Parish of Cameron

The Cameron Parish School Board met at its regular meeting on this date and meeting was called to order at 5:06 pm, members in attendance are: Marsha Trahan, Tracy Carter, Karen Nunez, James Boudreaux, R. Scott Nunez and Dwayne Sanner. Absent: Dorothy Theriot.

 

The prayer and the pledge were led by Mr. Sanner and Mrs. Carter.

 

On the motion of Mrs. Nunez, seconded by Mrs. Carter, the Board approved the agenda.

 

On the motion of Mr. Boudreaux, seconded by Mrs. Carter, the Board approved the minutes of the November 10, 2014 Cameron Parish School Board meetings, as prepared by the Superintendent.

 

On the motion of Mr. Nunez, seconded by Mrs. Nunez, the Board received information from the Lead Council members on projects to be completed with the Cheniere Grant funds, as presented by Ms. Eva January.

 

On the motion of Mrs. Carter, seconded by Mr. Boudreaux, the Board received monthly report on property income, as presented by Mr. Lee Bloch, Bloch, Briggs and Associates.

 

On the motion of Mrs. Carter, seconded by Mr. Boudreaux, the Board received  mineral lease development issues and approved the lease extension for one year with no payment due in order to drill a committed well on Chalkley section (Sect. 16T12S R6W), as presented  by Mr. Lee Bloch, Bloch, Briggs and Associates.

                       

            On the motion of Mr. Nunez, seconded by Mr. Sanner, the Board approved the following financial issues as received in the finance committee meeting and presented by Mrs. Michelle Trahan:

·       Authorization of payment of the bills

·       Report of Finance Committee

·       Receipt of Financial Statement and Reports of Current Investments

·       Receipt of Eagle Asset Management Report

·       Receipt of monthly report of FEMA Project Worksheets, as prepared by Hoffpauir Architects

 

On the motion of Mr. Sanner, seconded by Mrs. Nunez, the Board approved current construction bid activities, as presented by James Hoffpauir, Project Management:

 

A.  Projects to be bid-   James Hoffpauir, Project Management

 

·       South Cameron High School Parking Lot- Rita/Ike-Out for bid December 18, 2014- bids to be received February 9, 2015

 

·       Hackberry High School Smokehouse- Rita Alternate Funds- Out for bid January 8, 2015- bids to be received February 5, 2015

 

·       Grand Lake High School Baseball Improvements- Reserve Funds- Out for bid December 18, 2014- bids to be received January 22, 2015

 

B.  Projects out for bid-   James Hoffpauir, Project Management

 

·       None at this time.

 

C.  Quote out for response-   James Hoffpauir, Project Management

D.   Approval of bid and quote awards- Architects and Project Management

On the motion of Mr. Sanner, seconded by Mrs. Nunez, the Board approved authorizing the Superintendent to advertise for new bids and accept low bids on currently advertised projects due to requisite number of advertising days and a need to move forward on projects, as presented by the Superintendent.

 

On the motion of Mr. Sanner, seconded by Mrs. Nunez, the Board approved updates on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites' projects from Hoffpauir Architects, LLC, Cameron Parish School Board's Project Management Firm, as presented by James Hoffpauir and Mr. Randall Broussard, Architect.

 

On the motion of Mrs. Nunez, seconded by Mr. Nunez the Board approved Cameron Parish School System Fixed Assets Procedural Guide and appointment of Fixed Assets Coordinator for each school and table till the January 2015 Cameron Parish School Board meeting the amount of stipend to be paid, as presented by the Superintendent.

 

On the motion of Mrs. Carter, seconded by Mrs. Nunez, the Board discussed Policy GBRK- Annual Leave, with the recommendation to allow annual leave to accumulate with a maximum roll over of 10 days and table to the January 2015 Cameron Parish School Board meeting and present at that time for 30 day review, as presented by the Superintendent and Mrs. Carter.

 

On the motion of Mr. Nunez, seconded by Mr. Sanner, the Board approved the purchase of iPad charging station carts for grades Pre-K through 8th grade, along with storage carts for grades 9th through 12th at an estimated cost of $ 65,000., as presented by the Superintendent.

 

On the motion of Mr. Sanner, seconded by Mr. Boudreaux, the Board approved expenses necessary to offer an after-hours Welding Class to be taught by instructors sponsored by the ABC School of Westlake, LA. Class (es) to be held at the Grand Lake High School AG Shop for interested students at an estimated cost of $11, 204., as presented by the Superintendent and Mr. Kirby Bruchhauss, ABC School.

 

On the motion of Mr. Boudreaux, seconded by Mrs. Carter, the Board approved out-of-state travel, for the Art classes at South Cameron High School, to Houston Museum of Fine Arts in Houston, Texas on December 11, 2014; travel by school bus driven by certified driver, with teacher Sharon Campbell and volunteer chaperones supervising the students, as presented by the Superintendent.

 

On the motion of Mr. Nunez, seconded by Mrs. Carter, the Board approved extending the Mardi Gras holidays through Friday, February 20, 2015, as presented by the Superintendent.

 

On the motion of Mr. Nunez, seconded by Mr. Boudreaux, the Board approved the 2015 Cameron Parish School Board meetings, schedule as follows, as presented by the Superintendent:

·       March 9

·       April 13

·       May 11

·       June 8

·       July 13

·       August 10

·       September 14

·       October 12

·       December 14

 

On the motion of Mr. Nunez, seconded by Mrs. Carter the Board received the Superintendent’s report, as presented by the Superintendent.

Superintendent’s Report

December 8, 2014

 

Please accept this report regarding my efforts to meet the following Performance Objectives as outlined in Exhibit A of my employment contract:

 

1.     Human Resource Management

a.     The advertisement period for the position of Special Education Supervisor has been extended to December 12th. There were two applicants that met the original deadline of December 1st but they could not meet all of the qualifications for the position.  

b.     Worked with Mrs. Eva January to review/update teacher certifications throughout the system.

 

2.     District Operations and Financial Management

a.     Met with members of the Finance Department and Computer One to begin the process of negotiating a new contract.

b.     Met with Central Office Staff that attended the LASBO Conference in early November to review ideas and suggestions they learned while attending the conference.

c.     Met with members of the Finance Department to finalize re-assignment/alignment of job duties.

 

3.     Student Growth and Achievement

a.     Met with Counselors to discuss plans for upcoming parish-wide Career Fair to be held at the Conference Center on February 24, 2015. Reviewed opportunities for guest speakers in co-ordination with Clair Hebert, Director of Economic Development for Cameron Parish. Also discussed the impact of the JumpStart Program on student graduation requirements.

b.     Mrs. Stephanie Rogers helped co-ordinate training for teachers engaged in the Junior Achievement Finance Park program that our students enrolled in the Journey to Careers classes will attend on January 28, 2015.

c.     Met with Curriculum and Instruction Team to review school-level in-service dates for review of School Report Card data. In addition, discussed plans for updating textbook inventory procedures.

 

4.     Communication and Community Relations

a.     Represented the Cameron Parish School System at SWLA Economic Development Alliance Leadership program held at the Conference Center on November 11th.

b.     Attended Veteran’s Day Program and basketball game at Johnson Bayou High School.

c.     Attended Homecoming Parade at Johnson Bayou High School

d.     Attended Triple Crown Ring Ceremony at Hackberry Community Center.

 

5.     Organizational Leadership

a.     Met with Johnson Bayou Architect and representatives from Hoffpauir Architects LLC for a progress meeting.

b.     Attended a Professional Development session hosted at Grand Lake High School by LDOE Network 3 Team to enhance Principal’s work with the COMPASS evaluation instrument. Lead Teachers from each school were also in attendance. Network 3 Team members will visit each school in early December to model classroom observation tools.

c.     Attended the Louisiana Association of School Superintendents Conference in Baton Rouge November 16-17.

d.     Met with newly assigned FEMA Team members for projects related to Rita.

e.     Attended the Network 3 Principal Collaboration Workshop in Lake Charles on December 3.

f.      Met with Architect and representatives from Hoffpauir Architects LLC for Grand Lake Baseball Field renovation.

School Related News

 

Cameron Parish School System Christmas Cards

 

Art teachers at each of our schools were asked to submit three pieces of student artwork for consideration to be used as the system’s 2014 Christmas Card. One submission from each school was selected to be printed. The following students submitted work for consideration:

 

·       Grand Lake High School, teacher -  Karyn Mallet

South Cameron High School

 

Heidi Baccigalopi, a teacher at South Cameron High School was one of 32 teachers nationwide chosen to complete a food science training program developed and implemented in partnership between the Food and Drug Administration (FDA), the National Science Teachers Association (NSTA), and Graduate School USA. The goal of the program is to educate teachers and students about critical food safety issues such as foodborne illnesses by exploring the science behind them.

 

Hackberry High School

 

The Hackberry Boys Cross Country Team placed 1st in State (earning 50 points) at the recent State Meet held at Northwestern State University in Natchitoches, Louisiana. Team members and coaches are:

·       Coaches – Shaun Kyle and Stevie Jinks

·       Runners – Kory Kyle, Drew Kyle, Peyton Delome, Keaton Jinks, Ricky Swire, and Michael Hinson

 

Johnson Bayou High School

 

The Johnson Bayou Boys Cross Country Team placed 2nd in State (earning 52 points) at the recent State Meet held at Northwestern State University in Natchitoches, Louisiana. Team members and coaches are:

·       Coach – Glenn Duhon

·       Runners – Neal Miguez, Garen Romero, Blake Hebert, Tristin Trahan, Camren Hare, Kelvin Shelton, and Cade Badon.
