Parish of Cameron

The Cameron Parish School Board met at its regular meeting on this date, members in attendance are: Loston McEvers, Dot Theriot, Marsha Trahan, Dwayne Sanner, Karen Nunez, Marvin Trahan and R. Scott Nunez.
The prayer and the pledge were led by Mr. Scott Nunez and Mrs. Karen Nunez.
On the motion of Mrs. Nunez, seconded by Mrs. Theriot, the Board approved the board minutes of the regular meeting on October 11, 2010, as presented by the Superintendent.
On the motion of Mr. Nunez, seconded by Mrs. Theriot, the Board approved the following financial issues, as presented by Mrs. Smythe:
Payment of the bills
Financial Statement and Reports of Current Investments
On the motion of Mr. Nunez, seconded by Mrs. Theriot, the Board received monthly update on FEMA issues, with overall payments of $36,518,360.73 (Rita, Gustav and Ike payments) to date, per spread sheet, $13,863,763.26 in request for funds submitted to be paid, as presented by Ms. Cisneros.
On the motion of Mr. Sanner, seconded by Mr. McEvers, the Board approved the following Insurance Issues, as presented by Nancy Sylvester and Superintendent:
Authorized Gallagher Benefits Services, Inc. as voluntary employee/ 503(b)benefits broker;
Authorized moving Cafeteria Plan/ 503(b) administration and benefits to vendors proposed by Gallagher and allow employees to either move current benefits to Gallagher or retain benefits currently in place without changing the carriers;
Under LRS:22:1964(8), identify the $4.00 per employee service charge that can no longer legally be absorbed through insurance premiums’ commissions; and
With the exception of Myrna Conner, local representative of AFLAC, all other voluntary benefits will be managed by Gallagher.
On the motion of Mrs. Nunez, seconded by Mr. Nunez, the Board approved adopting a resolution authorizing the Cameron Parish District Attorney and/or Superintendent of Schools to make decisions regarding litigation strategy, discovery matters, minor settlements in an amount less than $100,000.00, and any other issues which might arise regarding property damage caused in whole and/or in part by historical oilfield exploration and production activities, as presented by District Attorney Cecil Sanner.
On the motion of Mrs. Nunez, seconded by Mr. McEvers, the Board approved current construction bid activities, as presented by James Hoffpauir, Project Manager.

Hackberry High School (PreK-12) Ancillary Buildings- PM Team and Architect to determine date
Grand Lake High School Renovations, Phase I (former kitchen/cafeteria area)-November bid date projected
B. Approval of bid awards, as presented by Selena Cisneros, Project Management.
No bids received in October– Ms. Cisneros
C. Approved authorizing the Superintendent to advertise for new bids and accept low bids on currently advertised projects due to requisite number of advertising days and a need to move forward on projects as presented by the Superintendent.
D. Received updates on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites' projects from Hoffpauir Architects, LLC, Cameron Parish School Board's Project Management Firm, as presented by James Hoffpauir, Architect, and Selena Cisneros, Engineer, Superintendent and Project Architects.
On the motion of Mrs. Theriot, seconded by Mr. Nunez, the Board approved moving funding source for purchase of land at Hackberry High School from CDBG to Cheniere Payment In Lieu Of Taxes, keeping construction of parking lot as CDBG Project, as presented by Superintendent and District Attorney Cecil Sanner.
On the motion of Mr. McEvers, seconded by Mrs. Theriot, the Board approved the following new policies and revisions to existing policies, per the 2010 Regular Session of the Louisiana Legislatures and/or other updates:
EDBA- Dismissal of Employees
GBN- Responsibility For Vehicle Operation
On the motion of Mrs. Theriot, seconded by Mr. Nunez, the Board approved motion to promulgate and adopt the results of the Maintenance Millage Renewal Proposition on November 2, 2010, to continue to levy a 7.68 mill property tax for an additional ten years beginning in 2011 and ending in 2020, as presented by District Attorney Cecil Sanner.
On the motion of Mr. McEvers seconded by Mrs. Theriot, the Board approved the Personnel Report, as presented by Superintendent.
On the motion of Mrs. Theriot, seconded by Mrs. Nunez, the Board adjourned the regular school board meeting.
