The Cameron Parish School Board met in regular session on this date with the following members present: Loston McEvers, Dot Theriot, Rachel Abadie, Scott Nunez, Dwayne Sanner and Patty Morris. Absent was member Marvin Trahan.
On motion of Mrs. Theriot, seconded by Mrs. Abadie, the Board approved the agenda.
On motion of Mr. Sanner, seconded by Mr. Nunez, the Board approved the minutes as printed from March 12, 2007 regular board meeting.
On motion of Mrs. Theriot, seconded by Mrs. Morris, the Board approved the promulgation of Tax Millage Renewal Election results.
On motion of Mr. Sanner, seconded by Mr. Nunez, the Board approved the bid for alligator egg collection from Louisiana Alligator Wholesale, Inc. Mr. Tommy Stoddard. The price per egg on the West end of the Calcasieu River to Sabine River is $10.00 per egg. The price per egg on the East end of Calcasieu River to Vermillion is $8.00 per egg.
On motion of Mrs. Theriot, seconded by Mrs. Morris, the Board to enter into executive session regarding a student management issue.

On motion of Mrs. Theriot, seconded by Mr. Sanner, the Board to exit from executive session and enter into regular meeting regarding a student management issue.

On motion of Mrs. Abadie, seconded by Mr. Nunez, the Board approved to uphold staff recommendations regarding the student management issue.
The Board recognized three students from South Cameron High Schools STAR Program. This high school program is for junior and senior students who will major in education. The students are:

Dannielle Nunez
Lyndy Vincent
On item #9 the item of property resolution will be moved to the May 14th, 2007 board meeting.
On motion of Mr. Sanner, seconded by Mrs. Morris, the Board approved the revision to the General Fund Budget for 2006-2007 and the payment of bills and financial statement as presented by Margaret Jones.
On motion of Mrs. Theriot, seconded by Mrs. Abadie, the Board approved the budgets for the taxing districts.
On motion of Mrs. Morris, seconded by Mr. Nunez, the Board received a report to consider the Community Disaster Loan status presented by Margaret Jones. The Board asked to research the length of time that loan is available.
On motion of Mrs. Theriot, seconded by Mrs. Morris, the Board received a report on advance funding possibilities from FEMA as presented by Margaret Jones. Board members expressed interest in obtaining this funding.
On motion of Mr. Nunez, seconded by Mrs. Abadie, the Board received a report on alligator tag revenue for 2006 which is $7,264.47 as presented by Eddie Benoit.
On motion of Mr. Sanner, seconded by Mrs. Morris, the Board approved the request to classify three (3) 1983 school buses as surplus equipment and permit the advertising these units for public bid as presented Doug Welch.
On motion of Mrs. Theriot, seconded by Mr. Nunez, the Board approved the updated report on property insurance which the total premium on property insurance is $780,394 annually with coverage amount $35,404,989. The insurance coverage is layered with four (4) different companies. Also, flood insurance coverage and premiums for Hackberry and Grand Lake Schools in the amount of $29,953.00. The report for flood insurance on the four (4) pods at South Cameron High School would be $75,000.00 per pod which the cost would be $300,000.00 annually. The Board approved not to purchase flood insurance on South Cameron High School four (4) pods.
On motion of Mrs. Theriot, seconded by Mr. Sanner, the Board approved the inclusion of FBLA sponsors from Hackberry and Grand Lake in the provisions of the Boards support of FBLA students qualifying for the National Leadership Conference in Chicago June 27 July 1, 2007.
On a motion by Mr. Sanner, seconded by Mrs. Abadie, the Board approved the continued employment resolution pursuant to LRS 745 of 1977 as presented by the Superintendent.
On motion of Mrs. Abadie, seconded by Mrs. Theriot, the Board approved the request from Grand Lake high School to approve a trip to Mobile, Alabama by the Science Club, Art Club and 8th grade science students to visit the Museum of Mobiles Pompeii exhibit, Life in Greece feature, and USS Alabama battleship on May 10-12, 2007 as presented by the Superintendent.
On motion of Ms. Abadie, seconded by Mr. Sanner, the Board received a report on updates on the student information system and Sabine Refuge Survey as presented by Eddie Benoit.
On motion of Mrs. Theriot, seconded by Mrs. Morris, the Board approved the Superintendents recommendation to pursue an education program in partnership with the State Department for 4 year old students wherein the constraints of before school, after school, consultations, and others have been waived. There may be a need of an additional building for the South Cameron site waiting on enrollment data.
On motion of Mrs. Theriot, seconded by Mrs. Morris, the Board approved the 4-day week Pilot program for South Cameron site and Johnson Bayou School. Mr. Sanner asked to delay until May, 2007 for Hackberry School until he could host a town meeting and receive input from community. Mr. Nunez and Mrs. Abadie asked also to delay until May, 2007 so they could discuss with their community and receive input.
On motion of Mrs. Theriot, seconded by Mrs. Morris, the Board voted to allot $50,000 per school for special project needs. Johnson Bayou will include their bond money with the $50,000 allotment for the driveway needs at Johnson Bayou School.
On motion of Mrs. Theriot seconded by Mrs. Morris, the Board granted permission to advertise for site preparation and slab removal at the central office site, 510 Marshall Street, Cameron, LA ; granted permission to advertise for gym floors and seating at South Cameron High School and if necessary, any roof repairs; and granted permission to seek a solution to the placement of an instructional setting for the vocational program at South Cameron High as presented by Doug Welch.
On motion of Mrs. Abadie, second by Mr. Sanner, the Board approved the personnel report.

RESOLUTION
A resolution providing for canvassing the returns and declaring the results of the special election held in the Parish of Cameron, State of Louisiana for school purposes, on Saturday, March 31, 2007, to authorize the continuation of special taxes therein.
BE IT RESOLVED by the Parish School Board of the Parish of Cameron, State of Louisiana (the "Governing Authority"), acting as the governing authority of the Parish of Cameron, State of Louisiana for school purposes (the "Parish"), that:
SECTION 1. Canvass. This Governing Authority does now proceed in open and public session to examine the official tabulations of votes cast at the special election held in the Parish of Cameron, State of Louisiana for school purposes (the "Parish"), on SATURDAY, MARCH 31, 2007, to authorize the continuation of special taxes therein, and said Governing Authority does further proceed to examine and canvass the returns and declare the results of the special election.
SECTION 2. Procs Verbal. A Procs Verbal of the canvass of the returns of said election shall be made and a certified copy thereof shall be forwarded to the Secretary of State, Baton Rouge, Louisiana, who shall record the same in his office; another certified copy thereof shall be forwarded to the Clerk of Court and Ex-Officio Recorder of Mortgages in and for the Parish of Cameron, who shall record the same in the Mortgage Records of said Parish; and another copy thereof shall be retained in the archives of this Governing Authority.
SECTION 3. Promulgation of Election Result. The results of said election shall be promulgated by publication in the manner provided by law.
This resolution having been submitted to a vote, the vote thereon was as follows:

BE IT KNOWN AND REMEMBERED that on Thursday, April 5, 2007, at nine o'clock (9:00) a.m., at LSU AG Center, 7101 Gulf Highway, Lake Charles, Louisiana, the Parish School Board of the Parish of Cameron, State of Louisiana (the "Governing Authority"), acting as the governing authority of the Parish of Cameron, State of Louisiana for school purposes (the "Parish"), and being the authority ordering the special election held therein on Saturday, March 31, 2007, with the following members present:

Shall the Parish School Board of the Parish of Cameron, State of Louisiana, be authorized to levy and collect a special ad valorem tax of ten (10) mills (an estimated $1,452,080 reasonably expected at this time to be collected from the levy of the tax for an entire year) on all the property subject to taxation within Cameron Parish, for a period of ten (10) years, beginning with the year 2007 and ending with the year 2016, for the purpose of giving additional support to the maintenance, improvement and operations of the public elementary and secondary school system in Cameron Parish?

The polling places above specified being the only polling places designated at which to hold the said election, it was therefore shown that there was a total of 535 votes cast IN FAVOR OF Proposition No. 1 and a total of 138 votes cast AGAINST Proposition No. 1, as hereinabove set forth, and that there was a majority of 397 votes cast IN FAVOR OF Proposition No. 1 as hereinabove set forth; and it was therefore shown that there was a total of 524 votes cast IN FAVOR OF Proposition No. 2 and a total of 144 votes cast AGAINST Proposition No. 2, as hereinabove set forth, and that there was a majority of 380 votes cast IN FAVOR OF Proposition No. 2 as hereinabove set forth
Therefore, the Governing Authority did declare and proclaim and does hereby declare and proclaim in open and public session that the Propositions as hereinabove set forth were duly CARRIED by a majority of the votes cast by the qualified electors voting at the said special election held in the Parish on Saturday, March 31, 2007.
