The Cameron Parish School Board met at its regular meeting on this date, members in attendance are: Marsha Trahan, Tracy Carter, Karen Nunez, James Boudreaux, R. Scott Nunez, Dwayne Sanner and Dorothy Theriot.
The prayer and the pledge were led by Mr. Sanner and Mrs. Theriot.
On the motion of Mrs. Carter, seconded by Mr. Boudreaux, the Board approved the agenda.
On the motion of Mrs. Theriot, seconded by Mr. Nunez, the Board approved the board minutes of the regular meeting of August 12, 2013, as prepared by the Superintendent.
On the motion of Mrs. Carter, seconded by Mr. Boudreaux, the Board received the monthly report on property income, as presented by Mr. Lee Bloch, Bloch, Briggs and Associates.
On the motion of Mrs. Nunez, seconded by Mr. Sanner, the Board approved advertising for lease the newly acquired property in Johnson Bayou, as presented by Mr. Lee Bloch, Bloch, Briggs and Associates.
On the motion of Mrs. Nunez, seconded by Mr. Sanner, the Board approved high bidders for unexpired surface leases as presented by Mr. Lee Bloch, Bloch, Briggs and Associates.

On the motion of Mr. Nunez, seconded by Mrs. Theriot, the Board approved renewal of General Liability, Business Auto, School Board Legal and Employment Practices, at the same rates as 2012, with rejection of additional Uninsured Motorist and Terrorism options, as presented by Mr. Andrew Edwards, Arthur J. Gallagher Risk Management Services, Inc.
On the motion of Mrs. Theriot, seconded by Mrs. Nunez, the Board approved cancellation of the November 16, 2013 tax election, as presented by Mrs. Theriot. Nays: Dwayne Sanner
On the motion of Mrs. Nunez, seconded by Mrs. Theriot, the Board received a presentation on FEMA/GOHSEP issues, as presented by the Mr. Mark DeBosier, State Coordinating Office, Recovery Division Sectional Chief for Technical Services, Governor’s Office of Homeland Security
On the motion of Mrs. Theriot, seconded by Mr. Boudreaux, the Board approved the cancellation of South Cameron High School Parking Lot project on leased property, as presented by Mrs. Theriot.
On the motion of Mr. Nunez, seconded by Mrs. Theriot, the Board approved current construction bid activities, as presented by James Hoffpauir, Project Management:

· Grand Lake High School Field House – Reserve Funds – to go out for bid November 7, 2013
On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board approved authorizing the Superintendent to accept low bids on currently advertised projects due to a need to move forward on projects.

On the motion of Mr. Nunez, seconded by Mrs. Theriot, the Board approved updates on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites' projects from Hoffpauir Architects, LLC,
Cameron Parish School Board's Project Management Firm, as presented by James Hoffpauir, Architect, and Selena Cisneros, Engineer.
On the motion of Mr. Boudreaux, seconded by Mr. Nunez, the Board approved adoption of the 2013-2014 Cameron Parish School Board Budget, as presented by Mrs. Trahan.
On the motion of Mrs. Carter, seconded by Mrs. Nunez, the Board approved the following financial issues:
· Authorization of payment of the bills, as presented by Mrs. Trahan.
· Receipt of Financial Statement and Reports of Current Investments, as presented by Mrs. Trahan.
· Receipt of monthly spreadsheet on FEMA issues, with overall payments of $64,491,586.91 (Rita, Gustav and Ike) to date, as presented by Mrs. Trahan.
On the motion of Mrs. Theriot, seconded by Mr. Sanner, the Board approved the Louisiana Compliance Questionnaire as required annually by Kolder, Champagne, Slaven and Co., LLC, as presented by Mrs. Trahan.
On the motion of Mrs. Nunez, seconded by Mr. Nunez, the Board approved the request of an additional audit by the Office of the Louisiana Legislative Auditor, as presented by Mrs. Nunez. Nays: Dwayne Sanner, Dot Theriot
On the motion of Mrs. Nunez, seconded by Mrs. Carter the Board approved a Finance Committee, to consist of Mr. Scott Nunez Chairman, Mrs. Tracy Carter and Mrs. Marsha Trahan Ex-Officio Member and Superintendent Stephanie Rodrigue as Educational Advisor, as presented by Mrs. Nunez.
On the motion of Mr. Sanner, seconded by Mrs. Theriot, the Board approved payment date of May 2014 for House Bill 1, 2103 Regular Session, one-time stipend to certificated classroom teachers with option to include other certificated and support personnel in additional 50% provided through same special appropriation, and tabled amount(s) to be paid, as presented by the Superintendent and Mrs. Trahan.
On the motion of Mr. Sanner, seconded by Mrs. Theriot, the Board approved funding a $2500. 13th check, to be paid by November 1, 2013, as presented by the Superintendent. Nay: Karen Nunez Abstained: Scott Nunez
On the motion of Mr. Nunez, seconded by Mr. Boudreaux, the Board approved waiver of a full year 2012-2013 medical sabbatical under policy GBRHA Sabbatical Leave, pending certification of incapacitating illnesses of two family members, as certified by two (2) physicians, as presented by Mrs. Nunez and Mr. Jon Guice, Hammonds, Sills, Adkins and Guice, LLP.
On the motion of Mrs. Theriot, seconded by Mrs. Carter, the Board approved final revisions recommended by Hammonds, Sills, Adkins and Guice, LLP, to JDCA Student Code of Conduct, as presented by the Superintendent.
On the motion of Mrs. Nunez, seconded by Mrs. Carter, the Board received for 30 day review with recommendations of Hammonds, Sills, Adkins & Guice, LLP, revision to policy EGAC-Health and Group Hospitalization Insurances, as presented by the Superintendent.
On the motion of Mrs. Nunez, seconded by Mr. Nunez, the Board approved submitting the name of Richard Gerard to District Attorney Cecil Sanner to prepare a resolution for the purpose of hiring Mr. Gerard as additional attorney for matters when the District Attorney recuses himself, as presented by Mrs. Nunez. Nays: Dot Theriot
On the motion of Mrs. Carter, seconded by Mrs. Nunez, the Board received a report of Cameron Parish’s lowest risk rankings in Louisiana and other data as it applies to the LSU/Tulane Early Childhood Policy and Data Center’s Report “Early Childhood Risk and Research in Louisiana”, as presented by Mrs. Nancy Boudreaux, Supervisor of Curriculum.
On the motion of Mrs. Nunez, seconded by Mr. Boudreaux the Board received Cameron Parish School Board’s effective Compass teacher rankings percentage of 91, as presented by the Superintendent.
On the motion of Mr. Nunez, seconded by Mrs. Theriot, the Board received current enrollment data, as presented by the Superintendent.
On the motion of Mrs. Nunez, seconded by Mrs. Carter, the Board adjourned the regular school board meeting.
