The Cameron Parish School Board met at its regular meeting on this date, members in attendance are: Loston McEvers, Dot Theriot, Marsha Trahan, Dwayne Sanner, Karen Nunez, R. Scott Nunez and Marvin Trahan.
The prayer and the pledge were led by Mrs. Dot Theriot and Mr. Marvin Trahan.
On the motion of Mrs. Trahan, seconded by Mrs. Theriot, the Board approved the agenda with addendum.
On the motion of Mrs. Nunez, seconded by Mr. Trahan, the Board approved the minutes as printed from the July 13, 2009 regular board meeting.
On the motion of Mrs. Nunez, seconded by Mrs. Theriot, the Board approved the following Financial Issues and Budget Revision:
· Authorized payment of the bills – Ms. Lannin
· Considered Financial Statement and Reports of Current Investments – Ms. Smythe
· Receive monthly update on FEMA issues, with overall payments of $21,790,869.46 (Rita and Ike payments) to date, per spread sheet, $2,576,463.93 in request for funds submitted to be paid – Superintendent, Mrs. Angie Styron
On the motion of Mr. McEvers, seconded by Mr. Nunez, the Board approved the Maksin Management Student Insurance for all students in Cameron Parish for the 2009-2010 school year through Gallagher Benefit Services, Inc., to cover all students, as a full excess secondary policy during school hours, athletic, extra-curricular, co-curricular and all other school endorsed activities, at a cost of $19,870.00 to be paid from royalties earned on sixteenth section properties as presented by Superintendent and Ms. Donna Geer, Account Executive, Gallagher Benefit Services, Inc.
On the motion of Mr. Nunez, seconded by Mrs. Trahan, the Board approved the $200 per teacher allotment for instructional materials and supplies as presented by the Superintendent.
On the motion of Mr. McEvers, seconded by Mrs. Nunez, the Board approved construction/repair/renovation issues update on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites' projects from Hoffpauir Architects, LLC, Cameron Parish School Board's Project Management Firm as presented by James Hoffpauir, Architect, Selena Cisneros, Engineer and the Superintendent.
On the motion of Mr. Nunez, seconded by Mr. Trahan, the Board approved the budget for Community Development Block Grant projects as presented by the Superintendent. (ATTACHMENT #1)
On the motion of Mr. McEvers, seconded by Mrs. Nunez, the Board received the report on Grand Lake High School and Hackberry High School Shutters Project and advisement of A-Door, Inc. as low bidder – A GOHSEP Hazard Mitigation Project managed through Cameron Office of Emergency Preparedness (OEP) as presented by Mr. Clifton Hebert, OEP Director.
On the motion of Mr. Nunez, seconded by Mr. Trahan, the Board approved Moss Architects, Inc., as Architect for Grand Lake High School Renovations, Repairs, New Construction and Facilities Improvements and Randy Broussard Architects for Grand Lake High School Gym Expansion under the Community Development Block Grant, General Fund and Federal Funds as presented by the Superintendent.
On the motion of Mr. Trahan, seconded by Mrs. Theriot, the Board approved current bid activities as presented by Mr. James Hoffpauir, Project Manager.

On the motion of Mr. Trahan, seconded by Mrs. Nunez, the Board approved the procedure to assure that at all times the Cameron Parish Project Management Firm be present when any Cameron Parish School Board employee or representative meets with an architect, contractor or sub-contractor to assure Cameron Parish School Board’s fiscal interests and FEMA and/or CDBG alignment as presented by the Superintendent.
On the motion of Mrs. Trahan, seconded by Mr. Nunez, the Board approved retaining Nancy Sylvester, CPCU ARM-P, Managing Director, Arthur J. Gallagher Risk Management Services, Inc., as Broker of Record for the Cameron Parish School Board Property and Casualty Insurance Program, to be paid by the carriers and effective immediately as presented by the Superintendent.
On the motion of Mrs. Theriot, seconded by Mrs. Trahan, the Board authorized the Superintendent to advertise for new bids and accept low bids on currently advertised projects due to requisite number of advertising days and a need to move forward on projects as presented by the Superintendent.

On the motion of Mr. McEvers, seconded by Mr. Nunez, the Board approved a request from Azimuth Energy, LLC., to assign all of its rights, title, and interest in its oil, gas, and mineral lease dated February 2, 1948, to Elysium West, LLC. (Section 16-15-14, Johnson Bayou), as reviewed and approved by District Attorney Cecil Sanner, as presented by the Superintendent.
On the motion of Mrs. Theriot, seconded by Mrs. Nunez, the Board approved “At Cost” meal price increase for adults and visitors from $2.25 to 5.30 for lunch with elementary student lunch prices remaining at $1.10 and high school student lunch prices remaining at $1.25, as in 2007- 2008, as presented by Cynthia Carpenter.

On the motion of Mr. McEvers, seconded by Mrs. Nunez, the Board authorized the Superintendent to request a waiver for the 2009-2010 school year for the new Career Diploma and allow for adequate time to develop a program within the mandates of the new law as presented by the Superintendent.
The motion of Mr. Nunez, seconded by Mrs. Nunez, to enroll a student at Hackberry High School in the Alternative Program for the 2009-20010 school year, was approved as amended with a motion by Mrs. Theriot, seconded by Mr. Evers, to review the student’s progress at mid-term with review to include input from the school’s administrators and the student’s teachers.
