The Cameron Parish School Board met at its regular meeting on this date, members in attendance are: R. Scott Nunez, Loston McEvers, Dot Theriot, Marsha Trahan, Dwayne Sanner, Karen Nunez, and Marvin Trahan.

 

The prayer and the pledge were led by Father Joseph McGrath and .

 

On the motion of Mr. McEvers, seconded by Mrs. Nunez, the Board approved the agenda with addendum.

 

On the motion of Mr. McEvers, seconded by Mrs. Nunez, the Board approved the minutes as printed from the October 13, 2008 regular board meeting.

 

On the motion of Mrs. Nunez, seconded by Mr. Nunez, the Board approved the following Financial Issues:

 

·         Received the Financial Statement and reports of Current Investments – Mrs. Smythe

·         Authorized payment of the bills – Ms. Lannin

·         Receive monthly update on FEMA issues, with overall payments of $5,858,721.51 to date, per spread sheet, with $379,540.88 in ready to pay and $5,307,260.34 in request for funds submitted to be paid – Superintendent

 

On the motion of Mrs. Theriot, seconded by Mrs. Trahan, the Board received an update on current FEMA and General Fund projects from Hoffpauir Architects, LLC, Cameron Parish School Board's Project Management Firm - James Hoffpauir, Architect and Selena Cisneros, Engineer Consider Personnel Report as presented by the Superintendent.

 

On the motion of Mr. McEvers, seconded by Mrs. Nunez, the Board approved to advertise the following items: Bids for construction contractor for renovations and damage repairs to Hackberry High School; Bids for slab removal and return to pre-Rita conditions at various Cameron Parish School Board properties; Bids for furniture and equipment for Hackberry, Johnson Bayou and South Cameron High Schools to replace items lost to Hurricane Ike; Bids for purchase and lease cost of temporary freezer and cooler for Johnson Bayou High School; Bids for cleaning and renovating playgrounds at Johnson Bayou High School and South Cameron High School, including replacement of damaged destroyed equipment, and moveable weather barrier around the pavilion at Johnson Bayou High School as presented by the Superintendent.

 

On the motion of Mr. Nunez, seconded by Mrs. Theriot, the Board accepted the low bids on surplus school buses as presented by Anna Murphy, Purchasing Agent.   Board member Loston McEvers voted not to accept the surplus bus bids.

On the motion of Mr. Nunez, seconded by Mr. Trahan, the Board approved the denial of Priola construction's request through Architect Gayle Zembower for $51,599.35 change order and approximately 50 day extension for Cameron Parish School Board Central Administration Office in Cameron as presented by Mr. James Hoffpauir, Project Manager.

 

On the motion of Mrs. Theriot, seconded by Mr. Nunez, the Board approved the recommendation of Mr. David Brossett, AIA, Leadership in Energy and Environmental Design Certified, for architectural/engineering design and services for elevated warehouse and elevated bus maintenance facility with a focus on energy efficiency and environmental protection as presented by the Superintendent.

 

On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board approved the recommendation of the following projects as possible uses of FEMA Alternate Project Funds in priority order as listed: 1) Addition of elevated Family and Consumer Science, Agriscience and Technology structure, renovation of older construction, and addition of elevated classrooms at Grand Lake High School; 2) Improvements not covered as storm-damaged to athletic complexes at all four (4) schools; 3) Various bus, lawn or other needed equipment, if specific amounts of funds are available at the close of any of these projects, with the understanding that projects have to be approved by FEMA and meet the funding criteria of Louisiana Public Assistance including justification of the need for these projects as related to Hurricane Rita.  Furthermore, any of the above that are not approved as Alternate Projects would then be submitted as potential Community Development Block Grant Disaster Recovery Funds projects as presented by the Superintendent.

 

On the motion of Mr. McEvers, seconded by Mrs. Trahan, the Board approved as a Hurricane Ike recovery project, out-of-parish bus transportation for the remainder of the 2008-2009 school year; establishment of pick-up points for 2009-2010 as close to parish lines as possible where off-road loading, unloading and parking are available; and review status of continuing need in the spring of 2010 as presented by the Superintendent.

 

On the motion of Mrs. Theriot, seconded by Mrs. Nunez, the Board approved to continue the procedure that students who were enrolled in Cameron Parish Schools on the day of evacuation for either storm may live outside of the Cameron Parish boundaries, but remain enrolled in any Cameron Parish School.  At any point that there is a break in enrollment and student enrolls in another district, he/she may not return to any school in Cameron Parish unless the student officially moves back into Cameron Parish and meets residency criteria as presented by the Superintendent.

 

On the motion of Mr. McEvers, seconded by Mrs. Nunez, the Board received an update on the status of the Johnson Bayou High School property purchase from Gray Stream family and Grand Lake High School property swap with Cameron Parish Police Jury presented by the Superintendent.

 

On the motion of Mrs. Theriot, seconded by Mr. Nunez, the board acknowledged the generosity of Mayor Dan Cupit of Westlake and Mayor Ron LeLeux of Sulphur in waiving $5,000.00 in dumping fees to expedite the return of students to Hackberry High School, and to Mr. Todd Cormier of Murphy Cormier General Contractor, Inc. for coordination with the cities of Westlake and Sulphur and for expeditiously moving forward with the sewer system project as presented by James Hoffpauir, Project Manager.

 

On the motion of Mr. McEvers, seconded by Mr. Trahan, the Board acknowledged Cameron Parish School Board's appeal of FEMA's decision to deny payment for athletic restrooms and concession stand at South Cameron High School with appeal based on project's alignment guidelines as set forth in correspondence from FEMA Region 6 Natural Hazards Programs to Cameron Parish Police Jury, including an officially authorized elevation waiver.  In the appeals process interim, the expenditure is allowable under the Restart Funding Program - James Hoffpauir, Project Manager and the Superintendent.  Also, acknowledged that the Cameron Parish Police Jury is involved in an ongoing appeal of the Digital Flood Insurance Rating Map to replace current Base Flood Elevation maps with possible implications for repair versus rebuild of Johnson Bayou High School and funding of temporary campuses at Johnson Bayou High School and South Cameron High School, as per November 5, 2008 meeting with Jim Stark and Paul Rainwater; also acknowledge November 7, 2008 FEMA press release publicizing that FEMA will pay for SCHS temporary facility as presented by the Superintendent.

 

On the motion of Mrs. Trahan, seconded by Mrs. Theriot, the Board authorized the Superintendent to enter into a Memorandum of Understanding with the Cameron Parish Police Jury, Creole Recreation District to move assets from the baseball field at the former site of South Cameron Elementary School to the baseball/softball complex, next to the Creole Fire Station.  The move would allow baseball and softball games to be played simultaneously and the South Cameron Elementary property would be clean, green space as presented by the Superintendent.

 

On the motion of Mr. Trahan, seconded by Mr. Nunez, the Board approved the Personnel Report as presented by the Superintendent.
