Parish of Cameron

The Cameron Parish School Board met at its regular meeting on this date, members in attendance are: Tracy Carter, Dot Theriot, Marsha Trahan, Karen Nunez, James Boudreaux, R. Scott Nunez and Dwayne Sanner.
The prayer and the pledge were led by Mrs. Nunez and Mr. Nunez.
On the motion of Mrs. Nunez, seconded by Mrs. Carter, the Board approved the agenda.
On the motion of Mr. Boudreaux, seconded by Mr. Nunez, the Board approved the board minutes of the regular meeting of November 12, 2012, as presented by the Superintendent.
On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board approved the following financial issues:
· Authorization of payment of the bills, as prepared by Mrs. Trahan.
· Receipt of Financial Statement and Reports of Current Investments, as prepared by Mrs. Trahan.
· Receipt of monthly update on FEMA issues, with overall payments of $ 55,059,749.03 (Rita, Gustav and Ike) to date, as presented by Ms. Sylvia Cisneros.
On the motion of Mrs. Trahan, seconded by Mr. Sanner, the Board approved 4:30 PM official opening of bids and selected Bessette Development as lowest responsive General Contractor bidder to build Johnson Bayou High School, a FEMA rebuild project, as a result of Hurricane Ike, and authorize Superintendent to accept second lowest bidder, if necessary, as presented by Mrs. Marsha Trahan and Architect Randy Broussard.
On the motion of Mrs. Theriot, seconded by Mrs. Nunez, the Board approved by unanimous vote the allocation of invested funds, as presented by President Dot Theriot and Mr. James Boudreaux:
· Grand Lake High School- $2,827,700. for the purpose of paying off school bond with residual amount , after bond is paid, to be used for special capital outlay projects at Grand Lake High School
· Hackberry High School- $2,827,700. for the purpose of paying off school bond at $734,780. with residual amount, after bond is paid, to be used for special capital outlay projects at Hackberry High School
· Johnson Bayou High School-$2,827,700. for the purpose of the requisite 10% cost share of all FEMA Ike disaster projects with any residual to be used for special capital outlay projects at Johnson Bayou High School
· South Cameron High School- $2,827,700. for the purpose of special capital outlay projects at South Cameron High School
On the motion of Mrs. Theriot, seconded by Mrs. Carter, the Board approved the reduction of 2 mils of parish-wide Constitutional Tax for all taxpayers and with intent to continue to adjust annually, based on interest earned on invested funds, if MFP is not reduced due to reduction in taxes, as presented by President Dot Theriot and Mr. James Boudreaux.
On the motion of Mr. Boudreaux, seconded by Mr. Nunez, the Board approved joining other Cameron Parish tax entities in retaining Pritchard and Abbott for the purpose of defending Cameron Parish assessments for two years, and storage cavern appraisals at a pro rata cost share of $2,440.44 annually and $986.79 respectively, as presented by the Superintendent.
On the motion of Mrs. Nunez, seconded by Mrs. Trahan, the Board approved extending Mardi Gras holidays through Friday, February 15, 2013, by adjusting bell schedules, as necessary, to assure required minutes are met, with one additional day at each school remaining for inclement weather or other emergency day, as presented by the Superintendent.
On the motion of Mr. Nunez, seconded by Mr. Boudreaux, the Board approved 2013 Cameron Parish School Board meetings, schedule as follows, as presented by the Superintendent:

On the motion of Mr. Boudreaux, seconded by Mrs. Nunez, the Board approved current construction bid activities, as presented by James Hoffpauir, Project Management:

· Johnson Bayou High School Rebuild- Bids to be received December 20, 2012

On the motion of Mr. Boudreaux, seconded by Mrs. Nunez, the Board approved authorizing the Superintendent to advertise for new bids and accept low bids on currently advertised projects due to requisite number of advertising days and a need to move forward on projects, as presented by the Superintendent.
On the motion of Mr. Boudreaux, seconded by Mrs. Nunez, the Board approved updates on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites' projects from Hoffpauir Architects, LLC, Cameron Parish School Board's Project Management Firm, as presented by James Hoffpauir, Architect, and Selena Cisneros, Engineer, Superintendent and Project Architects.
On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board received statutory issues and legal updates, as presented by Mr. Bob Hammonds, Hammonds, Sills, Adkins and Guice, LLP.

On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board received updates on lawsuit challenging components of Governor Jindal’s 2012 Education Reform Package, as presented by Mr. Bob Hammonds, Hammonds, Sills, Adkins and Guice, LLP.
On the motion of Mrs. Nunez, seconded by Mrs. Trahan, the Board received the Personnel Report, as presented by Superintendent.
The Board voted to enter into executive session for the purpose of annual review of the overall work performance of the Superintendent, as presented by the President Dot Theriot.

On the motion of Mrs. Theriot, seconded by Mr. Nunez, the Board approved an above average evaluation and a contract extension of four years for the Superintendent, as presented by President Dot Theriot.
On the motion of Mr. Sanner, seconded by Mrs. Trahan, the Board received presentation on Criteria, Processes, and Timelines of redistricting and review of potential maps, and selected Map 6-A, 8 member plan, as presented by Attorney Michael Heffner, Chief Demographer, Geographic Planning and Demographic Services.
On the motion of Mr. Sanner, seconded by Mrs. Nunez, the Board adjourned the regular school board meeting.
