Parish of Cameron

March 10, 2008

 

The Cameron Parish School Board met at its regular meeting on this date, members in attendance are:  Karen Nunez, R. Scott Nunez, Loston McEvers, Dot Theriot, Dwayne Sanner, Marsha Trahan and Marvin Trahan.

 

The prayer and the pledge were led by Jonathan Trahan, Dex Murphy and Hunter Canik, State Wrestling Runner-Ups representing South Cameron High School.

 

On the motion of Mrs. Nunez, seconded by Mr. McEvers, the Board approved the agenda.

 

On the motion of Mrs. Trahan, seconded by Mrs. Nunez, the Board approved the minutes as printed from the February 11, 2008 regular board meeting.

 

The Board recognized the State Wrestling Runner-Ups representing South Cameron High School with Certificates of Achievement.  The members are:

 

·         Hunter Canik - 130 pound Weight Division

·         Jonathan Trahan - 140 pound Weight Division

·         Dex Murphy – 145 pound Weight Division

 

Coaches: David Cox (certified volunteer coach), Carol “Zeke” Wainwright

 

On the motion of Mrs. Theriot, seconded by Mrs. Trahan, the Board authorized Mr. Cecil Sanner to negotiate with Manti Operating Company for surface and pipeline crossing at Section 16-12-5.

 

On the motion of Mr. Trahan, seconded by Mr. Nunez, the Board received a report of the Louisiana School Board Association Convention by Mrs. Karen Nunez.

 

On the motion of Mr. McEvers, seconded by Mrs. Nunez, the Board received and approved the property insurance premiums and policies through Slocum and Associates for 2008-2009 in the sum of $627,146.00, effective April 1, 2008, without terrorism coverage, RSUI, AWAC, Westchester and Arch insurance companies.

 

The Board received the following reports:

 

 

On the motion of Mr. McEvers, seconded by Mrs. Theriot, the Board confirmed the selection of H. Curtis Vincent, Steven D. Shows, Architects, as architect firm of record for South Cameron High School preK-12 school; and C. Gayle Zembower, Architect, Inc as architect firm of record for Cameron Parish School Board Central Office, on March 12, 2007 in accordance with providing official documentation to FEMA.

 

The Board received the Second Quarter Report of Lake Charles Sports Medicine Athletic Training Service Contract as presented by the Superintendent.

 

On the motion of Mr. Nunez, seconded by Mrs. Trahan, the Board approved out of state travel requests for:

 

Grand Lake High School – fourth grade classes (62) students with teachers Daisha Evans, Jan Walker, and Janice Dupont for a trip to the NASA Space Center in Houston, Texas on Wednesday March 19, 2008.  Two Cameron Parish School Board buses with certified drivers will transport the group.

 

Hackberry High School – 9th through 12th grade science classes (approximately 50 students) with teacher: Gregorie Theriot for a trip to the Museum of Natural Science in Houston, Texas on Thursday, April 20, 2008.  One Cameron Parish School Board bus with certified driver will transport the group.

           

On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board requested Mr. Cecil Sanner to inquire with regards to the mineral rights and a right of way on the property that the School Board will be receiving from the Cameron Parish Police Jury in exchange for Cameron Parish School Board property.

 

On the motion of Mrs. Nunez, seconded by Mrs. Theriot, the Board approved the request from Catapult Exploration, LLC to assign 46.250% of their mineral lease on Section 16-14-3 to LLOG Exploration Co. LLC, 23.125% to BTA Oil Producers, LLC, and 23.125% to Manti Godzilla, LTD.

 

On the motion of Mrs. Theriot, seconded by Mrs. Trahan, the Board received a report on the alligator harvest revenue for 2007. (See Attachment #4)

 

On the motion of Mrs. Theriot, seconded by Mrs. Nunez, the Board approved the Policy GBRK/Annual Leave to include the table in addition to verbiage of accrual of annual leave with no changes to the policy itself. (See Attachment #5)

 

On the motion of Mrs. Trahan, seconded by Mr. Trahan, the Board approved the School Calendars for 2008-2009 school year with the starting date of August 13, 2008, ending date of May 29, 2008 and same holidays: (See Attachment)

 

·         Grand Lake High School, 5 day week

·         Hackberry High School, Johnson Bayou High School, South Cameron High School, 4 day week

 

On the motion of Mr. McEvers, seconded by Mrs. Nunez, the Board approved entering into Executive Session for the following purposes:

 

·         Student Discipline Appeal – Superintendent, District Attorney Cecil Sanner, School Principal, Eddie Benoit

·         Ongoing litigation issues with property insurance companies and Army Corps of Engineers – Superintendent, District Attorney Cecil Sanner

On the motion of Mr. McEvers, seconded by Mr. Trahan, the Board authorized the Superintendent to offer to sell the easement for a right-of-way to the Army Corps of Engineers for 25 years at $25,000.

 

On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board approved extended advanced costs from $100,000 to $200,000 to vendors and consultants contracted through Cossack, Sumac, Parsiola & Taylor, L.L.C., attorneys for the Cameron Parish School Board in their litigation against RSUI, wind insurance providers at the time of Hurricane Rita.

Personnel Report

 

            On the motion of Mr. McEvers, seconded by Mrs. Nunez, the Board approved the appointments of Mr. James Doxey and Mr. Tommy Theriot as Maintenance Employees with a (3) month provisional period from effective date of employment,  with permanent appointment official three months to the date of employment with Mr. Doxey primarily serving Grand Lake High School and Johnson Bayou High Schools and Mr. Theriot primarily serving South Cameron High Schools and Hackberry High Schools until other sites are constructed.

 

            On the motion of Mr. Trahan, seconded by Mr. Nunez, the Board approved granting Extended Sick Leave in accordance with Policy BRIB to Nancy Claire Boudreaux to care for seriously injured child with provision to apply extended sick leave in increments to allow Mrs. Boudreaux to perform professional duties as windows of opportunity arise.

 

            On the motion of Mrs. Theriot, seconded by Mr. Nunez, the Board adjourned the regular school meeting.

ANNUAL LEAVE

 

 

CENTRAL OFFICE ADMINISTRATIVE AND SUPPORT STAFF

 

The Cameron Parish School Board shall grant annual leave to twelve (12) month full-time personnel based on the total number of months of previous employment experience in Cameron Parish in accordance with the following schedule:

                       

            Length of Service                       Annual Leave        Accrual Rate 

 

            1-5 years                                   10 days               .83 day/month

               6 years                                  11 days               .92 day/month

               7 years                                  12 days             1.00 day/month

               8 years                                  13 days             1.08 day/month

               9 years                                  14 days             1.16 day/month

              10 or more years                      15 days            1.25 day/month

 

1.         The number of annual leave days earned shall be based on the length of service as of January 1st of each year.

 

2.         Upon initial employment, the employee shall earn annual leave at a rate of one (1) day a month after the first two (2) months of service so that at the end of twelve (12) months, the employee shall have earned ten (10) days of annual leave.  After the first year, annual leave will be earned according to the above schedule using January 1 as the anniversary date.

 

3.         Annual leave shall not accumulate from one anniversary period to another.

 

4.         Annual leave must be used during the twelve (12) months in which the leave was earned, unless the Superintendent grants the employee an extension.

 

5.         All annual leave/vacation must be applied for and approved by the Superintendent at least fifteen (15) days prior to date leave is scheduled to be taken.

 

6.         Annual leave/vacation should not be taken during the following periods except in extenuating circumstances approved by the Superintendent:

 

            a.         Two (2) weeks prior to the opening of school and two (2) weeks after the opening

 

            b.         Two (2) weeks prior to the closing of school and two (2) weeks after the closing.

 

7.         Employees exceeding their annual leave shall automatically be deducted at full pay.

 

8.         In the event of separation (retirement, resignation, termination, entrance into DROP, or death) the employee will be paid for only the unused annual leave days the employee has accumulated during the current year or the employee may have the unused days converted to retirement service credit. Any unused vacation leave paid at the time of separation shall be paid to the employee or his/her heirs on or before the next regular payday for the pay cycle during which the employee was working at the time of separation or no later than fifteen (15) days following the date of separation, whichever occurs first, at the employee's daily rate of pay.
