Parish of Cameron

The Cameron Parish School Board met at its regular meeting on this date, members in attendance are: Tracy Carter, Dot Theriot, Marsha Trahan, Dwayne Sanner, Karen Nunez, James Boudreaux and R. Scott Nunez.

 

The prayer and the pledge were led by Mrs. Nunez and Mr. Nunez.

 

On the motion of Mrs. Trahan, seconded by Mrs. Nunez, the Board approved the agenda, as presented by the Superintendent.

 

            On the motion of Mr. Boudreaux, seconded by Mrs. Nunez, the Board approved the board minutes of the regular meeting on April 11, 2011, as presented by the Superintendent.

 

                        On the motion of Mrs. Nunez, seconded by Mrs. Trahan, the Board recognized the 2011 Cameron Parish Students of the Year: 5th Grade- Maeleigh Conner, Grand Lake High School; 8th Grade-Madison Bonsall, South Cameron High School; 12th Grade-Kallan Mudd, Grand Lake High School, as presented by the Superintendent.

 

            On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board recognized on behalf of the Board of Elementary and Secondary Education and the Louisiana Department of Education, Hackberry High School and Johnson Bayou High School for achieving ”r;Exemplary Academic Growth” in School Performance Scores, as presented by the Superintendent.

 

            On the motion of Mrs. Nunez, seconded by Mr. Boudreaux, the Board recognized the Hackberry Lady Mustangs as LHSAA Class C Softball State Champions, Trenton Dupuis, Grand Lake High School as LHSAA Class B State Shotput Champion, and Damian Jinks, Johnson Bayou High School  as LHSAA Class C State Discus Champion, as presented by the Superintendent.

 

On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board approved accepting highest bid by United World Energy Company at $97,290. cash pay/annual rental; $300. per acre for 324.3 entire acres; 27.5% royalties; in Section 16, Township 12 South, Range 6 West, Cameron Parish, for an oil, gas and mineral lease, as presented by Mr. Charles Wilson and District Attorney Cecil Sanner.

On the motion of Mr. Boudreaux, seconded by Mrs. Carter, the Board approved accepting highest bid /sole bid by Robert Trahan at $355.00, cash/pay annual rental; 20 acres in Section 16, Township 15 , Range 14 West, Cameron Parish, for the  leasing   of  surface  rights (hunting, trapping, fishing,  grazing & alligator) including the  rights  of range  and farming, as presented by Mr. Charles Wilson and District Attorney Cecil Sanner.

            On the motion of Mrs. Nunez, seconded by Mr. Sanner, the Board approved the following financial issues, as presented by Mrs. Smythe.

 

 

On the motion of Mrs. Nunez, seconded by Mr. Sanner, the Board received monthly update on FEMA issues, with overall payments of $46,231,165.74 (Rita, Gustav and Ike payments) to date, per spread sheet, $13,284,690.68 in request for funds submitted to be paid, as presented by Ms. Cisneros.

 

On the motion of Mrs. Carter, seconded by Mrs. Nunez, the Board approved current construction bid activities, as presented by James Hoffpauir, Project Management.

On the motion of Mrs. Carter, seconded by Mrs. Nunez, the Board approved authorizing the Superintendent to advertise for new bids and accept low bids on currently advertised projects due to requisite number of advertising days and a need to move forward on projects, as presented by the Superintendent.

           

On the motion of Mrs. Carter, seconded by Mrs. Nunez, the Board approved authorizing the Superintendent to issue a Request for Proposals for a Restoration Contractor for Large Loss Turn Key Projects, as presented by the Superintendent.

 

On the motion of Mr. Nunez, seconded by Mr. Sanner, the Board received update on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites' projects from Hoffpauir Architects, LLC, Cameron Parish School Board's Project Management Firm, as presented by James Hoffpauir, Architect, and Selena Cisneros, Engineer, Superintendent and Project Architects.

 

On the motion of Mr. Sanner, seconded by Mr. Nunez, the Board approved to renew the second year of a two year agreement with Safety National Insurance Company, Workmen’s Compensation coverage provider, $19,924., effective June 20, 2011, at a savings of $1,669.00 compared to current contract, as presented by the Superintendent.

 

On the motion of Mr. Boudreaux, seconded by Mrs. Nunez, the Board approved contracting Michael C. Hefner, Chief Demographer and owner of Geographic Planning and Demographic Services, LLC, to conduct the Cameron Parish School Board process of redistricting, as presented by the Superintendent.

 

On the motion of Mrs. Nunez, seconded by Mr. Nunez, the Board approved authorizing the Superintendent to enter into a Cooperative Endeavor Agreement with the Cameron Parish Police Jury to utilize the Grand Lake School, at least until 2014 when precincts are merged and consolidated, with proper documentation of liability to be provided to the Cameron Parish School Board, as presented by the Superintendent.

 

On the motion of Mrs. Nunez, seconded by Mr. Boudreaux, the Board approved of $500. travel allocation per student and sponsor, per Policy IDE, for national competitions, to Hackberry High School-Future Business Leaders of America, National FBLA Conference in Orlando, Florida, student Dalton Nunez, sponsors Stephanie East and Kathy Helmer; Grand Lake High School-Family, Career and Community Leaders of America, FCCLA National Conference in Anaheim, California, student Taylor Smith, sponsor Missy Poole, as presented by the Superintendent.

 

On the motion of Mrs. Nunez, seconded by Mrs. Carter, the Board approved the Personnel Report, as presented by Superintendent.

           

The Board voted to enter into executive session for the purpose of discussing correspondence dated May 2, 2011 from the attorney for Sam Istre Construction with regard to potential litigation, as a result of construction work performed at Hackberry High School and correspondence dated April 21, 2011 from the attorney for Young’s General Contractors, Inc., as presented by the Superintendent.
