Parish of Cameron

The Cameron Parish School Board met at its regular meeting on this date, members in attendance are: Tracy Carter, Dot Theriot, Marsha Trahan, Karen Nunez, James Boudreaux, R. Scott Nunez and Dwayne Sanner.

 

The prayer and the pledge were led by Mrs. Trahan and Mr. Sanner.

 

On the motion of Mrs. Nunez, seconded by Mrs. Carter, the Board approved the agenda as revised.

 

On the motion of Mr. Boudreaux, seconded by Mr. Nunez, the Board approved the board minutes of the regular meeting on February 13, 2012, as presented by the Superintendent.

 

                        On the motion of Mrs. Nunez, seconded by Mrs. Carter, the Board acknowledged the Quality Assurance Review Team, responsible for consideration of the Cameron Parish School System for district-wide AdvancED accreditation, as presented by the Superintendent.

On the motion of Mrs. Nunez, seconded by Mr. Nunez, the Board approved a supplemental resolution amending and supplementing resolution adopted on February 13, 2012; Authorizing and providing for the issuance, sale and delivery of Three Million One Hundred Thirty Thousand and No/100 ($3,130,000.) Dollars aggregate principal amount of general obligation refunding bonds of School District No. Four of the Parish of Cameron, Louisiana, 2012 series, prescribing the form, fixing the details thereof, and providing for the rights of owners thereof, and providing for other matters in connection therewith, as presented by Attorney Joseph A. Delafield.

 

On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board received a report of tax savings to School District No. 4 as a result of refunding, as presented by  Attorney Joseph A. Delafield.

 

On the motion of Mrs. Nunez, seconded by Mr. Boudreaux, the Board accepted the Independent Auditor’s Report, as prepared by Kolder, Champagne, Slaven and Company, LLC, as presented by Mr. Rob Carter, CPA.

 

On the motion of Mrs. Nunez, seconded by Mrs. Carter, the Board approved the following financial issues:

 

·         Authorization of payment of the bills, as presented by Mrs. Trahan.

·         Receipt of Financial Statement and Reports of Current Investments as presented by Mrs. Trahan.

·         Receipt of monthly update on FEMA issues, with overall payments of $50,063,957.25 (Rita, Gustav and Ike payments) to date, $16,691,912.83 in request for funds submitted to be paid, as presented by Ms. Sylvia Cisneros.

 

On the motion of Mr. Boudreaux, seconded by Mrs. Trahan, the Board received congratulatory correspondence from Bernard M. Plaia, Jr., Legal Counsel for Disaster Recovery Division, in reference to federal Department of Homeland Security, Office of Inspector General, Audit of FEMA proceeds for 26 Rita projects valued at $75.5 million resulting in zero dollars de-obligated, finalized March 7, 2012, as presented by the Superintendent.

                                   

                        On the motion of Mr. Nunez, seconded by Mr. Sanner, the Board approved three-year VOIP (Voice Over Internet Protocol) telephone systems, internet access, wide area network services and hosting contracts, with Cameron Communications, L.L.C., in accordance with applicable discounted e-Rates and e-Rate procedures, as presented by the Superintendent.

 

On the motion of Mrs. Nunez, seconded by Mrs. Theriot, the Board failed to approve revisions to Policy JBCC- Student Assignments, as prepared by Attorney Bob Hammonds, as presented by Mrs. Nunez. Opposed: Scott Nunez, Marsha Trahan, James Boudreaux, Tracy Carter and Dwayne Sanner

 

On the motion of Mr. Boudreaux, seconded by Mrs. Carter, the Board approved revisions to Policy JBCC- Student Assignments, as prepared by Attorney Bob Hammonds, including an amendment to grandfather 5 students at Grand Lake High School, 4 students at Hackberry High School, and 6 students at South Cameron High School who currently live outside of Cameron Parish, as a result of displacement by Hurricanes Rita and/or Ike, and have had continuous enrollment in Cameron Parish Schools; as well as 40 students at Grand Lake High School who have never lived in Cameron Parish, but were duly enrolled through an open enrollment process from 2005-2007, with all student information data effective March 12, 2012, as presented by Mr. Boudreaux. On the motion of Mrs. Nunez, and seconded by Mrs. Carter, the Board approved school calendars for the 2012-13 school year, as aligned with previous year’s calendars, as presented by Mr. Gregoire Theriot.

 

On the motion of Mr. Nunez, and seconded by Mrs. Trahan, the Board received report of School Board Member Karen Nunez on the 2012 Louisiana School Boards Association Convention, as presented by Mrs. Nunez.    

 

On the motion of Mrs. Nunez, seconded by Mr. Nunez, the Board approved current construction bid activities, as presented by James Hoffpauir, Project Management.

·         Hackberry High School Renovations-CDBG-Out to bid April 12, 2012. Bids to be received May 10, 2012.

 

Projects out for bid-   James Hoffpauir, Project Management

·         Grand Lake High School Phase II Renovations-CDBG- Out to bid March 8, 2012. Bids to be received April 5, 2012.

·         Hackberry High School Parking-Cheniere PILOT- Out to bid March 8, 2012. Bids to be received April 5, 2012.

 

Approval of bid and quote awards- Selena Cisneros, Project Management

·         None at this time.

 

On the motion of Mrs. Nunez, seconded by Mr. Nunez, the Board approved authorizing the Superintendent to advertise for new bids and accept low bids on currently advertised projects due to requisite number of advertising days and a need to move forward on projects, as presented by the Superintendent.

 

On the motion of Mrs. Nunez, seconded by Mr. Nunez, the Board received updates on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites' projects from Hoffpauir Architects, LLC, Cameron Parish School Board's Project Management Firm, as presented by James Hoffpauir, Architect, and Selena Cisneros, Engineer, Superintendent and Project Architects.

 

On the motion of Mrs. Nunez, seconded by Mr. Nunez, the Board approved advertising for bids, under the authorization of the Superintendent to advertise for new bids, the Grand Lake High School Renovations Phase II, CDBG, as approved for bid solicitation on March 8, 2012, with bids to be received on April 5, 2012 for the purpose of moving forward on the project, as presented by the Superintendent.

 

On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board approved the Personnel Report, as presented by Superintendent.

 

The Board voted to enter into executive session for litigation information on Sam Istre Construction Inc. vs. 10-18926 Cameron Parish School Board et al-Superintendent
