The Cameron Parish School Board met at its regular meeting on this date, members in attendance are: Loston McEvers, Dot Theriot, Marsha Trahan, Dwayne Sanner, Karen Nunez, R. Scott Nunez and Marvin Trahan.

 

The prayer and the pledge were led by Mr. Marvin Trahan and Mr. Loston McEvers.

 

On the motion of Mrs. Trahan, seconded by Mrs. Theriot, the Board approved the agenda with addendum. 

 

On the motion of Mr. McEvers, seconded by Mr. Trahan, the Board approved the minutes as printed from the August 10, 2009 regular board meeting.

 

On the motion of Mrs. Nunez, seconded by Mrs. Theriot, the Board approved the following insurance issues as presented by Mrs. Nancy Sylvester:

 

•           Received interim FEMA approval regarding windstorm waiver with flood waiver pending evidence of NFIP coverage and information regarding excess coverage.

 

•           Approved the LARMA renewal for casualty, auto physical damage and crime damage at a total premium price of $54,218 with the following points:

 

Expiring price was $55,535 (savings of $1,317);

 

Auto physical damage is limited to $55,000 per occurrence with $165,000 limit cap per policy year (no change from current policy);

 

Liability deductible is $10,000 per claim (exception of crime deductible of $2,500);

 

Sexual abuse limit is $1,000,000 limit per occurrence with $3,000,000 annual aggregate shared by all pool members;

 

Professional liability is $1,000,000 per claim with $10,000,000 liability limit shared by all pool  members;

 

•           Authorized the Superintendent to reject Uninsured Motorist coverage on behalf of the Cameron Parish School Board and sign appropriate documentation related to the Uninsured

 

Motorist Rejection (ATTACHMENT #1)

 

•           Approved the Boiler and Machinery coverage proposal through Hartford Steam Boiler (savings of $2,789 with coverage increase to $100,000,000 limits; pro rata premium until February 1, 2010 renewal is $796.33)

 

•           Received report of property carrier change from AmRisc to Westchester

 

•           Received report on American Appraisal project to update all property assets

 

On the motion of Mr. Trahan, seconded by Mr. Nunez, the Board approved the following Financial Issues and Budget Revision: 

 

•           Authorized the payment of the bills – Ms. Lannin

 

•           Considered the Financial Statement and Reports of Current Investments – Ms. Smythe

 

•           Received monthly update on FEMA issues, with overall payments of $23,612,860.48 (Rita and Ike payments) to date, per spread sheet, $1,722,578.90 in request for funds submitted to be paid – Superintendent, Mrs. Angie Styron

 

•           Approved Cameron State Bank Government/Municipal/Public Funds Banking Resolution for the purpose of depositing and/or withdrawing on checks, drafts, advices of debits, notes or other orders, per new advisement of Cameron State Bank auditors – Superintendent

•           Approved the 2009-2010 Cameron Parish School Board Budget – Ms. Smythe

 

On the motion of Mrs. Theriot, seconded by Mr. McEvers, the Board approved the following construction/repair/renovation issues as presented by Hoffpauir Architects, LLC:

 

•           Received update on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites' projects from Hoffpauir Architects, LLC, Cameron Parish School Board's Project Management Firm - James Hoffpauir, Architect, and Selena Cisneros, Engineer, Superintendent

 

•           Authorized Environ International Corporation to conduct a wetland delineation at the following six Cameron Parish School Board properties:

 

510 Marshall Street, Cameron, LA 70631 (Administrative Office)

 

753 Oak Grove Highway, Grand Chenier, LA 70643 (South Cameron High School)

 

1390 School Street, Hackberry, LA 70645 (Hackberry High School)

 

1039 Highway 384, Lake Charles, LA 70607 (Grand Lake High School)

 

3151 Trosclair Road, Cameron, LA 70631 (Warehouse/Bus Garage)

 

6304 Gulf Beach Highway, Cameron, LA 70631 (Johnson Bayou High School)

 

at an estimated total cost of $15,000 to include all six properties; and with a resubmittal for jurisdictional determination in 2014 and every 5 years, thereafter, at a minimal cost of approximately $5,000 total for all six properties to review current site conditions – Superintendent

 

•           Authorized an advertised solicitation of Request for Qualifications for architectural/engineering services to begin the FEMA process of approval to reconstruct the Cameron Elementary Auditorium at 510 Marshall Street, Cameron, LA 70631, seeking actual costs and locating within the footprint of the original structure – Mrs. Theriot

 

•           Approved Moss Architects, Inc., as architect for renovations, new construction, and athletic facilities for Grand Lake High School under the Community Development Block Grant - Superintendent

 

On the motion of Mr. Trahan, seconded by Mrs. Trahan, the Board approved the current bid activities as presented by James Hoffpauir, Project Manager.

•           Consider authorizing the superintendent to award contract to low bidder of South Cameron High School Vocational Technical Laboratory Building, once authorization to proceed is received from CDBG:

On the motion of Mr. Trahan, seconded by Mr. McEvers, the Board authorized the Superintendent to advertise for new bids and accept low bids on currently advertised projects due to requisite number of advertising days and a need to move forward on projects as presented by the Superintendent.

 

On the motion of Mr. McEvers, seconded by Mr. Trahan, the Board approved land issues as presented by Eddie Benoit.

 

.. Approved the request from Brian Boenig, Lessee Section 16-14-14, to clean existing mud-boat ditches. (lessee is in the process of securing the appropriate permits) – Eddie Benoit

.. Received the report that limited revenues are projected from alligator leases.

 

On the motion of Mr. Trahan, seconded by Mrs. Trahan, the Board received updates to Cameron Parish School Board policies based on late 2008 and early 2009 legislative changes and/or board action, to be submitted for approval on October 12, 2009, for implementation beginning October 15, 2009 as presented by the Superintendent.

On the motion of Mr. Trahan, seconded by Mrs. Nunez, the Board approved the addition of one Lunchroom technician at Grand Lake High School with knowledge that new position will create a Lunchroom Fund shortfall as State Staffing Formula does not support the additional position based on numbers of meals served (meals per labor hour); shortfall to be then covered by General Fund as presented by the Superintendent.

 

On the motion of Mrs. Nunez, seconded by Mr. Nunez, denied enrolling a student residing in Cameron Parish at Grand Lake High School for the 2009-20010 school year, based on expulsion from a Calcasieu Parish School.

Agenda Item #6 Resolution authorizing the superintendent to sign the required Louisiana Uninsured/Underinsured Motorist form reflecting the selection of or rejection of Uninsured/Underinsured Motorist Bodily Injury Coverage.

 

Karen Nunez moved, seconded by Dot Theriot to authorize the superintendent to sign the required Louisiana Uninsured/Underinsured Motorist form reflecting a selection of or rejection of Uninsured/Underinsured Motorist Coverage. This selection is applicable to Commercial Automobile Insurance coverage for the period of October 1, 2009 to October 1, 2010, as presented.
