           The Cameron Parish School Board met at its regular meeting on this date, members in attendance are: Loston McEvers, Dot Theriot, Marsha Trahan, Dwayne Sanner, Karen Nunez and R. Scott Nunez; absent is: Marvin Trahan.

            The prayer and the pledge were led by Mrs. Marsha Trahan and Mrs. Dot Theriot.

On the motion of Mrs. Trahan, seconded by Mrs. Nunez, the Board approved the agenda with addendum.

            On the motion of Mrs. Nunez, seconded by Mr. Nunez, the Board approved the minutes (with one revision) as printed from the June 8, 2009 regular board meeting.

            On the motion of Mrs. Nunez, seconded by Mrs. Trahan, the Board approved the following Financial Issues and Budget Revision:

·         Authorized payment of the bills Ms. Lannin

·         Considered Financial Statement and Reports of Current Investments Mrs. Smythe

·  Received monthly update on FEMA issues, with overall payments of $20,483,345.12 (Rita and Ike payments) to date, per spread sheet, $2,874,613.46 in request for funds submitted to be paid Superintendent, Mrs. Angie Styron

·         Consider advisement that FEMA funding for Hurricane Ike has been increased to 100% for emergency work and 90% for permanent work, categories C G Superintendent

·         Consider approval of $86,103.36 in E-Rate funding for the 2009-2010 fiscal year to include discounted and reimbursement for telephone, internet, technology fees and services Superintendent

 

On the motion of Mr. McEvers, seconded by Mrs. Theriot, the Board approved the additional Community Development Block Grant Program (CDBG) policies, procedures and documents as they apply to the South Cameron High School Vocational Agriculture facility as presented by the Superintendent.

·        Procurement Policy guidelines for the procurement of supplies, equipment, construction services for the CDBG Program, standards established in accordance with OMB Circular A-102, Attachment O, and State requirements;

·        Resolution to ensure adequate citizen participation and to deal with citizen inquiries and complaints through the adoption of the Citizen Participation Plan and Complaint Procedure

 

On the motion of Mrs. Theriot, seconded by Mr. McEvers, the Board approved the Superintendent to enter into non-binding agreements with each of the following Large Loss, Turn Key Emergency Restoration Contractors for the purpose of immediate assistance from whichever company(ies) is available in the event of a disaster:

 

·  Cotton Restoration

·  Inland Environments, Ltd.

·  Rapid Response Restoration

·  Signature Group

 

On the motion of Mr. Nunez, seconded by Mr. McEvers, the Board received an update on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites' projects from Hoffpauir Architects, LLC, Cameron Parish School Board's Project Management Firm, as presented by James Hoffpauir, Architect and Stephen Reed, Engineer.

                       

On the motion of Mrs. Nunez, seconded by Mr. McEvers, the Board approved current bid activities as presented by Mr. James Hoffpauir, Project Manager.

            On the motion of Mrs. Trahan, seconded by Mrs. Nunez, the Board authorized the Superintendent to advertise for new bids and accept low bids on currently advertised projects due to requisite number of advertising days and a need to move forward on projects as presented by the Superintendent.

On the motion of Mr. McEvers seconded by Mr. Nunez, the Board approved the extension of contract for the 2009-2010 fiscal year with Bus Maintenance Contractor Troy Brown at the same annual cost of 2008-2009 of $50,000 per year, plus mileage at the Federal rate, as presented by the Superintendent.

            On the motion of Mr. McEvers, seconded by Mrs. Nunez, the Board approved to advertise for public bid of fire extinguisher services for all Cameron Parish School Board facilities for the 2009-2010 fiscal year as presented by the Superintendent.

            On the motion of Mrs. Trahan, seconded by Mrs. Nunez, the Board requested an official request for plans and timelines from the Cameron Parish Police Jury for ladder trucks in the areas of Cameron, Creole and Johnson Bayou where the Cameron Parish School Board is constructing multi-story buildings as presented by the Superintendent.

            On the motion of Mrs. Theriot, seconded by Mrs. Nunez, the Board received an expression of gratitude on behalf of the Johnson Bayou High School community to the Cameron Parish School Board for their approval of an elevated structure under the FEMA reconstruction guidelines for building in a V Zone to allow for growth of the community and a reason for families to rebuild as presented by Mrs. Marsha Trahan.

            On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board approved the annual contract with Lake Charles Memorial Hospital Sports Medicine Program to furnish services to athletes and other eligible student groups participating in athletic events, at a cost of $9240.00 for the 2009-2010 school year as presented by the Superintendent.

            On the motion of Mrs. Theriot, seconded by Mrs. Trahan, the Board approved land issues as presented by Mr. Eddie Benoit.

 

·         Extension of farming lease on section 16-12-3 for additional ten years with Keith Hensgens, as recommended by District Attorney Cecil Sanner

·         Advertisement of expired surface leases on Section 16-14-12 (530 acres) and 16-15-14 (620 acres)

·         Advertisement of unexpired surface leases for which no payment is received

 

On the motion of Mrs. Nunez, seconded by Mrs. Theriot, the Board approved the revisions to Cameron Parish School Board Policy JCDA Student Code of Conduct, as recommended by a committee of administrators and teachers, as presented by Mr. Eddie Benoit.

On the motion of Mrs. Nunez, seconded by Mr. Nunez, the Board approved the annual approval of the Cameron Parish Parental Involvement Plan, as recommended by a committee of stakeholders as presented by Mrs. Becky Marcantel.

On the motion of Mrs. Nunez, seconded by Mrs. Theriot, the Board received the results of the review of Career and Technical Education program initiatives, as recommended by a committee of stakeholders as presented by Mr. Lloyd Broussard.

On the motion of Mr. McEvers, seconded by Mr. Nunez, the Board approved the annual revisions and approval to the Cameron Parish Pupil Progression Plan, as recommended by a committee of stakeholders as presented by Mrs. Shelia Miller.

On the motion of Mrs. Theriot, seconded by Mrs. Trahan, the Board approved Out-of-State Travel request as presented by the Superintendent.

On the motion of Mr. McEvers, seconded by Mrs. Theriot, the Board approved granting the Superintendent the authority to enter into a Cooperative Endeavor Agreement on behalf of Cameron Parish School Board with the Louisiana Fur and Wildlife Festival for the use of the Central Administrative Office property (former site of Cameron Elementary School) in Cameron as the site of the 2010 Louisiana Fur and Wildlife Festival with the Cooperative Endeavor Agreement as  drafted by District Attorney Cecil Sanner as presented by the Superintendent.

            On the motion of Mr. McEvers, seconded by Mr. Nunez, the Board approved the Personnel Report as presented by the Superintendent.
