 

            On motion of Mrs. Theriot, seconded by Mr. Howerton, the Board approved the purchase of the Cooking/Storage building and the lease of the Cafeteria/eating building for the South Cameron Site as presented by the superintendent.

 

            On motion of Mr. Howerton, seconded by Mr. Sanner, the Board approved the report and action on storage buildings for Grand Lake, South Cameron High and Hackberry school sites.

 

            On motion Mr. Howerton, seconded by Mr. Sanner, the Board approved the report on the school board meeting sites as follows:

            On motion of Mrs. Abadie, seconded by Mrs. Theriot, the Board approved the personnel report as follows:

      On motion of Mr. Howerton, seconded by Mr. Sanner, the Board voted on roll call to enter into executive session to consider the Superintendents annual evaluation.

            On motion of Mr. Sanner, seconded by Mr. Howerton, the Board voted on roll call to return to regular session.

            On a motion by Mr. Howerton, seconded by Mr. Sanner, the Board completed their annual evaluation of the superintendents performance with commendations.

 

            On a motion by Mr. Howerton, seconded by Mr. Sanner, the Board extended Superintendent Doug Chances contract through June 30, 2008 and effective July 1, 2006 increased his insurance allowance to $400.00 per month, to be used at the discretion of the superintendent, and effective July 1, 2006 provided him the annual benefit of the 2006-2007 certificated MFP salary increase equal to the sum payable to a teacher with extended employment for twelve months.

 

            On a motion of Mr. Howerton, seconded by Mr. Sanner, the Board approved the superintendents recommendation to add to Cameron Parish Schools salary schedules the 2006-2007 MFP amounts approved in the 2006 Regular Session of the Legislature and signed by Governor Blanco, and thereafter, apply said salaries as applicable and traditional in Cameron Parish; and further, the Board approved the superintendents recommendation to determine the amount of the 13th Check pursuant to policy, and thereafter, use a sum from the general fund to increase the amount of the 13th Check for non-certificated personnel until the amount for non-certificated personnel equals the amount of certificated personnel.

 

            On motion of Mr. Howerton, seconded by Mr. Sanner, the Board approved to continue the Cameron Pilot as the Boards official journal for 2006 and submit to the Secretary of State as requested.

 

            On motion of Mr. Howerton, seconded by Mr. Sanner the Board adjourned the meeting with the next school meeting being August 14, 2006 at the Hackberry High School.
