Parish of Cameron

The Cameron Parish School Board met at its regular meeting on this date, members in attendance are: Tracy Carter, Dot Theriot, Marsha Trahan, Karen Nunez, James Boudreaux, R. Scott Nunez and Dwayne Sanner.
The prayer and the pledge were led by Mrs. Trahan and Mr. Sanner.
On the motion of Mrs. Nunez, seconded by Mrs. Carter, the Board approved the agenda.
On the motion of Mr. Boudreaux, seconded by Mr. Nunez, the Board approved the board minutes of the regular and special meetings on September 10, 2012, as presented by the Superintendent.
On the motion of Mrs. Nunez, seconded by Mrs. Trahan, the Board received a presentation on Criteria, Processes, and Timelines of redistricting and review of potential maps, in accordance with ACT 705 School Board Member Training, with another presentation scheduled for the November 12, 2012 Board Meeting, as presented by Attorney Michael Heffner, Chief Demographer, Geographic Planning and Demographic Services.
On the motion of Mr. Nunez, seconded by Mr. Boudreaux, the Board received a report on the proposed exchange of property with the U.S. Fish and Wildlife Service and approval of appropriate appraisals, as they become necessary and with the approval of the Cameron Parish District Attorney, as presented by Mr. Lee Bloch, Bloch, Briggs and Associates and David Bruchhaus, Mudd & Bruchhaus Attorneys at Law.
On the motion of Mr. Nunez, seconded by Mr. Boudreaux, the Board approved the concept of a Cheniere Energy, Inc. Payment In Lieu of Taxes (PILOT) for the purposes of replacing a possible gas inventory tax with an ad valorem tax equivalent, only within the construction phase, and grant authority to the Superintendent to execute a final agreement document with the approval of the Cameron Parish District Attorney, as presented by the Superintendent, Mr. Jason French- Cheniere Energy Director of Government and Public Affairs, and Assistant District Attorney Tom Barrett.
On the motion of Mr. Boudreaux, seconded by Mrs. Trahan, the Board approved the following financial issues:
· Authorization of payment of the bills, as presented by Mrs. Trahan.
· Receipt of Financial Statement and Reports of Current Investments, as presented by Mrs. Trahan.
· Receipt of monthly update on FEMA issues, with overall payments of $ 55,059,749.03 (Rita, Gustav and Ike) to date, as presented by Ms. Sylvia Cisneros.
On the motion of Mr. Boudreaux, seconded by Mrs. Trahan, the Board approved a 13th check in the amount of $3,000. to all permanent employees as of October 1, 2012 with amount pro-rated to employees on sabbatical leave at 65% and for part-time at their respective percentage, and with special payroll to be processed by November 15, 2012, as presented by the Superintendent and Mrs. Trahan. C. Approval of bid and quote awards- Selena Cisneros, Project Management

On the motion of Mr. Sanner, seconded by Mrs. Nunez, the Board approved authorizing the Superintendent to advertise for new bids and accept low bids on currently advertised projects due to requisite number of advertising days and a need to move forward on projects, as presented by the Superintendent.
On the motion of Mrs. Nunez, seconded by Mr. Nunez, the Board approved updates on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites' projects from Hoffpauir Architects, LLC, Cameron Parish School Board's Project Management Firm, as presented by James Hoffpauir, Architect, and Selena Cisneros, Engineer, Superintendent and Project Architects.
On the motion of Mrs. Nunez, seconded by Mr. Nunez the approved revisions to policies with changes recommended by Robert L. Hammonds, Hammonds, Sills, Adkins and Guice, LLP, as a result of the 2012 Louisiana Legislative Session:

On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board received the Personnel Report, as presented by Superintendent.
On the motion of Mrs. Nunez, seconded by Mrs. Carter, the Board adjourned the regular school board meeting.
