            The Cameron Parish School Board met at its regular meeting on this date, members in attendance are: R. Scott Nunez, Loston McEvers, Dot Theriot, Marsha Trahan, Dwayne Sanner, Karen Nunez; absent Marvin Trahan.

 

            The prayer and the pledge were led by Loston McEvers and Dot Theriot.

 

On the motion of Mrs. Trahan, seconded by Mrs. Theriot, the Board approved the agenda with addendum.

 

On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board received a check in the amount of $100,000.00 from Apache Corporation, represented by Mr. Douaine Conner and Mr. Ron Garber, a donation toward Hurricane Ike Recovery. 

 

            On the motion of Mr. McEvers, seconded by Mrs. Nunez, the Board approved the minutes as printed from the November 10, 2008 regular board meeting.

 

            On the motion of Mrs. Nunez, seconded by Mrs. Trahan, the Board approved the following Financial Issues:

 

·         Approved the Financial Statement and reports of Current Investments – Mrs. Smythe

·         Authorized payment of the bills – Ms. Lannin

·         Receive monthly update on FEMA issues, with overall payments of $7,077,169.96 to date, per spread sheet, $4,088,534.24 in request for funds submitted to be paid – Superintendent

·         Approval of the Louisiana Compliance Questionnaire, requested by Koulder,

                  Champagne, Slaven & Co., in connection with audit ending June 30, 2008 - Paula Smythe

 

On the motion of Mr. Nunez, seconded by Mr. McEvers, the Board received an update on current FEMA and General Fund Construction, Repair, Renovation to permanent, and temporary sites' projects from Hoffpauir Architects, LLC, Cameron Parish School Board's Project Management Firm - James Hoffpauir, Architect and Selena Cisneros, Engineer, and the Superintendent.

 

            On the motion of Mrs. Theriot, seconded by Mr. Nunez, the Board approved to advertise the following items: 1) Construction of Grand Lake High School softball field through General Fund (Special Projects); 2) Johnson Bayou High School outdoor pavilion, including a wind/weather break curtain system, to be submitted to FEMA for funding consideration with mitigation where appropriate; 3) Electronic  surveillance systems at Johnson Bayou High School temporary facility, South Cameron High School temporary (including move of current equipment) and permanent facilities and Cameron Parish School Board permanent administrative facility to be submitted to FEMA for funding consideration with mitigation where appropriate; 4) Removal of all remaining debris at Johnson Bayou High School campus to be submitted to FEMA for funding consideration with mitigation where appropriate;  5) Physical security and fencing of remaining structures at Johnson Bayou High School and South Cameron High School campuses as a safety precaution to be submitted to FEMA for funding consideration with mitigation where appropriate; 6) Replacement playground equipment, including site preparation and base materials, at Hackberry High School, Johnson Bayou High School and South Cameron High School to be submitted to FEMA for funding consideration with mitigation where appropriate; 8) Johnson Bayou High School Athletic Field Bleachers as presented by James Hoffpauir, Project Manager.

 

            On the motion of Mrs. Nunez, seconded by Mrs. Theriot, the Board accepted the low bids on 1) Slab Removal of various Cameron Parish School Board sites with Alternate 1 - Priola Construction was the successful low bidder; 2) Johnson Bayou High School Cooler and Freezer refrigerated trucks - Atterberry Ideal Lease was the successful low bidder as presented by Selena Cisneros, Engineer. (See Attachment)

 

            On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board approved the contract of Randall Broussard Architects for Ike-related athletic issues (previously contracted for Rita-related athletic field issues), as presented by the Superintendent.

 

            On the motion of Mrs. Theriot, seconded by Mrs. Trahan, the Board approved to accept low bids on the following currently advertised projects due to requisite number of advertising days and a need to move forward on these projects:  1) Hackberry High School contractor for storm-related repairs, Phase 1, with a two week extension to capture additional mechanical issues; 2) Hackberry High School, Johnson Bayou High School and South Cameron High School furniture and equipment to replace items lost to Hurricane Ike; 2) Johnson Bayou High School and South Cameron High School temporary facilities Security Systems; 3) Maintenance trucks and Maintenance/Delivery Cargo Panel Truck, as presented by the Superintendent.

 

On the motion of Mrs. Theriot, seconded by Mrs. Nunez, the Board approved the enter into an interagency partnership with the Cameron Parish Police Jury to move forward in opposition to FEMA's use of Preliminary Digital Flood Insurance Rating Maps (DFIRMs) prior to completion of the full review and appeal process required prior to adoption in an effort to address the irreparable harm which will result by prohibiting the return of governmental and other infrastructure in the proposed V zone; thus, adversely affecting the return of citizens to Cameron Parish as presented by the Superintendent.

 

On the motion of Mr. Nunez, seconded by Mr. McEvers, the Board approved entering into a Memorandum of Understanding with St. Helena Parish School Board to donate any surplus materials or furnishings to replace losses due to fire at St. Helena Central High School as presented by the Superintendent.

 

            On the motion of Mr. McEvers, seconded by Mrs. Nunez, the Board received a report from District Attorney Cecil Sanner informing the Board that the purchase of the land in Johnson Bayou High School is completed and that he just received the Environmental report on the land at Grand Lake High School and the report is in the review stage.

             

            On the motion of Mr. McEvers, seconded by Mr. Nunez, the Board granted permission to lessor Plains Pipeline, Houston District, at 16:15.14, Crain Ranch 7", pipeline, Johnson Bayou, to move forward with immediate repairs to assure the integrity of the pipeline with estimated dates of work as December 15-19, 2008 as presented by Superintendent and District Attorney Cecil Sanner.

 

            On the motion of Mr. Nunez, seconded by Mrs. Trahan, the Board authorized the Superintendent to develop procedures for reporting donor offers, requesting approval of grants and other fund requests prior to submission and requesting approval prior to conducting fund raisers for any and all purposes which benefit students of any school as presented by the Superintendent.

 

On the motion of Mr. McEvers, seconded by Mrs. Trahan, the Board approved entering into Executive Session for the purpose of apply with counsel retained by Cameron Parish School Board, David Parsiola, to discuss pending legislation and prepared settlement of property damage claims related to Hurricane Rita with the Superintendent and the District Attorney Cecil Sanner; and conduct annual evaluation of Cameron Parish School Board Superintendent - President Dwayne Sanner.

            On the motion of Mr. Nunez, seconded by Mrs. Trahan, the Board approved a resolution to adopt settlement of property damage claims related to Hurricane Rita.  (Attachment)

 

            On the motion of Mrs. Trahan, seconded by Mrs. Theriot, the Board authorized the Superintendent to retain Cossich, Sumich, Parsiola and Taylor, LLC to represent Cameron Parish School Board with Hurricane Ike-related insurance issues and give the firm authority to hire adjusting and engineering experts with fee schedule to be determined.

 

            On the motion of Mrs. Trahan, seconded by Mr. McEvers, the Board approved the Personnel Report as presented by the Superintendent.
