The Cameron Parish School Board met at its regular meeting on this date, members in attendance are: Marsha Trahan, Tracy Carter, Karen Nunez, James Boudreaux, R. Scott Nunez, Dwayne Sanner and Dorothy Theriot.
The prayer and the pledge were led by Mr. Sanner and Mr. Nunez.
On the motion of Mrs. Theriot, seconded by Mrs. Carter the Board approved the agenda.
On the motion of Mr. Boudreaux, seconded by Mr. Nunez, the Board approved the minutes of the November 12, 2013, Cameron Parish School Board meetings, as presented by the Superintendent.
On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board received the monthly report on property income, as prepared by Mr. Lee Bloch, Bloch, Briggs and Associates, as presented by the Superintendent.
On the motion of Mrs. Theriot, seconded by Mrs. Nunez, the Board approved the following financial issues, as presented by Mrs. Michelle Trahan:
· Authorization of payment of the bills
· Receipt of Financial Statement and Reports of Current Investments
· Receipt of Eagle Asset Management November Report
· Report of Finance Committee
On the motion of Mrs. Theriot, seconded by Mrs. Nunez, the Board received report of new construction and renovations per school site and funding source.
On the motion of Mrs. Theriot, seconded by Mr. James Boudreaux, the Board received monthly report on FEMA Project Worksheets, as prepared by Hoffpauir Architects, and presented by Mr. James Hoffpauir.
On the motion of Mr. Nunez, seconded by Mr. Boudreaux, the Board tabled consideration until the January 14, 2014 meeting of a five year program of Career education coursework to prepare students for regionally available, high-paying careers, in alignment with the Louisiana Department of Education, the Southwest Louisiana Economic Development Alliance and local industries at projected cost of $1,250,500. , including both implementation year and annual expenditures; courses to include online, hands-on, face to face and compressed video deliveries, as presented by the Superintendent and Mrs. Theriot.
On the motion of Mr. Sanner, seconded by Mrs. Theriot, the Board approved the continuation for the next five years of ACT College and Career Readiness Preparation for all juniors and senior retesters at $100 per student in preparation for school and district accountability testing in the Spring, combining hands-on, online and practice tests in simulated test environments and Staff Development by ACT instructors at approximate annual cost of $8500., as presented by the Superintendent.
On the motion of Mrs. Nunez, seconded by Mrs. Theriot, the Board approved current construction bid activities, as presented by James Hoffpauir, Project Management:
A. Projects to be bid- James Hoffpauir, Project Management
· Johnson Bayou Restroom, Concession, Storage- FEMA-Rita-Out to bid December 19, 2013- Bids to be received January 28, 2014
B. Projects out for bid- James Hoffpauir, Project Management
· Grand Lake High School Field House – Reserve Funds – Bids to be received January 7, 2014
C. Quote out for response- James Hoffpauir, Project Management
· None at this time.
D. Approval of bid and quote awards- Architects and Project Management
· None at this time.
On the motion of Mrs. Theriot, seconded by Mrs. Theriot, the Board approved
updates on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites' projects from Hoffpauir Architects, LLC, Cameron Parish School Board's Project Management Firm, as presented by James Hoffpauir, Architect, and Selena Cisneros, Engineer.
On the motion of Mrs. Nunez, seconded by Mr. Boudreaux the Board approved extending the Mardi Gras holidays through Friday, March 7, 2014, as presented by the Superintendent.
On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board approved the 2014 Cameron Parish School Board meetings, schedule as follows with Finance Committee Meetings at 4:30 PM and Full Board Meetings at 5:00 PM, as presented by the Superintendent:

On the motion of Mrs. Nunez, seconded by Mrs. Carter, the Board approved with recommendations of Hammonds, Sills, Adkins & Guice, LLP, revisions to the following policies, in accordance with the Acts of the 2013 Regular Legislative Session, as presented by the Superintendent.
· BBBC- School Board Member Continuing Education
· DFD- Tax and Bond Elections and Sales
· EBBC- Emergency/ Crisis Management
· EBC- Buildings and Grounds Security
· EE- Child Nutrition Program Management
· GAMJ- Miscellaneous Conditions of Employment
· GBN- Dismissal of Employees
· IDDF- Education of Students With Exceptionalities
· IDE- Co-curricular and Extracurricular Student Activities
· IDFA- Interscholastic Athletics
· IKDC- Prayer In Schools
· JCDAF- Bullying and Hazing
· JGC- Student and Health Services
On the motion of Mrs. Theriot, seconded by Mr. Boudreaux, the Board approved the following resolution to request that Governor Bobby Jindal, State Superintendent of Education John White, members of BESE and members of the Louisiana Legislature remove the Cameron Parish School Board and the other School Districts in Louisiana from being negatively impacted due to the implementation of PARCC testing; and implement a three-year “hold harmless” period of transition whereby teachers, parents and students are not negatively impacted during this transition, as presented by the Superintendent. On the motion of Mrs. Nunez, seconded by Mrs. Carter, the Board approved the following resolution to join other school districts and participate as a plaintiff in the matter entitled St. John the Baptist Parish School Board, et al v. State of Louisiana, et al; No. 622, 639, Sec. 24 on the docket of the 19th Judicial District Court for the Parish of East Baton Rouge, State of Louisiana, alleging that public school systems across the state of Louisiana were not provided with the proper funding for the 2012-13 fiscal year under the MFP; and employ Robert L. Hammonds, Charles L. Patin, Jr., and Brian F. Blackwell to handle such litigation on its behalf and shall pay counsel for their services according to the contingency fee agreement and power of attorney attached to the Resolution, subject to approval by the Louisiana Attorney General of such arrangement, as presented by the Superintendent:
On the motion of Mrs. Nunez, seconded by Mr. Boudreaux, the Board approved a procedure whereby signatures of the President and Vice-President of the Cameron Parish School Board are included on all settlement agreements and Superintendent’s contract, as presented by Mrs. Nunez. Nays: Dorothy Theriot, Dwayne Sanner and Marsha Trahan
The Board voted to enter into executive session for the purpose of annual review of the overall work performance of the Superintendent, as presented by President Marsha Trahan.
