Parish of Cameron
July 14, 2008
The Cameron Parish School Board met at its regular meeting on this date, members in attendance are: Karen Nunez, R. Scott Nunez, Loston McEvers, Dot Theriot, Dwayne Sanner, Marsha Trahan and Marvin Trahan.
The prayer and the pledge was led by R. Scott Nunez and Loston McEvers.
On the motion of Mrs. Trahan, seconded by Mrs. Nunez, the Board approved the agenda with addendum.
On the motion of Mr. Nunez, seconded by Mrs. Trahan, the Board approved the minutes as printed from the June 9, 2008 regular board meeting and June 24, 2008 special board meeting.
On the motion of Mrs. Theriot, seconded by Mr. McEvers, the Board heard an ongoing recovery project request from Cameron Parish Police Juror Scott Trahan and approved continuing a bus route from Grand Lake to South Cameron High School and from Hackberry to Johnson Bayou High School, if needed, with a December 2008 report on numbers of students participating. On the motion of Mr. Nunez, seconded by Mr. McEvers, the Board approved the following Financial Issues:
· Authorize payment of the bills Ms. Lannin
· Consider Financial Statement and reports of Current Investments including Mrs. Smythe
· Receive monthly update on FEMA issues, with overall payments of $5,755,140.29 to date, per spread sheet, Superintendent
· Receive advisement of cost of Builders Risk Policy for Cameron Parish School Board Administrative Building at $63,670.20 (in review for FEMA eligibility) presented by the Superintendent.
On the motion of Mrs. Theriot, seconded by Mrs. Trahan, the Board received the letter of June 28, 2008 receipt of Notice of Determination for a Consolidation Project from Louisiana Public Assistance to FEMA requesting the status of South Cameron High School as a building replacement project out of the Improved Project que, making it eligible for actual costs, rather than capped at the value of the Project Worksheet, with FEMA approval pending, as presented by the Superintendent.
On the motion of Mrs. Theriot, seconded by Mrs. Nunez, the Board received bids and approved the acceptance of the low bidder, for South Cameron High School, a FEMA Change of Location Project, as presented by Mr. James Hoffpauir, Project Manager. The low bidder is denoted by *

Alternate ADD - Alternate Emergency Generator
On the motion of Mrs. Theriot, seconded by Mr. McEvers, the Board received a report with an update on FEMA and local projects, including expansions to Grand Lake High School, as presented by the Superintendent and Mr. James Hoffpauir, Project Manager, and voted to accept the concept of the plan and approve building the Grand Lake High School softball field next to the Grand Lake High School baseball field with special projects money and the $12,000 (dirt work) already spent from special projects money for previous location of softball field to be returned to Grand Lake High School Special Projects Fund.
On the motion of Mr. Trahan, seconded by Mrs. Theriot, the Board accepted the sole bid as the official journal of Cameron Parish School Board from the Cameron Pilot as at $6.00 per square of 100 words, as presented by the Superintendent. Board Member Loston McEvers did not vote on the bid acceptance because of his conflict of interest as a writer for the Cameron Pilot.
On the motion of Mr. Trahan, seconded by Mrs. Nunez, the Board approved the contracting of Pre-Construction Services, Inc., at a cost of $7,500.00, for the video survey of adjacent and surrounding structures at the site of the Cameron Parish School Board office to provide documentation for possible litigation that might later be attributed to the construction; contracting Pre-Construction Services Inc. for South Cameron High School; for any further construction moving forward that might also involve alleged damage to adjacent and surrounding property (to be submitted for FEMA eligibility review, as appropriate) and to document current damages, as opposed to new weather events as presented by the Superintendent.
On the motion of Mrs. Nunez, seconded by Mrs. Trahan, the Board approved a one year contract of the Bus Maintenance Contractor Troy Brown as presented by the Superintendent and Mr. Doug Welch, at a cost to the board of $50,000.00, plus mileage of .585 per mile.
On the motion of Mrs. Trahan, seconded by Mrs. Theriot, received an updated environmental report inclusive of gasoline leakage and wetlands issues, and approved the purchase price of the land adjacent to Johnson Bayou High School at $20,000 per acre with no mineral rights attached.
On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board authorized District Attorney Cecil Sanner to request wetlands and environmental checks and approved right-of-way access on the west side of the property and hold mineral rights in common in the swap of Grand Lake property with the Cameron Parish Police Jury.
On the motion of Mrs. Theriot, seconded by Mr. McEvers, the Board approved the only bid for mineral lease section 16-15-15 [South Half (S/2)] Johnson Bayou, 320 more or less, from Allen & Kirmse, LTD., in the amount of $112,000.00 per year ($350 per acre) with 25% royalties for three(3) years as per Mr. Benoit. There were no bids received on Section 16-15-15 (N/2).
On the motion of Mr. McEvers, seconded by Mr. Trahan, the Board approved the advertisement for bids on the following expired and unexpired surface leases as presented by Mr. Benoit.

On the motion of Mr. Trahan, seconded by Mr. Nunez, the Board authorized the solicitation of engineering and architectural services for repairs and additions to all athletic fields and accessory buildings at Grand Lake High School, Hackberry High School, Johnson Bayou High School and South Cameron High Schools with bid proposals to be captured individually for the purpose of FEMA and other project funding sources presented by Mr. Hoffpauir, Project Manager.
On the motion of Mrs. Nunez, seconded by Mr. Nunez, the Board approved the annual revisions to Policy JCDA Student Code of Conduct and Policy IDFA, Interscholastic Athletics as presented by Mr. Benoit.
On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board approved the contract with Interquest Detection Canines of Southwest Louisiana for the purpose of detecting contraband in student vehicles as presented by the Superintendent.
On the motion of Mr. Nunez, seconded by Mr. Trahan, the Board approved the procedure whereby all students found to be in possession of any and all contraband will be immediately recommended for expulsion with investigative results considered at the expulsion hearing only and the recommendation from that hearing eligible to be reversed by the Cameron Parish School Board, in accordance with existing policy, as presented by the Superintendent.

R E S O L U T I O N
WHEREAS, in accordance with the laws of the State of Louisiana, application was made to the Cameron Parish School Board requesting that Section 16, Township 15 South, Range 15 West containing 320 acres, more or less, belonging to the Cameron Parish School Board, be advertised for an oil and gas lease, and
WHEREAS, in due course the requested advertisement for this lease was published in the Official Journal of the State of Louisiana and the Parish of Cameron for the prescribed statutory period of time, and
WHEREAS, in response to said advertisement the following bid was received and opened in public session of the Cameron Parish School Board on the 14th day of July, 2008 at a regular meeting of the Cameron Parish School Board:
BIDDER: Allen & Kirmse, LTD
BID: For a three (3) year lease on Oil, Gas and other Liquid Gaseous Hydrocarbon Mineral Lease.
CASH PAYMENT: $112,000.00
ANNUAL RENTAL: $112,000.00
ROYALTIES: 25%
WHEREAS, the Cameron Parish School Board feels that it is in the best interest of the Cameron Parish School Board to accept the bid of Allen & Kirmse, LTD.
NOW, THEREFORE BE IT RESOLVED by the Cameron Parish School Board in regular session convened at the office of said School Board in Cameron, Louisiana on the 14th day of July, 2008 the bid of $112,000.00 be accepted, and
BE IT FURTHER RESOLVED that Dwayne Sanner, President of the Cameron Parish School Board, be and he is hereby authorized and directed to execute on behalf of the Cameron Parish School Board an oil and gas lease in favor of Allen & Kirmse, LTD covering the above described bid as submitted and said lease to be subject to the approval of the State Mineral Board.
Adopted and approved the 14th day of July, 2008.
