The Cameron Parish School Board met in special session on this date with the following members present:  Loston McEvers, Dot Theriot, Rachel Abadie, Scott Nunez, Dwayne Sanner, Patty Morris, and Marvin Trahan.

 

The Board heard remarks from Mrs. Stephanie Rodrigue the applicant for the position of Superintendent of Cameron Parish Schools.

 

On motion of Mr. Trahan, seconded by Mr. Nunez, the Board voted to enter into executive session for certain interview processes for the position of Superintendent.

On motion of Mrs. Morris, seconded by Mrs. Theriot, the Board adjourned the special meeting and entered into the regular meeting.

The Cameron Parish School Board met in regular session on this date with the following members present:  Loston McEvers, Dot Theriot, Rachel Abadie, Scott Nunez, Dwayne Sanner, Patty Morris, and Marvin Trahan.

                    

            On motion of Mrs. Abadie, seconded by Mr. Sanner, the Board approved the agenda.

                       

On motion of Mrs. Theriot, seconded by Mrs. Morris, the Board approved the minutes as printed from April 5, 2007 regular board meeting.

 

On motion of Mr. Trahan, seconded by Mrs. Theriot, the Board adopted millage rates for the tax year 2007. (See Attachment)

On motion of Mrs. Abadie, seconded by Mr. Nunez, the Board approved the payment of bills and monthly finance statement as presented by Ms. Margaret Jones.

 

The board accepted copies of Hurricane Audrey by Cathy C. Post on behalf of the school libraries of Cameron Parish Schools as presented by Mrs. Stephanie Rodrigue.

 

On motion of Mrs. Morris, seconded by Mrs. Theriot, the Board recognized the Louisiana School Boards Association Artwork Contest Winners as presented by Ms. Willyne Kestel.

On motion Mrs. Theriot, seconded by Mr. Nunez, the Board recognized student winners, in Attorney General Fotis State-wide American Spirit Poster Contest as presented by Mrs. Nancy Claire Boudreaux.

On motion of Mrs. Abadie, seconded by Mr. Trahan, the Board approved the Non-Food Supplies Bid for School Food Service for 2007-2008 as presented by Mrs. Angie Styron. (See Attachment)

 

On motion of Mrs. Abadie, seconded by Mr. Sanner, the Board approved the following bids for 2007-2008. (See Attachment)

On motion of Mr. Sanner, seconded by Mr. Nunez, the Board approved the continuation of the Local Personnel Evaluation Plan, as required by the State Department, for 2007-2008 school year with adjustments as necessitated by personnel changes as presented by the Superintendent.

 

On motion of Mr. Sanner, seconded by Mr. Trahan, the Board approved naming the Cameron Pilot as the official journal for the period of July 1, 2007 through June 30, 2008.

 

On the motion of Mrs. Theriot, seconded by Mr. Sanner, the Board granted permission to advertise for copy paper for 2007-2008 with bids to be received at the June 11, 2007 meeting.

 

On motion of Mrs. Abadie, seconded by Mrs. Morris, the Board approved the transfer of previously granted funds of $500 each to Michael Savoie of South Cameron High School and Kelsey Helmer of Hackberry High School with authorization to travel to the FBLA National Leadership Conference.  Also, the Board approved $500 assistance for Kallan Mudd of Grand Lake High School with authorization to participate in the National Beta Convention in Nashville, Tennessee

 

On motion of Mr. Sanner, seconded Mr. Trahan, the Board approved to seek bids on four trailers, one for each school, for the purpose of moving critical paper records in the event of a hurricane threat.

            On motion of Mr. Sanner, seconded by Mr. Trahan, the Board received reports on the following property issues:

 

            1)         Superintendent reported District Attorney Cecil Sanner was proceeding with procurement of property at Johnson Bayou School site and upon recommendation pursuant to previous board action, would be advised if purchase of that property occurs in lieu of expropriation.

 

            2)         Board granted approval for District Attorney Cecil Sanner and Mr. Eddie Benoit, Land Manager for Cameron Parish School Board, to proceed with discussion of 16th section property exchange wherein the board would maintain the following:

           

            a)         Same amount of land

            b)         Same value

            c)         Retain mineral rights for perpetuity on current property

            d)         Obtain minerals on land swap for perpetuity

            e)         U.S. Fish and Wildlife would execute all documents, surveys, abstracts,

                        deeds and appraisals.

            f)          Provide transportation for Cameron Parish School Board to view section

g)         Lacassine Refuge would not hinder in production or exploration for minerals on Section 16-12-5.

h)         Land would be free from contamination and debris

i)          Procure right away access for Cameron Parish School Board

 

3)         Superintendent asked the board to consider, at the June 2007 meeting, authorizing District Attorney Cecil Sanner to pursue an exchange of property at Big Lake for Police Jury property adjacent to Grand Lake School.

 

4)         Superintendent asked the board to consider the future use of the Audrey Memorial site at the June 2007 meeting.

 

            On motion of Mr. Sanner, seconded by Mrs. Abadie, the Board approved to submit a resolution in support of HB 734 which would return back to the School Board approximately 1519 acres (which are located under water).

 

            On motion of Mr. Sanner, seconded by Mr. Nunez, the Board approved a 4-day school week at Hackberry High School: as a Pilot Program for 2 years; with the monitoring of teacher and student absences; and an increase in the number of certificated teachers employed at Hackberry High School.  If these conditions are not met, the school week will return to a 5-day week.

 

            On motion of Mr. Nunez, seconded by Mrs. Abadie, the Board approved Grand Lake High School to remain as a 5-day school week.  Comment spoke persons were:

            The Board accepted the Superintendent Douglas L. Chance recommendation to adjust his completion date as previously recorded from July 31, 2007 to May 31, 2007, pursuant to his request.  Superintendent elect Stephanie Rodrigue to assume full duties of Superintendent effective June 1, 2007.

 

            On motion of Mrs. Theriot, seconded by Mr. Nunez, the Board approved the list of certificated teachers for 2007-2008. (See Attachment)

 

            On motion of Mr. Trahan, seconded by Mrs. Morris, the Board approved the support employee list for 2007-2008.  (See Attachment)

R  E  S  O  L  U  T  I  O  N

 

WHEREAS, the Cameron Parish School Board has received an application to advertise for bid for a lease for oil and gas from Southern Oil & Gas Company, INC., covering the following described tract of land:

 

That certain tract of land, excluding the beds and bottoms of all navigable waters, belonging to and not presently under lease from the Cameron Parish School Board on June 11, 2007, being more particularly described as all of Section 16, Township 14 South, Range 3 West, Cameron Parish, Louisiana, less and except that portion of the Price-Nunez lands (sometimes also referred to as the Nunez-Price lands in the instruments or on the plats referred to herein below) situated within the confines of Section 16, Township 14 South, Range 3 West, and containing a balance of 332.96 acres, more or less.

 

            WHEREAS, said application was accompanied by a certified check in the amount of $500.00 payable to the Cameron Parish School Board, as required by law, and

 

            WHEREAS, the Cameron Parish School Board is desirous of advertising for bid the above described tract of land as requested.

 

            NOW, THEREFORE BE IT RESOLVED that the Cameron Parish School Board does hereby authorize and request its Superintendent, Douglas L. Chance, to advertise, pursuant to the terms of R.S. 30, Sections 151 through 158 as amended, for an oil and gas lease, covering and affecting the following described tracts of land:

            RESOLUTION

 

WHEREAS, Sixteenth Section Lands and Indemnity lands have been granted by Congress for public school purposes and the trustee title of the state of Louisiana to those sixteenth section lands was granted by Congress to the state of Louisiana as trustee for the benefit of the school children of the township in which such lands are located; and

 

            WHEREAS, the Cameron Parish School Board recognizes that its Sixteenth Section Lands and Indemnity lands throughout the State have been subject to erosion and/or subsidence of the surface area to the extent that the State, in its sovereign capacity has or may claim title to sold land which has become water bottom in some instances:

 

            WHEREAS, because of its concern for the preservation of these Sixteenth Section Lands and indemnity lands and the income and revenues derived therefrom for the benefit of all children in the school system, the Board wishes to express its support of the provisions of House Bill No. 734 of the 2007 Regular Session of the Louisiana Legislature, which provides that a school board may prove the extent of erosion and/or subsidence occurring after the title of the Sixteenth Section or Indemnity land vested in the State as trustee for the benefit of the schoolchildren of the township such that upon such proof to the Department of Natural Resources, revenues from such lands so eroded or subsided shall inure for the benefit of the schoolchildren of the township where the Sixteenth Section is located, effective July 1, 2007.

 

            BE IT RESOLVED that the Cameron Parish School Board hereby supports the passage of House Bill 734 during the 2007 Regular Session of the Legislature and hereby directs the Superintendent to send a copy of this resolution to the legislative delegation representing the parish requesting their support for the Bill.

 

            This is to certify that the above and foregoing is a true and correct copy of a

            Resolution unanimously adopted by the Cameron Parish School Board in
